The verdict in three sentences

For a Singapore operator running 900 student beds, a custom app for digital tenancy agreements, deposits and tablet check in and check out inspections costs around SGD 125,000 and ships in five months if scoping starts by January. Inspection time is the visible win, but the money is in fewer deposit disputes, because every room has time stamped photos stored against the tenancy. In our illustrative example the project pays for itself in about 2.2 years, maintenance included.

The starting point: 900 beds and a lot of paper

This is an illustrative example of a fictional operator, which we will call Kent Ridge Living, not a real client. It runs three properties near the universities in Clementi, Bukit Timah and Jurong, with roughly 1,000 move ins and move outs a year, most of them around the August semester start and the December break. A large share of residents are international students holding a Student's Pass, which means remote signing, document checks before arrival and refunds to overseas bank accounts.

Before the project, tenancy agreements are PDF templates emailed back and forth, stamp duty is handled manually through IRAS e-Stamping, and inspections are paper checklists with phone photos sitting in personal galleries. When a student disputes a deduction from Hong Kong or Jakarta, nobody can find the move in photo.

Budget and schedule: SGD 125,000 over five months

The figures are a 2026 market ballpark for a Singapore or regional development partner. The app works offline on tablets, generates tenancy agreements from templates, tracks stamping status, and keeps photos for the retention period you define under your PDPA data protection policy.

Total125,000

The five months break down as one month of discovery, two months on tenancies and inspections, one month on deposits and the portal, and a one month pilot at the Clementi property. The August intake is the hard deadline: if the pilot is not signed off by early July, switch over in October instead.

Add maintenance of about SGD 2,000 a month and around ten rugged tablets at roughly SGD 6,000.

For a nearshore comparison, Kolonell's prices for a complex custom application start at 10,670 to 22,870 EUR and more (7,000,000 to 15,000,000 FCFA and more), with scope fixed after a discovery workshop; time zone overlap with Singapore is limited to mornings, which suits asynchronous delivery.

With SGD 131,000 invested (build and tablets), breakeven comes after roughly 2.2 years. The model leaves out review scores on student housing platforms, which react strongly to how fast deposits come back.

Mini case study

Illustrative example: Mei Ling, head of operations at Kent Ridge Living, reports on the first August intake. The team completed 410 check ins on tablets in four weeks, saving about 205 staff hours. Deposit disputes on the June to July move outs fell from 21 to 12, and the average refund time dropped from 38 to 12 days. Over those two months she books SGD 21,000 of gains, which keeps the yearly SGD 60,000 net target on track.

FAQ

How much does custom student housing software cost in Singapore in 2026?

For 500 to 1,500 beds, a 2026 market ballpark is SGD 90,000 to 180,000. Our illustrative 900 bed operator lands at SGD 125,000 plus about SGD 2,000 a month in maintenance.

Do we still need to stamp tenancy agreements?

Stamp duty on leases is handled through IRAS e-Stamping; the software can track which agreements are stamped and store the certificate. Check the current rules on the IRAS website rather than hard coding any rate.

How long should we keep inspection photos?

Set a retention period in your PDPA policy, typically covering the tenancy plus the window in which a deposit claim can be raised. In our example, photos for 1,000 annual movements take under 200 GB a year in cloud storage.

When should we start?

Allow five months and finish the pilot by early July, so discovery should start in January at the latest. Starting in April pushes go live to the October quiet period.

Can international students pay deposits by card?

Yes, the example combines PayNow and GIRO for local payers with card payments for overseas students. Card fees of a few percent are worth it compared with 30 days chasing transfers.
