The verdict in three sentences

A 60-truck waste collection company working under municipal service contracts now has to prove every pick-up, and paper route sheets no longer hold up against contractual penalties. A collection tracking app (truck and bin geolocation, optimised routes, time-stamped photo proof, automatic monthly reports) typically costs USD 30,000 to 80,000 with a regional developer in Africa or the Middle East, as a 2026 order of magnitude. With 12 % less fuel and penalties cut in half, the project usually pays for itself within the year.

Why municipal contracts demand proof

Municipal cleaning contracts, whether in Accra, Nairobi, Casablanca or Dubai, set collection frequencies per zone, time windows, maximum bin fill levels and a penalty for every failure recorded. Districts differ widely in density and traffic. The city inspector logs missed points, and the contractor has to answer with evidence.

Without a system, that evidence is a driver's word and a signed route sheet. When a penalty is disputed, the company pays.

Scope of the application

The app has three parts: a mobile app for drivers and crews, an operations console for depot managers and a reporting space for management and, where the contract requires it, for the city.

  • Fleet geolocation: telematics units or rugged smartphones in all 60 trucks, position every 30 seconds.
  • Collection point register: every bin and collection point is geolocated, with its contractual frequency.
  • Optimised routes: itineraries calculated from frequencies, truck capacity and traffic constraints, recalculated after incidents.
  • Proof of collection: automatic validation when the truck passes within 20 to 30 metres of the point, before and after photos for sensitive points.
  • Incident handling: damaged bin, illegal dumping, blocked access, reported with a photo and sent to the depot manager.
  • Monthly reports: completion rate per zone, incidents, mileage, exported in the format the contract requires.

On top of that comes on-board hardware, around USD 120 to 250 per truck for a GPS unit, and a telematics subscription of USD 8 to 15 per truck per month. Tracking employees' vehicles also falls under local data protection law (for example Ghana's Data Protection Act 2012 or Kenya's Data Protection Act 2019), so registration and staff notice are required.

Comparing the options

Standard telematics shows where trucks are but knows nothing about your collection points or contract obligations. Specialist European waste software is complete but expensive and rarely fits local municipal reporting formats.

For 60 trucks, a European SaaS at USD 60 per truck per month costs USD 43,200 a year, more than the low end of a custom build in year one.

Kwame, operations director of a waste collection company in Accra, runs 60 trucks that each burn about 60 litres of diesel a day, 300 days a year. With diesel around USD 1.10 a litre, the annual bill reaches 60 × 60 × 300 × 1.10 = USD 1,188,000.

His business case:

  • Fuel: 12 % saving from optimised routes, so USD 142,560. To stay prudent he counts only half: USD 71,280.
  • Penalties: 40 failures logged a month at USD 150, so USD 72,000 a year. With evidence he successfully disputes half: USD 36,000 saved.
  • Costs: project at USD 65,000, devices 60 × 200 = USD 12,000, subscription 60 × 12 × 12 = USD 8,640 a year, maintenance USD 8,000 a year.

Net gain in year one: 71,280 + 36,000 - 8,640 - 8,000 = USD 90,640, against an investment of USD 77,000. Payback comes in at about 10 months. The same reasoning on recurring software fees appears in our piece on a corporate catering ordering platform.

FAQ

Does the app work in areas with poor 4G coverage?

Yes, the driver app stores validations and photos offline and syncs them as soon as the network returns. On an 8-hour route, signal loss rarely exceeds 5 to 10 % of the time in a capital city.

Do bins need fill-level sensors?

Not at the start. Sensors cost around USD 80 to 150 per bin and pay off on points that overflow often, usually 10 to 15 % of the bin fleet.

Can the city access the data directly?

Yes, if the contract provides for it: read-only access to the dashboard and monthly reports. That cuts disputes because both sides look at the same numbers.

What are our obligations towards drivers?

Vehicle tracking of employees must comply with local data protection law, with registration where required and written notice to staff. Tracking is limited to working hours.

How long until we are operational?

Allow 4 to 6 months: 2 to 3 months of development, a 1-month pilot on one district, then rollout to all 60 trucks in waves of 15.

Let's scope your project. Share your fleet size, zones and the reporting requirements in your contracts, and we will define the scope and a one-district pilot before a full rollout in 4 to 6 months. Detailed quote within 48 h. WhatsApp +221 77 596 93 33.
