Offline-first PWA for field technicians in Africa: cost and architecture

Digital Africa

The verdict in three sentences

For a telecom maintenance company with 80 technicians in Africa, whether in Kinshasa, Lagos, Nairobi or Accra, an offline-first PWA (progressive web app) with sync, photos and customer signature costs 25,000 to 50,000 USD in 2026. It installs from the browser, with no app store fees or Google Play review, and runs on Android phones costing 80 to 120 USD. The gain shows quickly: reports back in 24 hours instead of 5 days and operator invoicing brought forward by one week.

Why a PWA rather than a native app

At tower sites in rural areas or on the outskirts of large cities, data coverage is intermittent and bundles are expensive. Paper reports or classic online forms get lost, are re-keyed at the office and arrive 4 to 6 days late. A PWA stores everything on the phone and syncs as soon as a 3G signal or Wi-Fi is available. Operators and subcontractors working for MTN, Airtel or Safaricom face exactly this constraint.

The architecture that holds up in the field

A robust field PWA relies on five building blocks. A service worker caches the app and reference lists (sites, equipment, parts). A local IndexedDB database stores reports, compressed photos and signatures. A sync queue sends data in small batches and resumes after a dropout. Simple timestamp-based conflict resolution avoids overwriting a report edited at the office. Finally a web back office lets supervisors validate and export to invoicing.

Photos are compressed to 200 or 300 KB before upload: a complete report with 6 photos weighs under 2 MB, roughly 0.10 USD of data at average 2026 rates.

Mini case study

Patrick, head of operations at a telecom site maintenance company in Kinshasa, manages 80 technicians who carry out about 1,600 interventions a month for two operators. Paper reports take 5 days to come back and 3% get lost, which means 48 unbilled interventions every month at an average of 150 USD: 7,200 USD of lost revenue a month.

The PWA costs 38,000 USD, plus 5,000 USD a year for hosting and maintenance. Losses fall below 0.5%, recovering about 6,000 USD a month. Invoicing goes out a week earlier, improving cash flow on monthly revenue of 240,000 USD. The project pays back in just under 7 months on recovered interventions alone.

FAQ

How much does an offline PWA for field technicians cost?

Between 25,000 and 50,000 USD in 2026 depending on the number of report types, the back office and integrations. Add 3,000 to 7,500 USD a year for hosting and maintenance.

Does a PWA really work without signal?

Yes. Forms, photos and signatures are saved on the phone and sent automatically when signal returns. A technician can work for several days outside coverage.

Which phones should technicians be given?

An Android 9 or later device with 3 GB of RAM is enough, models costing 80 to 120 USD on most African markets. Plan 16 GB of free storage for pending photos.

Can the PWA be published on Google Play later?

Yes, a PWA can be packaged for the Play Store in a few days, for about 1,500 to 3,000 USD. It is not needed for internal use.

How long until go-live?

Allow 10 to 16 weeks, including a 2-week pilot with 10 technicians before rolling out to all 80.

Let's scope your project. We design your offline-first PWA for field teams: report types, indicative budget between 25,000 and 50,000 USD, working pilot in 8 weeks. Detailed quote within 48 h. WhatsApp +221 77 596 93 33.
