WhatsApp Business API Notifications Cost for a Web App (2026)

The verdict in three sentences

For a service app in Dakar or any emerging market, replacing part of your SMS volume with WhatsApp messages cuts the cost per notification sharply, provided each template is in the right category. Since July 2025, Meta charges per delivered template message rather than per conversation, which makes the maths simple and predictable, with rates set by country or regional zone. Integration into an existing app costs roughly 400,000 to 1,200,000 FCFA (610 to 1,830 EUR) on the Dakar market, and SMS remains essential as a fallback for users without WhatsApp.

What a message really costs in 2026

Meta classifies each template into a category: marketing, utility (confirmations, reminders, order tracking) or authentication (one-time codes). Replies to a customer within the 24-hour service window are free, and utility templates sent inside that window are free too. Prices vary by recipient country: Senegal falls in the « rest of Africa » zone, while markets such as France, the UK or India each have their own rates, often several times higher for marketing. The figures below are 2026 orders of magnitude for Senegal converted to FCFA, to be checked against Meta's official rate card at launch.

Transactional SMS in Senegal15 to 25 FCFA150,000 to 250,000 FCFADepends on aggregator and volume

BSP provider fees0 to 10% or monthly plan15,000 to 60,000 FCFA per monthDepends on provider

On effectiveness, WhatsApp shows read receipts and supports buttons, links and documents (PDF invoice, ticket). Industry studies report read rates above SMS, often beyond 80%, but measure your own rate on a sample before rolling out.

The scope of a clean integration

The classic mistake is plugging in the API with no fallback logic. A user without WhatsApp, a badly formatted number or a template rejected by Meta must automatically switch to SMS. Choosing a Business Solution Provider (BSP) is mostly a trade-off between per-message markup, monthly plan and webhook quality; going direct to Meta's Cloud API removes the markup but requires more development.

If messaging is part of a new application, it falls within a Kolonell custom app scope, from 2,500,000 to 4,000,000 FCFA (3,810 to 6,100 EUR) for a simple app. Template and webhook monitoring can then be covered by Kolonell maintenance at 35,000, 75,000 or 120,000 FCFA (50, 110 or 180 EUR) a month.

Mini case study

Moussa, product lead of a home services app in Dakar (illustrative persona), sends 40,000 SMS a month at 20 FCFA: appointment confirmations, day-before reminders and login codes, i.e. 800,000 FCFA a month. He moves 70% of sends to WhatsApp utility and authentication: 28,000 messages at 2.5 FCFA, or 70,000 FCFA. The remaining 12,000 SMS cost 240,000 FCFA, and the BSP charges 30,000 FCFA a month. New total: 340,000 FCFA, a monthly saving of 460,000 FCFA (700 EUR). With an integration quoted at 800,000 FCFA, payback comes in under 2 months.

FAQ

How long does Meta take to approve a template?

Often a few minutes to 24 hours. A template wrongly classified as marketing costs 4 to 5 times more than utility, so keep messages strictly transactional.

Can we send promotions on WhatsApp?

Yes, with explicit user consent and marketing templates, around 12 to 14 FCFA per send in Senegal. A high block rate can lower the number's quality rating and cap your volumes.

Should we keep SMS?

Yes, as a fallback. Depending on the audience, 5 to 20% of users do not have WhatsApp active on the registered number, and login codes must always arrive.

Which BSP should we pick?

Compare per-message fees, monthly plan (often 15,000 to 60,000 FCFA) and webhook quality. Direct access to Meta's Cloud API avoids the middleman margin but needs more development.

How long to go live?

Allow 3 to 5 weeks, including 1 to 2 weeks for Meta business verification, often the bottleneck.
