The verdict in three sentences
An industrial company tracking more than 300 suppliers in a spreadsheet eventually lets a social-security compliance certificate (URSSAF in France) expire, and that gap is exactly what triggers joint financial liability if a subcontractor uses undeclared labour. A custom vendor qualification portal (self-registration, document upload, expiry alerts, ESG scoring) costs EUR 25,000 to 55,000 excl. VAT and pays back in 18 to 30 months against a procurement SaaS billed EUR 15,000 to 40,000 a year. The right choice mostly depends on your ERP integrations and how specific your quality criteria are.
What the law actually requires on your suppliers
The French Labour Code (articles L8222-1 and D8222-5) requires every principal to check, when the contract is signed and every six months, that its contractor is compliant once the amount reaches EUR 5,000 excl. VAT. Otherwise you are jointly liable for the contributions, penalties and wages owed by the defaulting subcontractor. In food processing you also need IFS, BRC or FSSC 22000 certificates, insurance certificates and, since the CSRD, ESG data from tier-1 suppliers.
| Document | Check frequency | Risk if expired | Verification source |
|---|---|---|---|
| URSSAF compliance certificate | Every 6 months | Joint liability, reassessment | URSSAF security code |
| Kbis company extract | Under 3 months at signature | Contract with a struck-off entity | INPI / Infogreffe API |
| List of foreign employees | Every 6 months | Fine up to EUR 20,750 per employee | Supplier declaration |
| Professional liability insurance | Yearly | Uncovered claim | Insurer |
| IFS / BRC / FSSC certificate | 12 months | Delisting by retail customers | IFS Database |
| ESG questionnaire / EcoVadis | Yearly | CSRD non-compliance | ESG platform |
| Certified bank details | On every change | Fake-supplier fraud | Bank check |
With 600 suppliers and 7 documents each, you manage 4,200 documents, about 1,400 of which expire every six months. On a spreadsheet, a buyer spends on average 1.5 days a week on it, and reminders get lost in inboxes.
Custom portal or procurement SaaS: the 2026 comparison
| Criterion | Custom portal | Procurement SaaS (compliance platform) | Spreadsheet + email |
|---|---|---|---|
| Upfront cost | EUR 25,000 to 55,000 excl. VAT | EUR 3,000 to 10,000 setup | EUR 0 |
| Annual cost | EUR 3,500 to 8,000 (hosting, maintenance) | EUR 15,000 to 40,000 | EUR 35,000 of buyer time (estimate) |
| 5-year cost | EUR 45,000 to 95,000 | EUR 78,000 to 210,000 | EUR 175,000 + risk |
| Specific quality criteria | Unlimited | Limited to vendor model | Free but untracked |
| ERP integration (SAP, Sage X3, Cegid) | Native, on your rules | Standard connectors, often extra | None |
| Data ownership | Full, hosted in France | With the vendor | Full |
| Time to go live | 10 to 16 weeks | 4 to 8 weeks | Immediate |
SaaS wins when your needs stop at standard URSSAF compliance. Custom takes the lead once you add an in-house quality score, on-site audits, approval by purchasing category or automatic purchase-order blocking in the ERP.
The modules that make the difference
| Module | Function | Indicative budget excl. VAT |
|---|---|---|
| Supplier self-registration | Guided form, SIRET checked via Sirene API | EUR 4,000 to 7,000 |
| Document vault | Upload, versioning, expiry date extracted by OCR | EUR 6,000 to 12,000 |
| Alert engine | Reminders D-30, D-15, D-0 to supplier then buyer | EUR 3,000 to 6,000 |
| ESG and quality scoring | Weighted grid, questionnaires, audit notes | EUR 5,000 to 10,000 |
| Approval workflow | Purchasing, quality, legal sign-off | EUR 4,000 to 8,000 |
| ERP connector | Block non-compliant supplier, master-data sync | EUR 3,000 to 12,000 |
The core (registration, vault, alerts) sits around EUR 25,000. The top of the range covers multi-site scoring and a bidirectional SAP connector.

Claire, purchasing director of a food-processing manufacturer near Rennes, tracks 600 suppliers. Her team spends 1.5 days a week on reminders, about 70 days a year at EUR 500 fully loaded: EUR 35,000. The chosen portal costs EUR 42,000 excl. VAT plus EUR 6,000 a year. Automated reminders cut follow-up time to 0.3 days a week (EUR 7,000 a year). Net saving: 35,000 - 7,000 - 6,000 = EUR 22,000 a year, payback in 23 months. Above all, a single avoided reassessment on a cleaning subcontractor (often over EUR 50,000) pays for the project.
FAQ
Can the portal automatically verify the URSSAF certificate?
Yes, the certificate carries a security code that can be checked online, and OCR extracts its validity date. Automatic reading exceeds 90 % on recent certificates, the rest goes to manual validation.
How long does it take to onboard 600 existing suppliers?
Allow 6 to 10 weeks with invitation waves of 100. In practice, 70 % of suppliers complete their file within the first 3 weeks, the rest receive automatic reminders.
Where is the data hosted?
We recommend GDPR-compliant hosting in France (OVHcloud, Scaleway) for EUR 150 to 400 a month. Documents are encrypted at rest and access is logged.
Can we block an order to a non-compliant supplier?
Yes, through the ERP connector: the non-compliant status flows into SAP or Sage X3 and blocks purchase-order creation. This module costs EUR 3,000 to 12,000 depending on the ERP.
Does the portal handle the ESG data required by the CSRD?
It collects questionnaires, declared emissions and certificates, then computes a score per supplier. Export to your sustainability reporting is done via CSV or API.
