USSD payment without a smartphone: selling in rural areas 2026

Digital Africa

The verdict in three sentences

In rural areas, betting solely on an app or QR excludes a large share of customers: the smartphone is present only around 40 % versus ~75 % in cities. USSD works on any feature phone, with no data, via a simple *XXX# code, and remains the widest financial-inclusion channel. On the merchant side, integration runs through a PSP that exposes the USSD flow and returns a confirmation webhook, just like the QR.

USSD vs App/QR: the right channel in the right place

USSD is not a lesser payment: it is the channel that maximises coverage where data is scarce or costly.

Penetration and merchant integration

The urban/rural gap is the key data point for channel choice.

AreaSmartphone penetrationRecommended channel
Urban Dakar / Thiès~75 %QR + USSD backup
Secondary cities~55 %QR + USSD
Touba / Tamba interior~40 %USSD first
Remote zones<35 %USSD only viable

On the merchant side you don't manage the operator network: an aggregator (PSP) triggers the USSD session and notifies you of payment. You keep a single checkout logic whether the customer pays by app, QR or USSD.

Mini case study

Modou sells farm inputs at the weekly market in Tambacounda. Of 200 customers/week, ~120 only have a feature phone. With QR alone he lost up to 60 % of digital payments. By enabling USSD via his PSP, he now collects ~150 customers digitally, i.e. +75,000 FCFA/week secured (versus lost or risky cash), for checkout fees of around 1 %.

FAQ

Does USSD really work without internet?

Yes. The *XXX# code goes over the GSM signalling channel, not data. A 10,000 FCFA phone is enough to pay.

How long does a USSD transaction take?

Reckon 30 to 60 seconds: dialling the code, entering amount and PIN, confirming. Slower than QR but universal.

Must I integrate each operator separately?

No. A PSP aggregator centralises Wave, OM and Free Money and exposes a single confirmation webhook, USSD included.

Does the customer pay fees on USSD?

It depends on the wallet grid; on the merchant side your commission is around 1 %. Check customer fees to avoid refusals at the till.
