Senegal construction company: digitalization = winning public and premium private contracts in 2026

Senegal construction market 2026: ~3,800 billion FCFA/year (housing, infrastructure, equipment, civil engineering). Major projects: AIBD Airport extension, Mbour-Kaolack highway, Dakar BRT, Cité Senghor, Diamniadio Lake City. Contracting authorities (State, ANSD, ANER, AGEROUTE, institutional private Sococim/CIMAF) now require digitalized construction companies: real-time site tracking, photo/video reporting, document traceability, SYSCOHADA compliance.

Entreprise BTP Côte d'Or, founded 2011 (civil engineering + building), contacted me in February 2024. 12 active sites on average, 850 M FCFA/year revenue. Fourteen months later: 28 active sites, 2.1 billion FCFA/year revenue (×2.5), net margin rate 9% → 14%. Here is the mechanism.

H2: The 6 construction digitalization pillars

1. Construction portfolio site. Delivered project gallery with before/after photos, drone, technical sheet (surface, duration, budget, technical constraints), MOA testimonials. Essential for private bids and public qualification. Budget: 3.5-8 M FCFA.

2. Automated quotes. Unit price library (concrete, steel, labor, subcontractors) → quote generation in 2-4 hours (vs 3-7 days previously). Tools: Batappli (French BTP), Onaya, Sage Multi Devis, or custom structured Excel/Google Sheets.

3. Digital site tracking. Three global leaders:

  • Autodesk Construction Cloud (Build / BIM 360): complete suite (3D plans, RFI, submittals, quality, safety), 95-180 USD/month/user, native Revit/AutoCAD integration, leader for sites > 500 M FCFA
  • Procore: US leader suite, 375 USD/month (up to 250 users on 1 project), volume project pricing (not per user), excellent for BTP mid-cap
  • PlanGrid (acquired by Autodesk, became Autodesk Build): became Autodesk Build module

For Senegalese SME BTP (< 1.5 billion FCFA revenue): Autodesk Build single module (80 USD/month/user). For mid-caps: Procore.

4. Billing + staggered payment. Autodesk/Procore integrated modules or dedicated tool (QuickBooks Online Plus, Sage 50 Cloud). Progress billing generation (monthly situation), automatic reminders, DSO (Days Sales Outstanding) tracking.

5. Supplier + subcontractor management. Supplier portal: purchase orders, deliveries, delays, invoices, payments. Subcontractor portal: contracts, planning, situation, payments. Reduces conflicts + accelerates payments. Tool: native Procore/Autodesk Build module or custom.

6. OHADA SYSCOHADA compliance + Public Procurement Code.

  • SYSCOHADA revised 2017: unified OHADA accounting (Senegal), specific BTP chart of accounts (site sub-accounts, work-in-progress, situations), quarterly VAT/IS/IRPP reporting. Compliant accounting tool mandatory (Sage Saari Multi, Cegid PME, Sage 100 Cloud).
  • Senegal Public Procurement Code: ARMP registration (Public Procurement Regulatory Authority), BTP company classification (class 1 to 6 by revenue + references), required administrative documents (NINEA, DAGGP BTP approval, RCCM, tax/social/social security attestations).

Compliance budget: 2-5 M FCFA (accounting audit + classification + ARMP file + BTP approval + internal procedures).

H2: BTP Côte d'Or case (12 → 28 active sites)

Before: manual Excel quotes (3-7 days), site tracking WhatsApp + scattered phone photos, basic Sage Saari accounting without site analytical plan, regular document loss (amendments, service orders), frequent subcontractor disputes.

After 14 months:

  • Quote delay: 3-7 days → 4-8 hours (team wins contracts on responsiveness)
  • 100% sites on Autodesk Build: geolocated daily photos, tracked RFIs, up-to-date plans
  • Subcontractor disputes: -65% (purchase order + planning + payment traceability)
  • Net margin: 9% → 14% (better budget vs actual variance steering)
  • Public contracts won: 2/12 (16%) → 9/28 (32%) — better structured file, easily extractable references
  • DSO (client payment delay): 88 days → 52 days (automatic reminders + Autodesk detailed situations)

FAQ

Autodesk Build or Procore for Senegal SME BTP?

Autodesk Build: recommended < 2 billion FCFA revenue. Per-user pricing (80-180 USD/month), ideal for 5-25 person teams. Strong Revit/AutoCAD integration (90% of BTP already uses AutoCAD). Procore: recommended > 2 billion FCFA revenue. Project volume pricing (from 375 USD/month for project < 50 M USD), unlimited users. Better if many subcontractors to invite (free for them). To start small: Autodesk Build.

Construction drone really useful?

Yes for sites > 2,000 sqm. Uses: (1) weekly progress tracking (dated aerial photos), (2) topography/cubature (earthworks, fills), (3) roof/facade inspection without scaffolding, (4) MOA communication (monthly videos), (5) dispute report (dated evidence). Average ROI: 1 drone + certified pilot 4.5-5.5 M FCFA setup, savings on 1 year of traditional topographic cubatures alone: 8-15 M FCFA. Senegal regulation: Civil Aviation Drone (ANACIM) mandatory registration + flight authorization.

ARMP compliance: where to start?

Steps: (1) NINEA + RCCM up to date; (2) BTP approval issued by DAGGP (formerly DAGGP/MITTD General Direction) by class; (3) ARMP file: statutes, 3-year balance sheets, tax/CSS/IPRES attestations, similar project references; (4) registration on SIGMAP (Integrated Public Procurement Management System); (5) bid monitoring via SIGMAP + specialized press (Official Public Procurement Bulletin). Complete file budget: 1.5-3 M FCFA (advisory lawyer + chartered accountant).

SYSCOHADA: which accounting software for BTP?

Sage 100 Cloud BTP: adapted, BTP chart of accounts, analytical management per site, SYSCOHADA compliant. ~120 KFCFA/month. Cegid PME BTP: equivalent, more French but OHADA-compatible with parameterization. Sage Saari (legacy): still used in Senegal but to avoid for new setup (no cloud, declining support). QuickBooks Online Plus: less native BTP-adapted, requires chartered accountant parameterization for SYSCOHADA but more modern. Advice: Sage 100 Cloud BTP if > 1 billion FCFA revenue, otherwise QuickBooks + specialized chartered accountant.

How to digitalize without alienating senior site managers?

Tactic: (1) provide them rugged tablets (Samsung Galaxy Tab Active, Panasonic Toughpad) with pre-configured Autodesk Build interface (3 buttons: daily photos, RFI, report problem); (2) keep paper site notebook in parallel 3 months (transition); (3) pair with young Master+5 engineer who teaches them; (4) quickly show the gain (fewer coordination meetings, instantly findable photos). Resistance falls in 2-3 months when the site manager realizes he spends 4h/week less in meetings.
