The verdict in three sentences
An Amsterdam recruitment firm receiving 3,000 CVs a month can cut its screening time by a factor of 3 with AI-assisted screening, for an estimated budget of EUR 20,000 to 60,000 to set up and EUR 500 to 2,000 a month in usage. The non-negotiable condition is human validation of every rejection, with documented criteria tested for bias. The legal framework is demanding: under the EU AI Act, CV screening systems are high-risk AI, on top of GDPR obligations enforced in the Netherlands by the Autoriteit Persoonsgegevens.
What the AI does, and what it must not do
The AI reads the CV, extracts skills, experience, degrees and languages, then compares the profile with a structured job description. It produces a score and a readable justification: "6 years in financial control, SAP proficiency, fluent Dutch, no audit experience". The recruiter decides. It must never filter on age, gender, photo, address or name, and those fields are masked before analysis.
| Task | Without AI | With assisted AI | Human role |
|---|---|---|---|
| Reading one CV | 3 to 5 minutes | Under 10 seconds | Checking borderline profiles |
| Screening 100 CVs | 5 to 8 hours | 1.5 to 2.5 hours | Approving the shortlist |
| Skills extraction | Manual, inconsistent | Structured, consistent | Correcting errors |
| Duplicate detection | Rare | Automatic | None |
| Rejection rationale | Often missing | Generated for each candidate | Mandatory review |
| Reply to candidate | Day 15 to never | Day 2 to day 5 | Approving templates |
2026 cost
The ranges below are 2026 market estimates for the Netherlands, excluding VAT. They depend on the number of job families covered, integration with the ATS or careers site, and the depth of bias auditing and AI Act documentation.
| Item | 2026 range (EUR, excl. VAT) | Note |
|---|---|---|
| Scoping, structured job descriptions | 2,500 - 7,000 | 10 to 30 job families |
| CV parsing (PDF, Word, LinkedIn) | 5,500 - 16,000 | Dutch, English, other EU languages |
| Scoring engine and justifications | 5,000 - 15,000 | Weighted criteria per role |
| ATS, email and careers site integration | 4,000 - 12,000 | API or automated import |
| Bias audit and AI Act documentation | 3,000 - 10,000 | Tests on 500 to 1,000 historical CVs |
| Total setup | 20,000 - 60,000 | 8 to 14 weeks |
| Monthly usage (AI, hosting, support) | 500 - 2,000 / month | For 2,000 to 5,000 CVs a month |
Data hosting deserves particular attention. Sending CVs to a server outside the EU requires a valid transfer mechanism under GDPR. Most Dutch firms therefore choose EU hosting, with a language model called under a zero-retention agreement.
The legal framework
GDPR requires a lawful basis, clear candidate information, limited retention (four weeks after the procedure in Dutch practice, or up to a year with consent) and access and rectification rights. Article 22 also restricts decisions based solely on automated processing. The AI Act lists recruitment and CV screening in Annex III as high-risk. Obligations include risk management, data governance, logging, human oversight, transparency to candidates and, for the deploying firm, informing workers' representatives. The application date for these high-risk rules was set at August 2026, and an EU proposal in late 2025 suggested pushing it back to as late as December 2027: check the timetable in force when you scope the project, and build compliance in from day one either way.
Mini case study
Sanne, director of a 12-consultant recruitment firm in Amsterdam, receives 3,000 CVs a month. Screening takes about 4 minutes per CV, or 200 hours a month. With AI, time drops to about 70 hours, human review included. The 130 hours freed, valued at EUR 45 an hour in loaded cost, represent EUR 5,850 a month.

For a EUR 40,000 project and EUR 1,200 a month in usage, the net gain reaches EUR 4,650 a month. Payback comes in about 9 months on time saved alone. It gets faster if consultants reinvest those hours in interviews and placements: one extra placement a month at EUR 8,000 in fees brings payback down to about 3 months.
FAQ
How much does AI CV screening cost for a recruitment firm in the Netherlands?
Expect roughly EUR 20,000 to 60,000 to set up and EUR 500 to 2,000 a month in usage. The gap comes from the number of job families covered and the ATS integration.
Can the AI reject a candidate on its own?
No, and that rule must be set from the start. The AI proposes a score and a rationale, the recruiter approves every rejection, which takes only 20 to 40 seconds per CV.
Is CV screening high-risk under the AI Act?
Yes, Annex III explicitly covers recruitment and candidate filtering. Expect documentation, logging, human oversight and at least one bias test a year.
How do you limit bias?
Age, gender, photo and address are masked before analysis, then the model is tested on 500 to 1,000 historical CVs. A selection rate gap above 20% between groups should trigger a correction.
Does the AI read CVs in Dutch?
Yes, 2026 models handle Dutch, English and other EU languages well. Still plan a test set of at least 100 Dutch-language CVs to validate extraction.
