The verdict in three sentences
For a private equity manager serving 250 limited partners, sending capital calls and reports by email exposes it to wrong recipients, phishing and controls that are hard to document. A secure investor portal centralises documents, notifications and proof of access, with strong authentication, a tamper-proof access log and controlled hosting in the right jurisdiction. Over 5 years, a specialist licence at 15,000 to 40,000 EUR a year and a custom build at 30,000 to 70,000 EUR in Paris or 45,000 to 100,000 EUR in New York (2026 market estimates) often come out close: the choice rests on customisation, data ownership and integration with your back-office tools.
What the portal must do, and what regulators will look at
The functional scope is well known: a space per LP and per fund, capital call and distribution notices, quarterly reports and annual accounts, tax documents (K-1s in the US, IFU in France), email notifications with no attachments, time-stamped read receipts. Add the features that matter day to day: role-based access (investor, adviser, delegated family office), named watermarks on PDFs, a data room for fundraising and know-your-customer questionnaires.
Security is not optional. In the US, the amended SEC Regulation S-P requires registered advisers to run an incident response programme and notify affected customers within 30 days of a breach. In Europe, DORA has required fund managers to formalise ICT and third-party risk since January 2025, on top of GDPR. Here are the requirements to put in the specification:
| Requirement | Expected level in 2026 | Budget impact |
|---|---|---|
| Authentication | mandatory two-factor, app or FIDO2 key | 2,000 to 5,000 EUR |
| Access log | time-stamped, immutable, kept 5 years minimum | 2,000 to 4,000 EUR |
| Encryption | TLS 1.3 in transit, AES-256 at rest | included |
| Hosting | US or France region, ISO 27001 or SOC 2 certified | 300 to 1,500 EUR a month |
| Penetration test | before go-live, then yearly | 5,000 to 12,000 EUR per test |
| Watermarking and download blocking | per sensitive document | 1,500 to 3,000 EUR |
| Exit plan | full export of documents and logs | contract clause |
Specialist licence or custom: the 5-year cost
Specialist private equity platforms deploy fast, often in 4 to 8 weeks, but their price climbs with the number of funds and investors, and the interface stays the vendor's. Custom takes 12 weeks, but it carries your brand, connects to your fund administration system and leaves you owning the code.
| Option | Upfront cost | Annual cost | 5-year total | Timeline |
|---|---|---|---|---|
| Encrypted email and ad hoc data room | 0 | 3,000 to 8,000 EUR | 15,000 to 40,000 EUR | none |
| Specialist platform, 1 to 3 funds | 5,000 to 10,000 EUR | 15,000 to 25,000 EUR | 80,000 to 135,000 EUR | 4 to 8 weeks |
| Specialist platform, 5 funds or more | 10,000 to 20,000 EUR | 30,000 to 40,000 EUR | 160,000 to 220,000 EUR | 6 to 10 weeks |
| Custom, Paris agency | 30,000 to 70,000 EUR | 8,000 to 18,000 EUR (maintenance, hosting, pen test) | 70,000 to 160,000 EUR | 12 weeks |
| Custom, New York agency | 45,000 to 100,000 EUR | 10,000 to 22,000 EUR | 95,000 to 210,000 EUR | 12 weeks |
| Kolonell grid, complex application | 10,670 to 22,870 EUR and up | 2,200 EUR maintenance, plus hosting and tests | depends on scope, detailed quote | 12 weeks |
Market rows are 2026 estimates, not Kolonell prices. The Kolonell row reflects its 11/10/2026 grid for a complex application (7,000,000 to 15,000,000 FCFA and up) and its Premium maintenance plan at 120,000 FCFA (180 EUR) a month. Certified hosting and penetration tests by an independent firm must be budgeted separately in every case.

Mini case study
Illustrative example: Isabel, CFO of a private equity firm in New York, manages 3 funds and 250 LPs. Each quarter her team prepares 750 named mailings: reports, capital calls and distribution notices. She estimates 3 days per quarter to prepare, check recipients and chase, 12 days a year at a loaded 650 EUR a day, 7,800 EUR.
She compares a specialist platform at 20,000 EUR a year with a custom portal at 50,000 EUR and 12,000 EUR of annual costs. Over 5 years the licence costs 107,500 EUR including 7,500 EUR of initial setup, the custom build 110,000 EUR. The custom portal connects to her fund administration system and generates the 750 documents automatically, cutting quarterly effort to half a day: 6,500 EUR saved a year, 32,500 EUR over 5 years. Custom becomes the cheaper option from year three.
FAQ
Where should the portal be hosted? There is no general legal requirement, but many institutional LPs demand a specific region in their due diligence questionnaires. ISO 27001 or SOC 2 certified hosting costs 300 to 1,500 EUR a month depending on redundancy.
How long should the access log be kept? Aim for at least 5 years, in line with the SEC books and records rule for advisers and with French fund manager retention duties. A log for 250 investors takes less than 1 GB a year.
Can subscription documents be e-signed? Yes, through a provider compliant with the US ESIGN Act or qualified under eIDAS in Europe, for 1 to 3 EUR per signature. Integration costs 3,000 to 6,000 EUR.
What will an operational due diligence reviewer ask for? The vendor register, the contract with audit and exit clauses, the latest penetration test and the business continuity plan. A serious provider supplies these documents at acceptance.
Do we need a mobile app? Rarely: a responsive web interface with two-factor authentication covers 95% of visits. Investors mostly read their documents on a computer around quarter-end.
