The verdict in three sentences
For a private university with 4,500 students in Dakar, a custom student records and fee application pays for itself in year one if it cuts unpaid fees by a few points. The core fits into four modules: instalment plans and mobile payment, grade entry, PDF transcripts and certificates, and a parent portal. Plan for 4 to 6 months and a budget within Kolonell's custom application range, 2,500,000 to 15,000,000+ FCFA (3,810 to 22,870+ EUR) depending on complexity.
The real cost of unpaid fees and manual grade entry
With tuition between 600,000 and 2,000,000 FCFA per year, a cautious average of 1,100,000 FCFA gives theoretical revenue of nearly 4.95 billion FCFA (about 7.5 million EUR). At 30% unpaid during the year, around 1.48 billion FCFA sits in paper reminders, late cheques and verbal promises. Some of it comes in eventually, often after exams, which squeezes cash flow just when adjunct lecturers must be paid.
Manual grade entry adds a hidden cost: transcripts corrected three times, certificates reissued because a stamp is missing, two weeks of queues at the registrar's office in July.
| Item (2026 order of magnitude) | Today | With the application |
|---|---|---|
| Unpaid fees during the year | 30% | 12 to 18% targeted |
| Time to issue a transcript | 3 to 10 days | Instant, signed PDF |
| Staff assigned to payment reminders | 4 people | 1 person + automated reminders |
| Payments received outside the cashier desk | Under 20% | 60 to 75% via Wave, Orange Money, card |
| Grade entry errors reported per semester | 150 to 300 | Under 30, with consistency checks |
| Parent visibility on fees and grades | None, phone calls to the office | Portal and real-time SMS |
Modules to plan and their weight in the budget
A good specification starts with the flow of money, then the flow of grades. The student or parent receives an instalment plan (three, six or ten payments), pays with Wave, Orange Money or card, and the receipt lands instantly in their account. Finance sees in real time who is up to date, who is 15 days late, and who should be barred from exams under the internal rules.
On the academic side, lecturers enter grades per course unit, the system computes averages, ECTS credits and honours under the LMD (bachelor, master, doctorate) rules, then generates PDF transcripts and certificates with a verification QR code. The parent portal shows due dates, published grades and absences.
| Kolonell project level | Typical scope | Budget (Kolonell grid) |
|---|---|---|
| Simple application | Instalments, mobile payment, receipts, finance dashboard | 2,500,000 to 4,000,000 FCFA (3,810 to 6,100 EUR) |
| Medium application | + grades, LMD averages, PDF transcripts, parent portal | 4,000,000 to 7,000,000 FCFA (6,100 to 10,670 EUR) |
| Complex application | + multi-campus, online enrolment, accounting integration, ministry API | 7,000,000 to 15,000,000+ FCFA (10,670 to 22,870+ EUR) |
| Ongoing maintenance | Fixes, backups, small changes | 35,000 / 75,000 / 120,000 FCFA per month (53 / 114 / 183 EUR) |
| Hosting, SMS, gateway fees | Volume-based | On quote |
For a single-campus university with 4,500 students, the medium level is usually enough at launch. Accounting integration or a second campus can come in phase 2, which spreads the investment.
A realistic 4 to 6 month plan
The timeline has to follow the academic year: you do not switch payment systems in the middle of June.
| Phase | Duration | Deliverable |
|---|---|---|
| Scoping and fee rules | 3 to 4 weeks | Instalment policy, fee scales, roles |
| Payments and receipts module | 5 to 6 weeks | Wave, Orange Money, card, SMS reminders |
| Grades and transcripts module | 5 to 7 weeks | Entry, LMD calculation, QR-coded PDF |
| Parent and student portal | 3 to 4 weeks | Mobile web space, notifications |
| Data migration and training | 2 to 3 weeks | Import of cohorts, training for 25 staff |
Ideally, start in February to be ready for September enrolment.

Mini case study
Mr Ndiaye, secretary general of a 4,500-student private university in Almadies, picks the medium level at 6,000,000 FCFA plus standard maintenance at 75,000 FCFA per month, 6,900,000 FCFA in year one. Cautious assumption: unpaid fees fall from 30% to 22%. On 4.95 billion FCFA billed, 8 recovered points represent about 396,000,000 FCFA collected earlier and partly saved. Even if only 10% of that would otherwise have been written off for good, the net gain reaches 39,600,000 FCFA, more than 5 times the investment. On top of that, two collection staff move to welcoming new students.
FAQ
Can parents pay from abroad?
Yes, card payment covers the diaspora, and Wave operates in several West African countries. Around 10 to 15% of fees at a private university in Dakar are often paid by parents outside Senegal, which justifies card payment from day one.
Can access to results be blocked when fees are unpaid?
It is technically simple, but the rule must be approved by the board and written into the internal regulations. Many institutions choose a threshold, such as more than 60 days late, rather than blocking from day one.
Do PDF transcripts carry official value?
They bear the institution's digital signature and a QR code pointing to a verification page. An employer or a foreign university can check authenticity in 10 seconds, which cuts diploma fraud.
What happens to our current Excel files?
They are migrated during a 2 to 3 week phase, after duplicates are cleaned. We recommend importing at least the last three cohorts for certificates.
How long does staff training take?
Two half-days are enough for finance staff and a one-hour session for lecturers. Parents receive a 10-minute video guide when their account is activated.
