RPA vs API automation for government portals in Morocco (2026)

Digital Africa

The verdict in three sentences

On Moroccan government portals, the rule is simple: API or EDI exchange first when the administration offers one, and an RPA bot only for screens with no alternative. An RPA bot costs 80,000 to 200,000 MAD excl. VAT to build, plus annual licenses, and breaks every time a screen is redesigned, while an EDI or API flow is more stable and cheaper to maintain. Either way, human validation of every filing remains mandatory before submission, for a realistic gain of about 450 hours a year.

Map the procedures before choosing the tool

The head of administration at a distribution or construction group in Rabat often ties up three people on repetitive tasks: CNSS contribution statements on Damancom for several group companies, VAT and income tax filings on the DGI portal, monitoring and downloading tender files on the public procurement portal. Each procedure has its own level of technical openness.

ProcedureFrequencyAvailable technical channelRecommended approach
CNSS statements (Damancom)monthlystandard file upload (data exchange)automatic file generation from payroll
VAT and income tax filings (DGI)monthly or quarterlyEDI e-filing via SIMPLEDI flow from the ERP or approved software
Tender monitoringdailyweb browsingRPA bot or controlled scraping with alerts
Downloading tender documentson demandauthenticated web screenRPA bot

This map shows that half of the procedures can go through file exchange or EDI, which is sturdier than a bot clicking through screens.

Comparing RPA and API over three years

CriterionRPA botAPI or EDI integration
Build cost per process80,000 to 200,000 MAD excl. VAT60,000 to 180,000 MAD excl. VAT
Annual licenses15,000 to 60,000 MAD per bot (UiPath, Power Automate, Automation Anywhere)none or low
Annual maintenance20 to 30% of build cost10 to 15%
Impact of a screen changebot must be reprogrammed, 2 to 10 daysnone if the format is unchanged
Setup time3 to 6 weeks4 to 10 weeks
Audit trailscreenshots, bot logsstructured acknowledgments

These amounts are 2026 orders of magnitude for the Moroccan market. Over three years, a 150,000 MAD bot with 40,000 MAD of annual licenses and 35,000 MAD of maintenance costs about 375,000 MAD. An equivalent EDI flow at 120,000 MAD with 15,000 MAD of annual maintenance comes to about 165,000 MAD.

Bot fragility and human control

The main RPA risk is operational: when a portal moves a button, adds a captcha or requires new authentication, the bot stops, sometimes the day before a deadline. You therefore need failure alerts, a documented manual fallback procedure and a maintenance contract with a 48-hour fix time. Portal credentials must be stored in a digital vault, never in the script. Finally, every filing prepared by the machine is shown to a staff member for validation before submission: liability stays with the company, and a VAT error triggers late penalties and surcharges that quickly exceed the time saved.

Mini case study

Mr Benjelloun, head of administration at a five-company distribution group in Rabat, ties up three staff on CNSS, VAT and public tender monitoring. The project combines two file flows (CNSS and VAT) for 190,000 MAD excl. VAT and two RPA bots (monitoring and document download) for 170,000 MAD excl. VAT, plus 50,000 MAD of annual licenses. Measured gain: 450 hours a year, about 90,000 MAD of staff time at 200 MAD per loaded hour, plus roughly 40,000 MAD of late penalties avoided and two extra tenders spotted per year. The freed time is redeployed to management control. Direct payback in about 3 years, shorter if a single contract won thanks to monitoring is counted.

FAQ

Is automating a CNSS or VAT filing allowed?

Yes, CNSS and the DGI provide file exchange and EDI e-filing for companies and their service providers. The bot or flow acts with the company's credentials, and the company remains responsible for what is filed.

Should we pick UiPath or Power Automate?

Power Automate is often the cheapest if you already have Microsoft 365, with licenses from 15,000 MAD per year per bot. UiPath is sturdier from 5 bots upward, with a license budget of 40,000 to 60,000 MAD per bot.

What about captchas on a portal?

Bypassing a captcha is not advisable and may breach the portal's terms of use. We then design a semi-automated bot: a human solves the captcha, the bot does the rest in 1 to 2 minutes instead of 20.

How long until a first bot is in production?

Allow 3 to 6 weeks for a simple bot, testing included. An EDI flow takes 4 to 10 weeks depending on the quality of payroll and accounting data.

Does data protection law apply?

Yes, payroll data falls under law 09-08 and CNDP oversight. Secure hosting, access logging and a credentials vault are included in the quote.
