The verdict in three sentences

When a company posts 150 technicians a year to neighbouring countries and also hosts foreign subcontractors, spreadsheet tracking becomes a financial risk: in France alone, the fine reaches 4,000 EUR per undeclared worker, 8,000 EUR for repeat offences, and Germany can fine up to 30,000 EUR. A compliance application that centralises A1 forms, posting notifications and host country registrations falls in the Kolonell mid tier, 4,000,000 to 7,000,000 FCFA (6,100 to 10,670 EUR), delivered in 2 to 4 months. A single fine avoided on one site often funds the project.

Two flows, two risk profiles

The contractor, based in Berlin or the Amsterdam area, installs production lines and industrial equipment. It manages two opposite flows:

  • Outbound postings: 150 technicians a year to France, Belgium, Switzerland or the Netherlands, on missions from 3 days to 4 months.
  • Inbound postings: Polish, Portuguese or Romanian subcontractors working on its own sites. As the main contractor, it must check that their notifications were filed, or face joint liability.

With 150 departures, dozens of subcontractors and forms in several languages, the shared spreadsheet no longer holds: last year's internal audit found 12 % of files incomplete.

The app does not file declarations in place of official portals (SIPSI, Zoll, Meldloket, LIMOSA, Swiss cantons): it orchestrates the steps, stores the proof and blocks a mission while a document is missing. A link with planning or payroll software is possible; with two or more integrations, the project may move to the complex tier, 7,000,000 to 15,000,000+ FCFA (10,670 to 22,870+ EUR). A minimal version limited to the register and alerts stays in the simple tier, 2,500,000 to 4,000,000 FCFA (3,810 to 6,100 EUR).

2026 benchmarks: global mobility software charges 8 to 25 EUR per employee per month, or 5,000 to 20,000 EUR a year, often built for large groups. A specialist consultancy bills 150 to 400 EUR per posting file. Hosting is set in the quote, inside the EU. Kolonell maintenance runs 35,000, 75,000 or 120,000 FCFA per month (53, 114 or 183 EUR).

Rollout plan

Weeks 1 and 2 map every posting flow, country and document type with HR, planning and procurement. Weeks 3 to 6 deliver the register, the vault and the alerts, loaded with the current year's missions. Weeks 7 to 10 add subcontractor accounts and site access approval. A 3-week pilot on two sites closes the project. The first dashboard usually reveals 10 to 15 % of files missing at least one document, which is exactly the risk the app exists to remove.

Mini case study

Jonas, HR director of a Berlin contractor, outsources 60 % of files to a consultancy at 250 EUR per file: 90 files, or 22,500 EUR a year. The other 60 take 3 hours each in house at 45 EUR per loaded hour, or 8,100 EUR.

With the app, he brings everything back in house and cuts time to 1 hour per file: 150 hours, or 6,750 EUR. Annual saving: 22,500 + 8,100 minus 6,750 = 23,850 EUR. The 9,000 EUR build plus 114 EUR per month of maintenance, about 10,400 EUR in year one, pays back in a little over 5 months. That excludes the risk avoided: one inspection on a French site with 5 undeclared subcontractor workers means up to 20,000 EUR in fines.

FAQ

Can the app file SIPSI or Zoll notifications automatically?

Not in general, since most portals offer no public automated filing for this use case. The app prepares the data, guides entry and archives the receipt with the mission.

How is Switzerland handled, outside the EU?

Switzerland applies the free movement agreement, with a notification 8 days before work starts. The app has a separate Swiss checklist and an alert at D-10.

Do subcontractors need an account?

Yes, a limited account lets them upload their notification proof and A1 forms. Allow 10 minutes per subcontractor for onboarding.

How long until go-live?

2 months for the register, vault and alerts, 4 months with subcontractor checks and a planning integration. A 3-week pilot on 2 sites is recommended.
