NINEA, NIN, ARDF: why so many founders get lost

Three tax identifiers coexist in Senegal and many confuse them. Understandable error: they all come from the DGID (Directorate General of Taxes and Domains) and use similar numeric formats. Here is the clear grid so you never hesitate again.
NINEA: National Identification Number for Companies and Associations
This is the tax identifier of your company. Format: 7 digits + 2 letters + 4 digits (example: 0123456 N 2 V01).
What NINEA is used for:
- Issue compliant invoices (mandatory mention)
- File VAT and corporate tax
- Open a business bank account
- Bid on public tenders
- Import / export (customs declaration)
- Hire staff (social security CSS, IPRES filings)
Issued by: the DGID, automatically upon APIX registration. Turnaround: 24 to 72 hours after RCCM issuance.
Who needs it: any SARL, SUARL, SA, SAS, GIE, declared association, sole proprietorship.
NIN: National Identification Number
This is the tax identifier of the natural person. Format: 13 digits matching the Senegalese biometric national ID card.
What NIN is used for:
- File personal income tax (IRPP)
- Open a personal bank account
- Sign notarised deeds
- Any personal administrative procedure
- Be appointed manager of a company (the bank checks)
Issued by: the DGID together with ANSD (National Statistics Agency) and the Files Automation Directorate. For Senegalese citizens, NIN is on the biometric ID. For foreign residents, specific request to DGID.
Who needs it: any individual earning income in Senegal, and any manager or major shareholder of a Senegalese company.
ARDF: Tax Compliance Certificate (often called 'ARFI' or 'fiscal certificate')
Important note: 'ARDF' is locally used as abbreviation of the compliance certificate issued by DGID. Official name is 'Attestation de Régularité Fiscale' (ARF) or 'tax clearance'.
What ARDF / tax clearance is used for:
- Bid on any public tender (mandatory)
- Renew an authorisation or licence
- Obtain certain bank financing
- Sell company shares
- Apply for a long-stay visa as a foreigner
Issued by: the DGID, on request to your tax centre. Valid 3 months (sometimes 6). Turnaround: 3 to 10 business days depending on centre. Cost: tax stamp 2,000 to 5,000 FCFA.
Condition: be up to date on ALL your filings (VAT, corporate tax, manager personal tax) and payments. No arrears tolerated.

Classic traps
Trap 1: confusing NINEA and NIN
A bank requesting the 'manager NIN' wants the person biometric ID number, not the company NINEA. Frequent confusion that delays files by several days.
Trap 2: believing ARDF is automatic
No, it is an active step: you must visit the tax centre (or request online via DGID portal), pay the stamp, wait for issuance. Plan 2 weeks ahead for a tender.
Trap 3: ARDF expired on D-day
Many founders present a 4-month ARDF while validity is 3 months. Immediate rejection. Always request a fresh certificate < 30 days before a major submission.
Trap 4: late filings blocking ARDF
ARDF is not issued if you have an undeclared VAT, even zero. Zero filings must still be made to exist fiscally.

Can NINEA be suspended or revoked?
Yes, in case of repeated serious tax failures. DGID can suspend operations on the NINEA, blocking invoice issuance and import-export. Rare but happens for undeclared dormant companies.
How fast can I get an urgent ARDF?
With a clean file, 48 to 72 hours in some tax centres. For Dakar Plateau and Mermoz, count 5 to 7 days. No legal urgency possible, first-come first-served.
Can a non-resident foreigner get a Senegalese NIN?
No, NIN is reserved for residents (Senegalese or foreigners with a residence permit). For a non-resident foreign investor, passport and home country tax number suffice for most procedures.
Must NINEA and NIN appear on invoices?
NINEA: mandatory on every invoice. NIN: no, it is a personal identifier not commercial. ARDF: never shown, internal document provided on request.
