Selling digital services to institutions in Africa: long cycle, big tickets (2026)

Digital Africa

The verdict in three sentences

Selling to a bank, a ministry, an international NGO or a pan-African group requires patience: the cycle runs 3 to 9 months through tenders, committees and multiple sign-offs. In exchange, tickets are huge (5 to 60 million FCFA) and the 8 % referrer commission turns a single introduction into several hundred thousand FCFA. It is a game of few deals, but each deal is a game-changer.

Understanding the long institutional cycle

Unlike an SME that decides in a week, an institution validates in stages. The economic decision-maker (CEO, CIO, communications director) is not the only signatory: there is often a procurement department, a legal office, sometimes a donor. The referrer who knows the right person saves months by opening the door directly at the decision level.

The key is compliance: these clients demand WCAG 2.1 AA, GDPR, Senegal's data law 2008-12, secure hosting and SLA. A structured agency reassures on these points where a freelancer fails. The referrer does not need to master these subjects: they bring the contact, the agency brings the technical credibility.

Tickets that justify the wait

The average institutional project has nothing to do with an SME showcase. That is what makes the 8 % commission very attractive despite a lower rate than the other lines. A single group contract can exceed a full year of showcase commissions.

On top comes recurring maintenance (often 100 000 to 500 000 FCFA/month on these contracts), on which the referrer can earn 5 %. A well-managed institutional contract becomes a multi-year annuity.

Mini case study

Ibrahim, a former executive at an insurance company in Abidjan, keeps excellent ties with the communications department of his old group. He learns they want to redesign their multilingual corporate site with an investor portal.

He sets up a scoping video call, presents the agency, and steps back. Six months later, the Corporate Premium contract is signed at 15 000 000 FCFA. Referrer commission at 8 %: 1 200 000 FCFA (about 1 830 euros). On top, maintenance at 300 000 FCFA/month pays him 15 000 FCFA/month recurring, i.e. 180 000 FCFA over the first year. One introduction, more than 1 300 000 FCFA in the first year.

FAQ

Why is the institutional commission only 8 %? Because tickets are huge. 8 % of 25 000 000 FCFA (2 000 000 FCFA) far exceeds 15 % of a 1 200 000 FCFA showcase (180 000 FCFA). The lower rate is offset by volume.

How long before I get paid? The commission is triggered at signature and deposit, often 6 to 8 months after the first introduction. It is long, but the amount justifies the wait.

Do I have to handle the tender myself? No. The agency writes the technical and financial proposal, handles compliance (WCAG, GDPR, law 2008-12) and legal. The referrer opens the door, the agency delivers the file.

Which referrer profile wins in institutional sales? Those with a network at CEO, CIO, communications or procurement level: former executives, consultants, board members. A single good relationship is enough for a big deal.

Does recurring revenue exist here too? Yes. Institutional maintenance ranges from 100 000 to 500 000 FCFA/month, and the referrer earns 5 % on it for as long as the contract runs, often over 12 to 24 months.
