Mobile payment in Togo: a rapidly structuring ecosystem in 2026

Togo presents a particularly dynamic mobile money ecosystem for a country of 9 million people. In 2026, the market counts more than 6 million active accounts — a penetration rate higher than many sub-Saharan African countries. The presence of Togocom (public operator) and Moov Africa gives the country two stable players, joined by Gozem Money, the operator of Togo's super-app.

This guide covers the three operators, available aggregators, real fees and integration for an e-commerce site or SaaS application.

The three operators: T-Money, Flooz and Gozem Money

T-Money (Togocom) is the historical operator and leader with around 50% of the market. Togocom is a partially privatized public operator, which gives it strong institutional trust. T-Money is used for government bill payments, transfers, and increasingly for online commerce. Merchant collection fees: 1% to 1.5%. The Togocom API is available to companies registered in Togo.

Flooz (Moov Africa Togo) holds around 40% of the market. Flooz is widely used in peri-urban areas and for intra-WAEMU transfers (particularly toward neighboring Benin and Burkina Faso). Merchant fees: 1% to 1.8%. The Flooz API is accessible via the Moov Africa developer portal.

Gozem Money is the newest and most innovative player. Launched by the Gozem super-app (ride-hailing, delivery, commerce), Gozem Money quickly gained urban users in Lome. It is particularly relevant for online commerce and delivery platforms. Merchant fees: 0.8% to 1.2%. REST integration available, documentation in English and French.

Available aggregators in Togo

CinetPay is best established in Togo. It covers T-Money and Flooz (Moov Togo), as well as cards. Commission: 1.8% to 2.2%. French-language dashboard, WooCommerce plugins, reliable webhooks. Gozem Money is not yet integrated with CinetPay in 2026.

PayDunya has covered Togo since 2023 with T-Money and Flooz. Commission: 1.5% to 2%. JS/PHP/Python SDKs, French documentation. A good option for Togolese SMEs.

Hub2 is the best option if you want a multi-country WAEMU integration including Togo, Benin and Burkina Faso from a single contract. Commission: 2% to 2.5%. Hub2 integrated Gozem Money into its offering in 2026, making it the most complete aggregator for the Togolese market.

Gozem Pay (direct API): for high-volume merchants in Lome, direct integration of Gozem Money via its API is possible. Fees: 0.8%. English support.

For a 30,000 FCFA order on a Togolese website:

  • T-Money via CinetPay: 30,000 × (1.2% + 2%) = 960 FCFA, you receive 29,040 FCFA.
  • Flooz via PayDunya: 30,000 × (1.3% + 1.8%) = 930 FCFA, you receive 29,070 FCFA.
  • Gozem Money via Hub2: 30,000 × (1% + 2.2%) = 960 FCFA, you receive 29,040 FCFA.
  • Gozem Money direct: 30,000 × 0.8% = 240 FCFA, you receive 29,760 FCFA (direct integration).

Cross-border WAEMU payments from Togo

Togo is geographically well-placed for cross-border flows: it shares a border with Benin (east), Burkina Faso (north) and Ghana (west). The WAEMU corridors (Togo → Benin → Burkina) are active for T-Money and Flooz. A Beninese customer can pay a Togolese merchant via cross-border Flooz.

Points to check: cross-border fees are higher (2 to 3% on the customer side). Hub2 handles this complexity in the backend — you always receive local CFA FCFA. CinetPay does not yet cover cross-border WAEMU payments in 2026.

Technical integration on a Togolese website

Timeout handling: Gozem Money transactions have a 5-minute timeout. T-Money and Flooz transactions have a 10-minute timeout. Configure your interface to inform the user and allow them to retry if needed.

Compliance and merchant account in Togo

Documents required to open a CinetPay or PayDunya merchant account in Togo: Togolese Commercial and Credit Register (RCCM), NIF (Tax Identification Number), legal representative's national ID, IBAN of a Togolese bank account (UTB, Ecobank Togo, BTCI, etc.). Activation time: 7 to 14 days.

For Gozem Money, merchant account opening is done directly via the Gozem for Business portal. Timeline: 3 to 5 days, fewer documents required for micro-businesses.

Q: Is Gozem Money really reliable for a serious e-commerce business?

Yes. Gozem processed over 50 billion FCFA in transactions in 2025 and its technical infrastructure (AWS backend, enforced HTTPS, 2FA) is solid. Its main limitation is a user base that is still more young and urban than T-Money's.

Q: Can I accept payments from Ghana via GhanaQR?

Not directly. WAEMU and ECOWAS corridors are not yet interconnected for merchant payments in 2026. For Ghanaian customers, offer a card option (Visa/Mastercard via CinetPay or Hub2).

Q: Does T-Money support QR code payments in-store?

Yes. Togocom has deployed a merchant QR code system since 2023. You can display a T-Money QR code on your in-store terminals. This system is separate from the e-commerce API.

Q: Is Hub2 recommended for a Togolese startup looking to expand across WAEMU?
