The verdict in three sentences

Germany's B2B e-invoicing mandate is already live: since 1 January 2025 every business must be able to receive structured e-invoices, issuing becomes mandatory on 1 January 2027 for companies above EUR 800,000 turnover, and for everyone on 1 January 2028. For a Berlin SME, a realistic 2026 budget combines an e-invoicing service at EUR 50 to 400 a month with an ERP connector at EUR 3,000 to 12,000 excl. VAT, over 6 to 12 weeks. Done properly, it cuts invoice processing cost from EUR 12 to 3, so it pays back instead of merely ticking a compliance box.

What the mandate requires from a Berlin SME

Under the Growth Opportunities Act, a B2B e-invoice must follow the European standard EN 16931. In practice that means XRechnung (pure XML, already required for federal public contracts) or ZUGFeRD from version 2.0.1 (a hybrid PDF with embedded XML, technically equivalent to the French Factur-X). A plain PDF sent by email no longer counts as an e-invoice. Unlike France, Germany has no central clearance platform yet: invoices can travel by email, Peppol or EDI, but the data must be structured.

For a Berlin wholesaler or B2B services firm handling 1,500 supplier invoices and 900 customer invoices a month, the real question is how far to automate.

The real work: the ERP connector and matching

An e-invoicing service or Peppol access point moves invoices. It does not, on its own, post them into your ERP, match them to a purchase order and a goods receipt, then schedule payment. That is where EUR 12 becomes EUR 3.

A custom connector does four things: it pushes customer invoices from the ERP in XRechnung or ZUGFeRD, it pulls structured supplier invoices, it matches them automatically (two or three-way matching), and it writes statuses back into the ERP. For DATEV-connected setups, SAP Business One or Odoo, a standard module may suffice. For a bespoke ERP built fifteen years ago, a connector is almost always needed. Kolonell builds this kind of integration as part of its custom web applications.

Pitfalls seen in 2026

First, choosing a provider on monthly price alone without checking for a documented API: without one, the connector costs twice as much. Second, dirty master data: a missing VAT ID or a wrong Leitweg-ID for public customers triggers rejections, so budget 1 to 2 weeks for supplier and customer data cleanup. Third, GoBD archiving: the XML file is the legal original and must be stored unaltered for 8 years under the current retention rules, not just the PDF view.

Mini case study

Anna, CFO of an 80-person wholesaler in Berlin-Spandau, processes 1,500 supplier invoices a month at EUR 12 each, or EUR 18,000 a month. She picks an e-invoicing service at EUR 250 a month and a connector with automated matching at EUR 11,000, plus EUR 200 monthly maintenance.

After 10 weeks, unit cost drops to EUR 3.50, or EUR 5,250 a month. Gross saving is EUR 12,750 a month, minus EUR 450 of recurring fees: EUR 12,300 net. The project pays back in under one month of operation. The two payables clerks are not replaced: they move to collections and margin analysis, both previously neglected.

FAQ

Must a Berlin SME issue e-invoices in 2026?

Not yet, unless it chooses to. Issuing is mandatory from 1 January 2027 above EUR 800,000 prior-year turnover and from 1 January 2028 for all; receiving has been mandatory since 1 January 2025.

Is a PDF sent by email still valid?

It remains allowed only during the transition period and with the recipient's consent. After that, B2B invoices must be XRechnung or ZUGFeRD compliant with EN 16931.

What does an e-invoicing service cost for 500 invoices a month?

As a 2026 estimate, EUR 80 to 200 a month depending on options. Add EUR 500 to 2,000 for initial setup.

Is a custom connector always required?

No. If your ERP has a certified module, EUR 1,000 to 4,000 of configuration is enough. Custom work makes sense for legacy or heavily modified ERPs.

How long should we plan?

About 6 weeks for a standard ERP and up to 12 weeks with automated matching. Start at least 6 months before your issuing deadline.
