The verdict in three sentences
For an agency receiving 2,000 CVs a month, a well-configured AI screening tool costs MAD 80,000 to 200,000 excl. VAT (about €7,400 to €18,500) and cuts the time spent reading applications by roughly 70%. It excels at sorting by objective criteria (languages, availability, call centre experience, industrial certifications) and at detecting duplicates, but it must never reject a candidate on its own. Moroccan Law 09-08 on personal data protection and CNDP authorisation apply, and bias control must be in the specification from day one.
What AI does well and what it does badly
| Task | AI performance | Comment |
|---|---|---|
| Extracting CV data (PDF, Word, photo) | Very good, 95% of fields correct | CVs photographed on a phone remain the weakest |
| Detecting duplicates and multiple applications | Very good | 15 to 25% of CVs received are duplicates in call centre hiring |
| Sorting by explicit criteria (languages, 2-year degree, licence, shifts) | Good | Criteria must be written and approved by the client |
| Assessing French or English level | Average | A voice or written test is still needed |
| Judging motivation and soft skills | Weak | The recruiter's domain, in interview |
| Reading atypical paths or career changes | Weak | Risk of dropping good profiles without review |
| Fairness across districts, ages, genders | At risk | Exclude these variables and audit results every quarter |
The operating rule we recommend: the AI sorts into three groups (call, review, out of criteria), and a recruiter rereads at least 10% of the out-of-criteria group every week.
What the project costs in 2026
| Component | Range excl. VAT | Detail |
|---|---|---|
| Criteria scoping per job family | MAD 10,000 to 20,000 | Call centres, technicians, operators, managers |
| CV extraction and normalisation | MAD 20,000 to 45,000 | Multi-format, French, Arabic, English |
| Explainable scoring engine | MAD 20,000 to 60,000 | Each score shows the criteria met |
| Integration with the agency ATS or CRM | MAD 15,000 to 45,000 | Application import, status sync |
| Law 09-08 compliance and CNDP file | MAD 5,000 to 15,000 | Privacy notices, retention period |
| Bias dashboard and training | MAD 10,000 to 15,000 | Tracking by gender, declared age, city |
| Total | MAD 80,000 to 200,000 | About €7,400 to €18,500 |
| AI usage cost | MAD 1,500 to 4,000 a month | For 2,000 CVs a month |
The top of the range fits an agency that also handles skilled roles with finer criteria and a deep ATS integration.
Compliance: Law 09-08, CNDP and bias
In Morocco, CV processing falls under Law 09-08. The agency must declare the processing to the CNDP or have it authorised, inform candidates that an automated tool is used, set a retention period (often 2 years) and allow access and correction. If the data is processed by an engine hosted outside Morocco, the transfer must be covered. On bias, photos, age, marital status and precise address must be excluded from the score. A quarterly audit compares pass rates by gender and age band; a gap above 20% triggers a review of the criteria. If your clients are European, the EU AI Act classifies recruitment as a high-risk use, which strengthens the human oversight requirement.

Mini case study
Karim, director of a recruitment agency in Casablanca, employs 4 screening officers who each spend 60% of their time reading 2,000 CVs a month. At a loaded monthly salary of MAD 9,000, this reading costs 4 x 9,000 x 0.6 = MAD 21,600 a month. With AI, 70% of that time is freed, i.e. MAD 15,120 a month, minus MAD 3,000 of usage cost: a net gain of MAD 12,120 a month. For a MAD 140,000 project, payback comes in just under 12 months. The commercial gain matters more: his teams present candidates to the client in 48 h instead of 5 days, in a market where call centres hire in waves of 50 people.
FAQ
Can the AI automatically reject a candidate? We strongly advise against it: an adverse decision should be reviewed by a human. The AI sorts and suggests; the recruiter decides and rereads at least 10% of the dropped profiles.
Are Arabic CVs supported? Yes, extraction works in Arabic, French and English. Accuracy drops on handwritten or photographed CVs, about 85% of fields correct against 95% on a PDF.
Is CNDP authorisation required? A declaration or an authorisation depending on the type of processing, filed before go-live. Plan 4 to 8 weeks for it in the schedule.
How long does deployment take? Count 6 to 10 weeks: scoping, tuning on 500 historical CVs already assessed by your recruiters, a one-month pilot on one job family, then roll-out.
How do we measure that the AI sorts well? Compare its rankings with your recruiters' on a sample of 300 CVs. Agreement above 85% on the call group is a good go-live threshold.
