Is a C5 attestation mandatory for any German health app?
For cloud processing of health data by healthcare providers and insurers, section 393 SGB V requires a current C5 Type 2 attestation (Type 1 was accepted during a transition period). Without it, you are excluded from most healthcare tenders.
Do we need a sovereign cloud to sell to a German municipality?
Not systematically. Sovereignty is increasingly preferred in public tenders, especially for citizen data. For smaller municipalities, a German-operated cloud with ISO 27001 often suffices.
