Internal AI Assistant on Company Documents in Dubai: RAG, Security and 2026 Cost

The verdict in three sentences

For a Dubai group storing 12,000 procedures, contracts and internal memos as PDFs, a RAG AI assistant (retrieval-augmented generation) costs AED 92,000 to 165,000 (USD 25,000 to 45,000), with model costs of USD 0.5 to 3 per million tokens. The strongest gain shows up in legal and compliance: about 30 minutes of search saved per lawyer per day, with sourced, verifiable answers. The project succeeds or fails on three points: access rights governance, data residency and compliance with the UAE PDPL (or DIFC and ADGM rules for free-zone entities).

What a RAG assistant does, and what it does not

A RAG system does not 'learn' your documents. It splits PDFs into passages, indexes them in a vector database, retrieves the relevant passages for each question, then asks the model to write an answer citing its sources. In practice, a lawyer asks 'what is our standard termination clause in supplier contracts since 2023' and gets a summary citing three documents with page numbers.

Detailed budget for 12,000 documents

ItemRangeComment
Scoping, source and rights mappingAED 11,000 to 18,0002 to 3 weeks
Extraction, OCR and PDF chunkingAED 15,000 to 29,000Old scans cost more
Vector database, hybrid search engineAED 18,000 to 33,000Semantic + keyword search
Web interface, Microsoft or Google SSOAED 22,000 to 40,000Filtering by access profile
Security, logging, quality testingAED 15,000 to 26,000Set of 200 reference questions
Deployment and team trainingAED 11,000 to 18,0003 to 5 sessions
Total projectAED 92,000 to 165,00010 to 16 weeks
Monthly operations (hosting + tokens)AED 1,500 to 5,500For 200 to 800 users

Model costs stay modest: at an average of USD 1.5 per million tokens, 300 users asking 15 questions a day consume about 400 million tokens a month, or USD 600 (around AED 2,200). An open-source model hosted on your own servers removes that variable cost but adds AED 3,000 to 7,500 a month in GPU.

Security and compliance: non-negotiables

RequirementRecommended optionBudget impact
Data residencyUAE cloud region or EU region+5 to 10%
UAE PDPL, DIFC or ADGM rulesProcessing record, notices, DPO reviewAED 5,500 to 11,000 in advisory
Access rightsInherit SharePoint or DMS permissions, filter before searchIncluded if well scoped
No reuse by the model providerEnterprise API contract, zero retentionNo notable extra cost
TraceabilityLog of questions and sources consultedIncluded
Sensitive personal dataAutomatic masking before indexingAED 7,500 to 15,000

The most overlooked point is permission filtering: an intern must never receive an extract from a board-level contract because vector search found it relevant. The filter must apply before retrieval, not after the answer.

Mini case study

Layla, CIO of an industrial group in Dubai, targets a 15-person legal and compliance team. With 30 minutes saved per day over 220 days, the group recovers 1,650 hours a year. At a loaded cost of AED 130 an hour, that is AED 214,500 a year. The project costs AED 140,000 plus AED 3,000 a month to run, or AED 176,000 in year one. On the legal team alone, the assistant pays back in under ten months; extending it to HR and quality without major new development shortens that further.

FAQ

Do our documents go to OpenAI or Anthropic?

Only the relevant passages are sent to the model, under an enterprise API contract with no retention or training. For full sovereignty, an open-source model hosted in the UAE costs AED 3,000 to 7,500 more per month.

Which data protection rules apply?

Onshore companies fall under the federal PDPL; DIFC and ADGM entities have their own regimes. As soon as documents contain personal data, a processing record and notices are required; plan 4 to 8 weeks of review in parallel.

What accuracy can we expect?

On a set of 200 reference questions, a well-tuned RAG reaches 85 to 92% correct, sourced answers. Remaining errors are visible because every answer cites its documents.

How long for a first pilot?

A pilot on 2,000 documents and 20 users ships in 5 to 6 weeks for AED 33,000 to 51,000, deductible from the full project.

Are old scans usable?

Yes with good OCR, but poor-quality scans add about AED 1 to 2 per page for processing and checks.

Let's scope your project. Tell us your document volume, user count and hosting constraints: we will scope a 6-week pilot, then a rollout between AED 92,000 and 165,000. Detailed quote within 48 h. WhatsApp +221 77 596 93 33.
