But careful: if you count migration cost (cf. PAIR 2), locally paid Office licenses (Excel 2021 = 250 USD), user training time, the calculation sometimes flips.

CDP Senegal (Personal Data Commission) recognizes both suites as compliant. Microsoft 365: Paris/Dublin/Johannesburg datacenters. Google Workspace: Belgium/Netherlands + Lagos edge datacenters. Neither has a Senegal datacenter in 2026.
For regulated sectors (BCEAO banking, ARTP telecom, MSAS health): prefer Microsoft 365 Business Premium or E3 for advanced controls (data residency add-on, Customer Key, sensitivity labels with encryption).

What about Zoho Workplace or OnlyOffice to save money?
Zoho Workplace: 3-6 USD/user/month, functional but poor ecosystem (few local CRM/accounting integrations). OnlyOffice: open source, self-hostable but hidden IT cost. Relevant if <10 users and tight budget. Beyond: take M365 or Workspace.
