Senegal online exams: a critical post-COVID issue in 2026

COVID forced massive adoption of online exams at Senegalese universities (UCAD, UVS, UADB, UAM, UASZ, ESMT). Six years later, online exams have become the norm for: 1) continuous controls at all levels, 2) university partial exams, 3) professional certifications, 4) baccalaureate and BFEM mock exams in private schools.

Annual Senegal online exam monitoring/proctoring market: ~1.5-3 billion FCFA (licenses + LMS integration + IT lab equipment + training).

But with the LLM boom (ChatGPT, Claude, Gemini) since 2023, AI fraud has become examiners' #1 challenge. Classic \webcam monitoring\ is no longer enough.

A UCAD faculty contacted me in March 2026 to redesign exam architecture. Here is the grid.

H2: 4 anti-cheat defense layers in 2026

Layer 1 — Webcam + audio monitoring (Proctoring).

  • Continuous webcam + microphone
  • Multiple face detection (someone in the room)
  • Gaze deviation detection (hidden smartphone)
  • Full recording + human alert
  • Tools: Proctorio, Honorlock, ProctorU, MercerMettl
  • Cost: 1,200-3,500 FCFA / exam / student

Layer 2 — Lockdown browser.

  • Blocks copy-paste from/to exam
  • Prevents opening new tabs
  • Disables screenshots
  • Blocks background apps (Discord, WhatsApp, ChatGPT desktop)
  • Tools: Safe Exam Browser (free, recommended), Respondus LockDown Browser
  • Cost: free (SEB) or 800-2,200 FCFA / exam (Respondus)

Layer 3 — AI-generated content detection (critical 2026).

  • Writing style analysis vs student's reference baseline
  • ChatGPT/Claude/Gemini pattern detection (perplexity, burstiness)
  • Response-time vs length coherence check (long answer in 30s = suspect)
  • Tools: GPTZero, Turnitin AI Detection, Copyleaks, Originality.ai
  • Cost: 350-1,200 FCFA / exam / student

Layer 4 — Anti-cheat pedagogical design.

  • Contextualized open questions (real local Senegalese cases)
  • Multi-step questions with dependencies
  • Large question bank with random 30+ variants
  • Complementary oral exams (10-min videoconference) to verify identity and understanding
  • Cost: teacher design time (large upfront effort but amortizable)

Recommended combo: layers 1 + 2 + 4 for high-stakes exams. Add layer 3 for theses and dissertations.

H2: Senegal school + university examples

UCAD (Université Cheikh Anta Diop): deployed Moodle + Safe Exam Browser for FASEG partial exams since 2022. Outcome: -65% detected fraud vs distance exams without lockdown. Still needs AI detection integration (under discussion 2026).

UVS (Université Virtuelle du Sénégal): by nature 100% online. Uses Moodle + Honorlock video proctoring for 80,000+ students. License cost: ~280 M FCFA / year. Considering migration to Proctorio (-30% cost).

UADB (Université Alioune Diop de Bambey): online partial exams with Moodle Quizz + remote teacher monitoring. No systematic lockdown browser yet.

Dakar private schools (ISJA, PMP, IST, Collège Sacré-Cœur): online Bac/BFEM mock exams on internal LMS. Webcam monitoring + lockdown browser for tests counting 30% of average.

H2: Senegal regulatory compliance

Need a professional website?

Kolonell builds websites that attract clients, optimized for the Sénégalese market. Free quote in 2 minutes.

2008-12 law on personal data protection. Webcam + audio recording = sensitive biometric data. Obligations: explicit student consent, max 90-day retention after exam, hosting in Senegal or adequate country (CDP — Commission de Protection des Données Personnelles).

General Higher Education Directorate (DGES). Diploma-granting distance exams must respect 2022 DGES specifications (2025 revision): mandatory monitoring, ID photo verification, 1-year minimum backup, annual audit.

National Education Ministry. For official BFEM and Bac: in-person exams mandatory (no online final exam allowed in 2026). Mock BFEM/Bac online remains allowed internally to schools.

H2: Typical investments

For a 5,000-student UCAD faculty or 4,000-student school group:

ItemUpfrontAnnual recurring
Audit + pedagogical specs2,500,000 FCFA
LMS + Moodle Quizz / Canvas Quizzes integration4,500,000 FCFA1,200,000 FCFA
Proctoring licenses (Proctorio or Honorlock)1,800,000 FCFA setup28,000,000 FCFA (5,000 students × 5,600 FCFA/year)
Safe Exam Browser (free) + deployment800,000 FCFA400,000 FCFA
AI detection (Turnitin AI or Copyleaks)1,200,000 FCFA setup18,000,000 FCFA
Teacher training (anti-cheat exam design)3,800,000 FCFA1,200,000 FCFA refresh
Local Senegal hosting (Sonatel/ADIE)1,500,000 FCFA5,800,000 FCFA
Total16,100,000 FCFA54,600,000 FCFA

Cost per student per year: ~11,000 FCFA. Savings vs in-person exams (rooms, physical monitoring, paper, travel): 15-25 KFCFA / student / year. Positive ROI from year 1.

FAQ

Can ChatGPT be detected in 2026?

Partially. Detection tools (GPTZero, Turnitin, Copyleaks) reach 75-92% accuracy on GPT-4 and Claude 3, but GPT-5 and Claude 4.5 (released 2025-2026) reduce this accuracy to 55-72%. Combining AI detection + pedagogical design + complementary oral exam remains the most robust strategy.

Which proctoring to choose in Senegal?

For tight budgets: Proctorio (4,200-5,600 FCFA/student/year), good Moodle integration. For premium universities: Honorlock (6,500-9,000 FCFA/student/year), human monitoring on top of AI. For small-volume private schools: MercerMettl or ProctorFree (380 KFCFA-1.5 M FCFA / year package).

Does Safe Exam Browser slow down old PCs?

SEB consumes ~150-220 MB RAM on top of the browser. For PCs < 4 GB RAM (common in Senegalese university IT labs), consider \light\ mode. Test on machine fleet before mandatory rollout.

How many students monitored simultaneously?

AI video proctoring: practically unlimited (cloud). Human monitoring: 1 supervisor for 25-40 students max. Ideal mix: AI + human alert review (1 supervisor can handle 200-400 exams with AI-prefiltered alerts).

Host online exams in Senegal or abroad?

Senegal CDP recommends local hosting for biometric data. Senegal solutions: Sonatel Cloud, Orange Cloud Senegal, ADIE DataCenter (Diamniadio). Cost: 4-8 M FCFA / year for 5,000 students. Europe hosting (OVH, Scaleway) allowed if data adequacy convention.
