The verdict in three sentences
A purchase order approval workflow is the most direct way for a CFO to regain control of spending at a 200-person company. As a 2026 estimate in Amsterdam, a custom build costs EUR 12,000 to 28,000 excl. VAT, ships in 6 to 10 weeks and brings approval time from 6 days to 1. On non-strategic spend, the measured effect is 3 to 5 % savings, simply because every purchase is seen before it is committed.
The symptom: spending discovered at invoice time
A 200-person manufacturer or services firm around Amsterdam, in Sloterdijk or Amstelveen, commits 400 to 600 indirect purchases a month: supplies, ad hoc subcontracting, maintenance, IT, travel, services. Requests go by email, phone or company card. A team lead orders, the invoice arrives three weeks later, and the CFO sees the spend when it is time to pay.
The results: cost centre budgets overrun without warning, multiple suppliers for the same items, invoices without a PO blocking accounts payable, and paper routes where one missing signature holds an order for 6 days.
| Metric | No workflow | With workflow (2026 estimate) |
|---|---|---|
| Average approval time | 6 days | 1 day |
| Spend committed without prior approval | 35 to 50 % | Under 5 % |
| Invoices without a PO | 40 % | Under 10 % |
| Budget visibility per cost centre | Monthly, after close | Real time |
| Active indirect suppliers | 300 | 180 to 220 after consolidation |
| Savings on non-strategic spend | 0 | 3 to 5 % |
What the custom workflow does
Purchase request. The requester enters the need in 2 minutes from a web or mobile form: item, quantity, supplier, estimated amount, cost centre, attached quote.
Approval chain. Rules are set by amount and cost centre: under EUR 500, the line manager; EUR 500 to 5,000, the manager plus financial control; above EUR 5,000, the CFO; above EUR 20,000, the managing director. Approvers act from an email or mobile notification, with delegation during absence.
Budget check. Each request is compared with the cost centre's remaining budget, with an alert above 80 % consumption.
PO and matching. A numbered PO goes to the supplier, then the accounting connector matches invoice, order and receipt. This pairs well with e-invoicing mandate automation.
Custom build versus Coupa and SaaS
Coupa and similar procure-to-pay suites are excellent for large enterprises, but for a 200-person firm the licence and implementation cost is usually out of proportion.
| Option | Setup cost | Recurring cost (2026 estimate) | Strength |
|---|---|---|---|
| Shared spreadsheet and email | EUR 0 | EUR 0 | No real control |
| ERP purchasing module (Exact, AFAS) | EUR 3,000 to 10,000 | Licences per ERP | Integrated if ERP is recent |
| SME purchasing SaaS | EUR 2,000 to 6,000 | EUR 8 to 20 per user per month | Fast to launch |
| Coupa or enterprise P2P suite | EUR 50,000 and up | Often over EUR 40,000 a year | Very complete, oversized |
| Custom workflow | EUR 12,000 to 28,000 | EUR 200 to 600 maintenance a month | Exact routes, no per-user licence |
| Accounting connector (included or extra) | EUR 2,500 to 6,000 | Included in maintenance | Automatic matching |
Custom makes sense when routes are specific (multi-site, project purchases, subcontracting) or when per-user SaaS pricing becomes expensive for 80 requesters. To discuss, see our custom web applications.

A workflow people bypass is worthless. Three rules are enough: a request must take under 2 minutes, the rule no PO, no payment must be announced and enforced by management, and thresholds should be reviewed after 3 months. Plan half a day of training per department.
Mini case study
Sanne, CFO of a 200-person company in Amstelveen, manages EUR 3.2 million of indirect spend a year. With 4 % savings from prior approval and supplier consolidation, the gain reaches EUR 128,000 a year.
On time, accounts payable spent 40 hours a month chasing owners of PO-less invoices. Eight remain: 32 hours saved at EUR 45 loaded, or EUR 17,280 a year. The project costs EUR 22,000 plus EUR 400 monthly maintenance, EUR 26,800 in year one. First-year net gain exceeds EUR 118,000, with payback in under 3 months. A Coupa rollout at the same scope would cost several times more in year one.
FAQ
Does the workflow slow down urgent purchases?
No, it speeds them up: average approval falls from 6 days to 1. An emergency route with retrospective approval within 48 hours can cover breakdowns.
How many approval levels should we set?
Usually 3 to 4 thresholds, for example EUR 500, 5,000 and 20,000. Beyond 4 levels, delays rise without better control.
Is a SaaS tool not enough?
For fewer than 30 requesters, often yes, at EUR 8 to 20 per user per month. For 80 requesters and multi-site routes, custom becomes competitive by year three.
Can it connect to Exact Online or AFAS?
Yes, via API, for EUR 2,500 to 6,000. Approved orders and matched invoices flow in without re-keying.
How quickly is it live?
About 6 weeks for a 2-department pilot and 10 weeks company-wide.
