The verdict in three sentences
For a citizen services application, the procedure depends on the total estimated contract value, including options, extensions and support, not just the initial build. Below the EU threshold of 221,000 EUR excl. VAT for sub-central bodies, an Irish authority runs a national competition with real flexibility; above it, an EU-advertised open or restricted procedure applies and adds weeks to the timeline. A 60% quality, 40% price weighting, a day-rate price schedule and a robust exit clause protect the public body far better than chasing the lowest bid.
Choosing the procedure from the estimated value
The most common mistake is estimating the build alone. Irish regulations (S.I. 284 of 2016, transposing Directive 2014/24/EU) require the value of the whole requirement over the full contract term: design, development, hosting if included, application support and extensions. Splitting a requirement to stay below a threshold exposes the authority to a challenge before the High Court.
| Total estimated value excl. VAT (2026) | Procedure | Advertising | Minimum tender period |
|---|---|---|---|
| Under 5,000 EUR | direct purchase, verbal quotes | none | flexible |
| 5,000 to 25,000 EUR | at least 3 written quotes | none required | flexible, 2 weeks advised |
| 25,000 to 221,000 EUR | national open competition | eTenders | flexible, 3 to 4 weeks advised |
| Above 221,000 EUR (sub-central) | EU open or restricted procedure | eTenders + OJEU | 35 days (30 with e-submission) |
| Above 143,000 EUR (central government) | EU procedure | eTenders + OJEU | 35 days |
| Innovative requirement | competitive dialogue or innovation partnership | eTenders + OJEU | 4 to 9 months overall |
The Office of Government Procurement (OGP) frameworks are another route: if a framework for software development already covers your need, a mini-competition among its suppliers can close in 3 to 5 weeks.
Award criteria that select quality
Under MEAT (most economically advantageous tender), a 60/40 weighting in favour of quality avoids picking the cheapest bid that underestimates effort. Break quality into sub-criteria scored on evidence, with the scoring scheme published in the request for tender.
| Criterion | Weight | What you score | Evidence requested |
|---|---|---|---|
| Methodology and plan | 20% | sprints, milestones, testing, risk management | technical response, 15 pages max |
| Architecture and security | 15% | hosting, authentication, logging, NCSC guidance | architecture diagram |
| Accessibility and UX | 15% | EN 301 549 / WCAG 2.1 AA, mobile journeys | mock-ups of 3 screens |
| Exit and handover | 10% | code delivery, documentation, transition plan | exit plan |
| Price | 40% | total of the priced schedule | rate card + priced scenario |
Accessibility is not optional: Ireland's S.I. 358 of 2020 requires public sector websites and mobile apps to meet EN 301 549 and publish an accessibility statement.
A day-rate price schedule
A rate card per role, combined with a fictitious priced scenario, makes heterogeneous bids comparable and lets you order later enhancements through call-offs.
| Role | Dublin market day rate 2026 (ballpark) | Estimated days, lot 1 |
|---|---|---|
| Project manager | 700 to 900 EUR | 40 |
| UX/UI designer | 550 to 750 EUR | 35 |
| Senior developer | 600 to 800 EUR | 150 |
| Developer | 480 to 650 EUR | 70 |
| Tester | 420 to 580 EUR | 25 |
| Total | weighted average about 650 EUR | 320 days |
The exit clause, your insurance
A public body keeps its application ten years or more, long beyond the contract. The contract should transfer intellectual property in bespoke code, require code delivery to an authority-controlled repository at every sprint, include operations documentation and a 10 to 20 day handover to the successor, priced in the rate card.
Realistic timeline
Allow 6 to 10 weeks from publication to award for a below-threshold competition: 3 to 4 weeks of tendering, 2 weeks of evaluation, 1 to 2 weeks of clarifications, then the 14-day standstill period. Add 4 to 6 weeks upstream for market sounding and drafting the specification.

Mini case study
Aoife, head of procurement at a Dublin local authority serving 480,000 residents, wants an app for booking appointments and reporting issues (roads, waste, lighting).
- Initial build: 320 days x 650 EUR average rate = 208,000 EUR excl. VAT.
- Application support over 3 years: 40 days a year x 620 EUR = 74,400 EUR.
- Total estimated value: 208,000 + 74,400 = 282,400 EUR, above 221,000 EUR.
Aoife must therefore run an EU-advertised procedure, or legitimately separate two distinct requirements, which her legal team must justify. She narrows lot 1 to 250 days (issue reporting first) and caps support at 25 days a year: 162,500 + 46,500 = 209,000 EUR, below the threshold, with a lot 2 planned the following year for a different need.
Kolonell responds to this type of tender as a bidder: citizen services apps, WCAG compliance and continuous code delivery. For public bodies, pricing is always quoted from the specification.
FAQ
Can a company based outside Ireland bid for an Irish public contract?
Yes. EU rules and the WTO Government Procurement Agreement prohibit discrimination by nationality for covered contracts; bidders provide equivalent tax and insurance evidence, and the ESPD simplifies submission.
Can we negotiate in an open procedure?
No, negotiation is not allowed in the open procedure. Clarifications are possible, and below-threshold competitions can include a presentation stage with the top 3 bidders if announced upfront.
How many bids should we expect?
For a 150,000 to 250,000 EUR application, a clear specification typically draws 5 to 12 bids. Fewer than 3 usually signals a vague scope or too short a deadline.
How do we handle an abnormally low tender?
Compare every bid against the priced scenario and days per role. A bid more than 30% below the average requires a written request for explanation before any rejection.
Is cloud hosting outside Ireland acceptable?
Hosting in the EU is generally sufficient under GDPR. For a reporting app, an ISO 27001 certified EU region costs 2 to 4 times less than sovereign or dedicated options.
