The verdict in three sentences
A Quebec City firm that manages cottages, farmland, woodlots and estates for owners who are often away sells trust first: the site has to show who visits the property, how often, and what report the owner receives. A local Quebec City agency has the edge as soon as the project means driving to properties, season after season, for photos, drone footage and video. A remote studio on a fixed grid (USD 2,900 for Starter, USD 4,900 for Growth at Kolonell) is enough when your images already exist and the core work is structure, French and English copy and clear service packages.
What should a rural property manager's site show in the Quebec City region?
Between Portneuf, the Côte-de-Beaupré, Île d'Orléans, Lac-Beauport and Charlevoix, rural mandates have little in common with a city building. Owners often live in Montreal, Ontario, the United States or Europe, and want to know what happens at their place in winter. Each property type calls for specific pages.
| Property type | What the owner looks for | Page or site feature |
|---|---|---|
| Cottage or second home | Security visits, snow clearing, seasonal opening and closing | Monitoring packages, sample calendar, request form |
| Cottage in short-term rental | Cleaning, guest welcome, booking management | Services page, note on the registration number to display in listings |
| Leased farmland | Finding and monitoring the farming tenant, leases, inspections | Dedicated page, direct contact with the manager |
| Woodlot or sugar bush | Road maintenance, coordination with contractors | Forestry services page, seasonal photos |
| Estate with several buildings | Managing maintenance staff, annual budget | Estates page, sample annual report |
| Owner living abroad | Regular reports, dated photos, bill payment | Non-resident owners page, link to the owner portal (integration on quote) |
Land in agricultural zones follows specific rules, overseen in particular by the Commission de protection du territoire agricole du Québec (CPTAQ): keep the site general and invite a direct conversation.
Local Quebec City agency or remote studio: which criteria decide?
Answer each question. The right-hand column shows which type of provider your answer leans toward.

| Property visits | Must the provider see the estates to tell your story? | Local agency |
| Photo, drone and video | Do you need new images every season? | Local agency, or a local photographer as a third-party cost |
| Languages | Do your owners also read English? | Even: Premium (the multilingual tier, languages set in the quote) |
| Price | Do you want a fixed amount signed before work starts? | Remote studio |
| Ownership of domain and code | Do you want to take everything back if you switch? | Even, to be written into the contract |

When is the local agency clearly the better choice?
In rural management, more often than elsewhere. If your main argument is the beauty of the properties and the quality of upkeep, you need recent images, shot in winter and in summer, and someone who knows the roads of Charlevoix. A Quebec City agency that drives out, films an estate and meets your partners in your office makes the project much simpler. It also has the edge if you rely on meetings with landowner or producer associations.
A remote studio is enough if you already work with a regional photographer or drone pilot, if your packages are defined, and if the real need is a clear site, fast on rural connections and written in good French and English.
Questions to ask both providers, and the Quebec frame
- Who writes the French copy, and who reviews the package descriptions?
- Will the domain, hosting and code be in our company's name?
- How are owner requests passed on, and where is the data stored?
- Will the site stay fast on a slow rural connection?
- What is the monthly cost after launch, in writing?

Quebec's Law 25 requires, among other things, a person in charge of the protection of personal information, a privacy policy in plain language, and tools that can profile visitors switched off by default. The Charter of the French language, strengthened by Law 96, requires a business website to be available in French. Newsletters fall under CASL. Residential tenancy disputes go to the Tribunal administratif du logement; depending on your activities, especially lease brokerage, an OACIQ licence may be required: have it checked. Aim for WCAG 2.1 AA accessibility. This is not legal advice.
Mini case study
Illustrative example: Geneviève manages about sixty rural properties between Portneuf and Charlevoix: cottages, two sugar bushes and several parcels leased to farmers. Her average fees are about CAD 1,800 per mandate per year. She wants a bilingual site, since a third of her owners live outside Quebec.
A Quebec City agency quotes CAD 18,000 (about USD 13,000), seasonal photo and video shoots extra. Kolonell Premium, the multilingual tier, is USD 8,900. Either way, she plans a local drone pilot as a third-party cost for four seasons, about CAD 2,500 (USD 1,800). Totals: USD 14,800 locally, USD 10,700 remotely, a gap of USD 4,100, about CAD 5,700, or a little over three years of fees from one mandate.
Geneviève still picks the local agency: she wants a seasonal video series shot by the same crew and in-person meetings with the woodlot owners' association. That is a rational choice: the gap is repaid by two new mandates kept for two years.
FAQ
Must the site be in French?
Yes, in Quebec a business website must be available in French. An English version comes with Premium at USD 8,900 (the multilingual tier, languages set in the quote).
Can a remote studio present properties it has never seen?
Yes, from your photos, your notes and a 60-minute call per property type. Quality then depends on the images: plan a local photographer as a third-party cost, often CAD 600 to 1,200 per day.
How long until the site is live?
Kolonell delivers in 3 to 4 weeks once content is ready. Quebec City agencies commonly quote 6 to 12 weeks for a custom site.
Can we offer an owner portal with reports and photos?
Yes, either by linking to your management software or through an integration. The integration depends on your tools and is quoted separately, on top of the USD 4,900 Growth tier.
Is data from owners abroad a problem?
It stays subject to Law 25 as soon as your firm collects it. If it is hosted outside Quebec, a privacy impact assessment is in principle required before the transfer: ask your provider where the site is hosted.
