The verdict in three sentences
A cookie banner that complies with the GDPR and the Dutch Telecommunications Act does not kill your analytics: what kills it is a badly wired CMP that blocks everything, even after consent. Full compliance for a multi-clinic website costs 3,000 to 8,000 EUR including server-side tracking, and Google Consent Mode v2 recovers a good share of the lost conversions. The real financial risk is not only the fine, capped at 4 % of worldwide turnover, it is ad spend steered blind.
What happened: 45 % of conversions gone
The marketing director of a group of 7 veterinary clinics in and around Amsterdam rushed a new banner live after an audit. Within a month, appointment bookings measured in Google Analytics 4 and Google Ads fell by 45 %, while clinic calendars were as full as before. Google Ads campaigns on automated bidding started cutting bids on the keywords that worked.
The usual causes, found in most audits:
| Configuration error | Measured effect | Fix |
|---|---|---|
| Tags fired before the choice, then blocked wholesale | Inconsistent data, compliance risk | Loading gated by consent category |
| Consent not passed to Google Tag Manager | 100 % of visitors counted as declines | Native CMP and Consent Mode v2 integration |
| No « Reject all » button on the first layer | Non-compliance with Dutch DPA guidance | Rejecting as easy as accepting |
| Booking form in a third-party iframe | Invisible conversion | Event sent from the confirmation page |
| No retention period for the choice | Banner shown on every visit, falling acceptance | Choice kept 6 months, then asked again |
| No up-to-date record of processing | No proof in an inspection | Record listing each tool, purpose and retention |
The cost of compliance in 2026
| Item | 2026 order of magnitude | Comment |
|---|---|---|
| CMP (Cookiebot, Didomi, CookieYes, Usercentrics) | 15 to 60 EUR a month | Depends on traffic and number of domains |
| Tracker audit and configuration | 1,000 to 2,000 EUR | Inventory of every script and cookie |
| Consent Mode v2 in GTM | 700 to 1,500 EUR | ad_storage, analytics_storage, ad_user_data, ad_personalization signals |
| Record of processing and cookie policy | 300 to 1,000 EUR | With your DPO or a privacy lawyer |
| Server-side tracking (GTM server-side) | 2,000 to 4,000 EUR | Plus 20 to 100 EUR a month of hosting |
| Full project including server-side | 3,000 to 8,000 EUR | 2 to 4 weeks |
Consent Mode v2 has two modes. In basic mode, no Google tag fires without consent. In advanced mode, cookieless pings are sent and Google models conversions from visitors who declined. Advanced mode recovers more data but involves sending information before the choice: have your DPO sign it off, as the Autoriteit Persoonsgegevens takes a strict view of any collection before consent.
Server-side tracking does not bypass consent. It makes data from consenting visitors more reliable, reduces losses from ad blockers and browser restrictions, and removes several third-party scripts from the site, which improves mobile load time.
Dutch rules to follow without ambiguity
Article 11.7a of the Telecommunications Act requires consent for non-essential cookies, and the Autoriteit Persoonsgegevens has run cookie sweeps and sent warning letters to hundreds of organisations since 2024. Rejecting must be as easy as accepting, on the same layer and with the same visibility. Strictly necessary cookies (session, booking, security) are exempt, and privacy-friendly analytics with minimal impact can be too, which is not the case for default GA4. The user's choice must be stored, then asked again after a reasonable period, in practice 6 months. You must be able to prove consent: the CMP keeps the logs.
GDPR fines can reach 4 % of worldwide turnover or 20 million EUR. For a regional group the likely outcome is an order with a penalty for non-compliance, which still costs far more than fixing the banner.

Sanne, marketing director of a group of 7 veterinary clinics in Amsterdam, spends 3,000 EUR a month on Google Ads. Before the new banner, 400 bookings a month were attributed to campaigns, 7.50 EUR per booking. After, only 220 are measured: the apparent cost climbs to 13.60 EUR and the algorithm cuts bids.
She commissions 3,200 EUR of compliance work with Consent Mode v2 and 3,000 EUR of server-side tracking. Measured conversions climb back to 360 a month, observed and modeled. With apparent cost back to 8.30 EUR, bidding recovers. If campaigns bring 60 more real bookings a month at 70 EUR average margin per consultation, the gain is 4,200 EUR a month: the 6,200 EUR invested pays back in about 6 weeks.
FAQ
Which CMP fits a group of 7 clinics?
A Google-certified CMP for Consent Mode v2 that handles several domains or subdomains, between 15 and 60 EUR a month. Check consent log retention and banner customization.
Will acceptance drop with a « Reject all » button?
Yes, often from above 85 % to 55 to 70 % depending on design. Consent Mode v2 and a well-instrumented booking flow offset part of that drop.
Is server-side tracking legal without consent?
Not for advertising purposes: it must follow the user's choice exactly. Its value is reliable consented data and site performance, for 2,000 to 4,000 EUR.
How long does compliance take?
Two to 4 weeks for audit, configuration and testing. Allow another 2 to 4 weeks for Google's conversion models to stabilize.
Do we need a record of processing for the website?
Yes, each tool (analytics, ads, booking, chat) is listed with its purpose, recipients and retention period. Drafting it takes 1 to 2 days with the DPO.
Let's scope your project. We audit your site's trackers, reconfigure your CMP and Consent Mode v2, then check that conversions flow back, within 2 to 4 weeks. Detailed quote within 48 h. WhatsApp +221 77 596 93 33.
