Freelancing in Senegal: Invoicing, Taxes and Cash Flow (Course From Kaolack)

Digital Marketing

The verdict in three sentences

In Kaolack, a digital freelancer collecting 300,000 to 600,000 FCFA a month on Wave without invoices or a legal status is shut out of structured clients (NGOs, companies, public projects) that require a NINEA tax ID and a compliant invoice. Getting your business in order costs little: a few thousand FCFA in paperwork, a single global contribution (CGU) of 0.5 to 8% depending on the activity, and cash flow discipline. The Kolonell course "Managing your business: invoicing, taxes and cash flow" (12 h, 75,000 FCFA, about EUR 115) gives you the full method with Senegalese figures. The course is taught in French.

Informal, entreprenant or sole proprietorship: what each status changes

Most Kaolack freelancers start informally. That works as long as clients are individuals or small shops. As soon as a company or an NGO joins the portfolio, the status question comes up.

Status (Senegal, 2026)PaperworkIndicative costAccessible clientsTypical taxation
InformalNone0 FCFAIndividuals, small shopsNo filing, but no legal recourse
Entreprenant (OHADA)Simplified declaration, NINEA0 to 15,000 FCFALocal SMEs, some NGOsCGU, simplified regime
Sole proprietorship (RCCM + NINEA)APIX or court registry file10,000 to 35,000 FCFACompanies, NGOs, small tendersCGU or standard regime depending on turnover
SUARL (single-member LLC)Articles, capital, possibly a notary150,000 to 400,000 FCFALarge accounts, public contractsCorporate tax, 18% VAT, mandatory accountant
Umbrella via an agencySubcontracting agreement10 to 20% of the jobAll, through the agencyHandled by the agency

2026 order of magnitude: administrative fees change, so check with the DGID tax office and APIX before filing. For a freelancer billing 200,000 to 800,000 FCFA a month, entreprenant or sole proprietorship is almost always enough.

How much you really owe in taxes

The single global contribution replaces several taxes for small businesses. Its rate depends on the type of activity and turnover. The table below gives simplified simulations to be validated with an accountant.

Monthly income collectedAnnual turnoverEstimated CGU (2 to 8% rate)Recommended monthly provision
200,000 FCFA2,400,000 FCFA48,000 to 192,000 FCFA/yr4,000 to 16,000 FCFA
350,000 FCFA4,200,000 FCFA84,000 to 336,000 FCFA/yr7,000 to 28,000 FCFA
500,000 FCFA6,000,000 FCFA120,000 to 480,000 FCFA/yr10,000 to 40,000 FCFA
650,000 FCFA7,800,000 FCFA156,000 to 624,000 FCFA/yr13,000 to 52,000 FCFA
800,000 FCFA9,600,000 FCFA192,000 to 768,000 FCFA/yr16,000 to 64,000 FCFA

Two traps come up often. The first is withholding tax: a corporate client may withhold a percentage of your invoice and pay it to the tax office, which reduces what you collect but not necessarily your final tax if you know how to deduct it. The second is 18% VAT: as long as you stay under the simplified regime thresholds you do not charge it, but the invoice must state this correctly.

What the course makes you produce

The course Managing your business: invoicing, taxes and cash flow is level 3 of the Freelance and digital entrepreneurship track. It has 6 modules, 23 lessons, a quiz and a PDF handout per module, and two graded projects: your administrative and tax file, then your 12-month financial system.

Moussa, 27, a graphic designer in Kaolack, collects an average of 400,000 FCFA a month, all on Wave, mixed with his personal spending. A regional NGO offers him a brand identity job at 900,000 FCFA, provided he supplies a NINEA and a compliant invoice.

  • Cost of getting in order: course 75,000 FCFA + paperwork estimated at 20,000 FCFA, i.e. 95,000 FCFA.
  • Direct gain: the 900,000 FCFA NGO job, out of reach without a status.
  • Structured reminders: he recovers 120,000 FCFA of dormant unpaid invoices over the following quarter.
  • Tax provision: 6% of 400,000 FCFA, i.e. 24,000 FCFA set aside each month in a separate account.

The 95,000 FCFA investment is covered by the NGO's first deposit. 2026 order of magnitude, fictional example: no income is guaranteed.

FAQ

Do I need to set up a company to invoice in Kaolack?

Not necessarily a company: entreprenant status or a sole proprietorship is enough in most cases. Paperwork usually stays under 35,000 FCFA, versus 150,000 FCFA or more for a SUARL.

What tax rate will I pay as a freelancer?

Under the CGU, the rate ranges from 0.5 to 8% of turnover depending on the activity, as a 2026 order of magnitude. On 500,000 FCFA a month, set aside 10,000 to 40,000 FCFA monthly.

What should I do when a client withholds part of my invoice?

That is the withholding tax some companies apply. Ask for the withholding certificate: it is then deducted from your tax, and the course has a full lesson on this case.

Does the course replace an accountant?

No. It makes you autonomous day to day and shows at each step when an accountant becomes useful, for example above 50,000,000 FCFA of turnover or for a SUARL.

How do I pay and how long does it take?

The course costs 75,000 FCFA (EUR 115, about USD 125) for 12 hours of self-paced content, with a certificate. Payment is by Wave or Orange Money.
