The annotated template: 9 sections that matter
A good requirements document runs 15 to 30 pages. Longer and nobody reads it; shorter and vendors fill the gaps with their own assumptions, which is where price gaps come from.

Section 3 is the heart of the document. The rule of thumb: Musts should not exceed 60% of total effort. If everything is essential, nothing is, and the most expensive vendor prices it all while the cheapest prices half.

You can write the document in-house, hire an independent consultant or pay for a scoping workshop with one of the vendors. Each option has a cost and a bias.
