The verdict in three sentences
Since 1 January 2025, every German business must be able to receive structured e-invoices, and the obligation to issue them follows in 2027 and 2028. For a mid-sized company processing 5,000 to 50,000 invoices a year, the reception channel itself is cheap at EUR 0.10 to 0.50 per invoice, but the real value lies in a supplier portal connected to it: EUR 20,000 to 60,000 to automate matching between purchase order, goods receipt and invoice. The project takes 3 to 5 months, and every month of delay keeps your accounts payable team handling paper, PDF and XML flows in parallel.
What the German rules change for a CFO
An e-invoicing service provider receives invoices in XRechnung or ZUGFeRD format, validates them against the EN 16931 standard and passes them to your system. It does not match them with purchase orders, does not chase suppliers and does not show them their payment status. That is the job of the supplier portal.
| Topic | Before 2025 | From 2025 to 2028 |
|---|---|---|
| Invoice reception | Paper, PDF by email, some EDI | Structured e-invoices mandatory to receive since January 2025 |
| Accepted formats | Any | XRechnung, ZUGFeRD 2.0.1 and later, EDI if EN 16931 compatible |
| Issuance by suppliers above EUR 800,000 turnover | Optional | Mandatory from January 2027 |
| Issuance by all suppliers | Optional | Mandatory from January 2028 |
| PDF invoices | Standard | Tolerated during the transition only |
| Archiving | 10 years | 10 years, structured file is the legal original |
In practice, until 2028 part of your smaller suppliers will still send PDFs. The portal must handle both worlds for at least two years.
2026 budget: e-invoicing provider and supplier portal
| Annual invoices received | Provider cost (EUR 0.10 to 0.50 per invoice) | Custom supplier portal (EUR) | Timeline | Indicative annual maintenance |
|---|---|---|---|---|
| 5,000 | EUR 500 to 2,500 per year | 20,000 to 30,000 | 3 months | 3,000 to 6,000 |
| 15,000 | EUR 1,500 to 7,500 per year | 25,000 to 40,000 | 3 to 4 months | 4,000 to 8,000 |
| 30,000 | EUR 3,000 to 15,000 per year | 35,000 to 50,000 | 4 months | 5,000 to 10,000 |
| 50,000 | EUR 5,000 to 25,000 per year | 45,000 to 60,000 | 4 to 5 months | 7,000 to 12,000 |
| Multi-entity, 50,000 and more | Negotiated rate | 60,000 and more | 5 months and more | On quote |
These amounts are 2026 estimates observed on the German market. Per-invoice costs fall with volume and contract length.
For companies that want a French-speaking offshore team to build the portal, the Kolonell grid for custom applications runs from FCFA 4M to 7M (EUR 6,100 to 10,670) for medium complexity and FCFA 7M to 15M and above (EUR 10,670 to 22,870 and above) for a complex portal connected to the ERP. The e-invoicing provider subscription stays on your side.
The features that pay for the portal
| Feature | Expected gain | Share of budget |
|---|---|---|
| Three-way matching (PO, goods receipt, invoice) | 60 to 80% of invoices approved without manual work | 25 to 35% |
| Status tracking for suppliers | Fewer where-is-my-payment calls | 10 to 15% |
| PDF upload for small suppliers with extraction | One single flow during the transition | 10 to 20% |
| Online disputes and credit notes | Resolution time cut in half | 10 to 15% |
| Supplier master data (IBAN, registration, tax certificates) | Less IBAN change fraud | 10 to 15% |
| ERP and provider connectors | No re-keying | 15 to 25% |

FAQ
Is an e-invoicing provider enough without a supplier portal?
For compliance, yes: it receives and validates invoices in the right format. But it does not match your orders, and without a portal a company with 20,000 invoices keeps 4 to 6 people on data entry and follow-ups.
What about suppliers still sending PDFs?
Small suppliers only have to issue e-invoices from January 2028. The portal should accept their PDFs with automatic extraction, which adds EUR 4,000 to 10,000 to the budget.
How long does the project take?
Allow 3 months for 5,000 invoices and one ERP, 5 months for 50,000 invoices and several entities. Cleaning the supplier master data alone takes 3 to 6 weeks.
Will the per-invoice cost go up?
2026 rates sit between EUR 0.10 and 0.50 per invoice, with volume tiers. Negotiate a 2 to 3 year commitment and a cap on annual increases, competition between providers remains strong.
Should we budget a security audit?
Yes, the portal exposes bank details and amounts. A penetration test of EUR 4,000 to 15,000 before opening the portal to suppliers is a reasonable investment.
