The verdict in three sentences
For an association management company running 120 communities and 5,000 units in Tampa, an owner document portal is now a legal requirement for most Florida associations and online voting has become a sales argument against tech-first competitors. Packaged software billed 2 to 6 USD per unit per month remains the safest choice for association accounting, while a custom layer (portal, e-voting, maintenance requests) pays off once the owner experience is your differentiator. The right call is often hybrid: keep the accounting package, build the portal and voting on top and connect them.
What Florida law requires and what owners expect
Since HB 1203 (2024), Florida HOAs with 100 or more parcels must post official records on a secure website or app from January 1, 2025, and HB 1021 extended a similar duty to condominium associations with 25 or more units from January 1, 2026. Records include governing documents, budgets, financial reports, contracts and meeting notices, with password protected access for owners.
Florida statutes 720.317 and 718.128 also allow electronic voting once the board adopts a resolution and owners consent in writing. In a market where many owners are snowbirds or investors living out of state, e-voting raises turnout and cuts meetings adjourned for lack of quorum.
| Function | Required in 2026 | Strong owner expectation | Note |
|---|---|---|---|
| Access to official records | Yes (HOA 100+ parcels, condo 25+ units) | Yes | Listed in statute |
| Owner ledger and assessments | Recommended | Yes | Updated regularly |
| Remote meeting attendance | Allowed | Very strong | Video or phone |
| Electronic voting | Allowed, by board resolution and owner consent | Strong | Statute 720.317 / 718.128 |
| Maintenance requests and tracking | No | Very strong | Photos, status, vendor |
| Online assessment payment | No | Strong | ACH or card |
Packaged, custom or hybrid: 2026 figures
Packaged association software covers fund accounting, assessments and meeting documents. Its cost climbs fast with unit count. Custom development does not have to replace that accounting core, but it builds the owner and board experience that packages standardize.
| Option | 2026 cost for 5,000 units | Timeline | Strengths | Limits |
|---|---|---|---|---|
| Entry level package | 2 USD per unit per month, about 120,000 USD a year (market estimate) | 1 to 2 months migration | Compliant accounting | Generic portal |
| Premium package with voting modules | 6 USD per unit per month, about 360,000 USD a year (market estimate) | 2 to 3 months | All in one | High cost, little customization |
| Full custom build by a US agency | 60,000 to 150,000 USD (market estimate) | 6 to 9 months | Proprietary experience | Accounting to rebuild, high risk |
| Hybrid: accounting package + custom portal | Package + 60,000 to 90,000 USD (market estimate) | 4 to 6 months | Best balance | Connector to maintain |
| Kolonell complex application (portal, voting, requests) | From 10,670 EUR (about 12,500 USD), 22,870 EUR and up depending on scope | 4 to 6 months | Controlled budget, code delivered | Connector to the package to scope |
| Kolonell application maintenance | 110 to 180 EUR per month | Ongoing | Updates and security | Budget it from day one |
The most underestimated item is the connector between portal and accounting package: it must push balances, assessments and documents without double entry. Before any quote, check that your vendor exposes an API or at least scheduled exports.
Mini case study
Dana, owner of an association management company in Tampa (120 communities, 5,000 units, 9 community managers), pays an all in one package at 4.50 USD per unit per month, or 270,000 USD a year. Her vendor offers a lighter tier without voting or advanced portal at 2.50 USD, or 150,000 USD a year.
By moving to the lighter tier and funding a custom owner portal with e-voting for about 26,000 USD, plus 180 EUR (about 210 USD) of monthly maintenance, or 2,520 USD a year, she saves 120,000 USD in year one minus 28,520 USD of project cost, about 91,500 USD. If e-voting avoids just 15 adjourned meetings a year at 700 USD of internal cost each, she gains another 10,500 USD. She must of course confirm that the lighter tier still covers every records requirement, which drives the whole calculation.

FAQ
Is an owner portal really mandatory in Florida?
Yes for HOAs with 100 or more parcels since January 1, 2025, and for condominium associations with 25 or more units since January 1, 2026. Records must be posted within the statutory delay, generally 30 days.
Is electronic voting legally valid?
Yes under statutes 720.317 and 718.128, provided the board adopts a resolution and each owner consents in writing to vote electronically. The system must authenticate owners and keep ballots secret where required.
Can we keep our current accounting package?
It is recommended in 8 cases out of 10, since association fund accounting is highly standardized. The custom portal plugs into it through API or daily exports, which accounts for 15 to 25% of the project budget.
How long to launch the portal?
Plan 4 to 6 months, including one month of scoping with managers and a pilot on 5 to 10 communities before rollout.
Is owner data protected?
The portal must apply strong access controls, individual logins and access logs, with US hosting. These requirements are written into the specification from the start.
Let's scope your project. Share your unit count, current package and required functions (portal, voting, requests), and we will price a portal delivered in 4 to 6 months. Detailed quote within 48 h. WhatsApp +221 77 596 93 33.
