The 2026 digital architecture
GAINDE 2010 covers customs declaration, digital payment (via licensed banks + Wave/Orange Money B2B), the SAD (Automated Customs Clearance System). GAINDE Tradex aggregates on top: COSEC (Senegal Shippers' Council), Dakar Autonomous Port, sector authorisations (trade, health, pharmacy, agriculture, standards), banks, forwarders. The real traps in 2026
Digital doesn't remove friction, it relocates it. First trap: the customs nomenclature (HS Code). A wrong code = immediate block, reassessment, sometimes seizure. Serious forwarders check the code, but many novice importers accept a code suggested by the foreign seller that doesn't match. Second trap: customs values. FAQ
Do you need a forwarder or can you self-declare?
Legally you can self-declare if you are a licensed importer. In practice the forwarder knows HS codes, value arbitrations, bureau chiefs. Count 350-550,000 FCFA for a 20ft container, but the lead-time saving and risk avoided are worth it.
How long to get an import licence?
With NINEA, trade register and pro bank account: 2-4 weeks via DCI (Domestic Trade Directorate) and DGD (Customs). The digital signature (TROPIPay / ANSI certificate) takes 1-2 extra weeks.
Does Wave B2B really work for customs duties?
Yes since 2024 for amounts <50M FCFA via licensed banks. Above that, SWIFT wire or certified cheque remains preferred. Orange Money B2B follows with a lower cap (~25M).
What to do in case of value control?
Keep the original invoice + proof of bank payment (SWIFT, transfer) + commercial emails. Without these 3 elements, you lose 5-15 days and risk a reassessment 1.5-3x the originally declared value.
