The verdict in three sentences
A Dutch wholesaler no longer decides alone when to adopt e-invoicing: Belgium has required structured B2B invoices over Peppol since 1 January 2026, Germany requires all businesses to receive them and phases in issuing from 2027, and the EU ViDA package makes cross-border e-invoicing standard by 2030. Connecting your custom ordering and billing app to a Peppol access point in BIS Billing 3.0 costs 15,000 to 30,000 euros as a 2026 order of magnitude in Amsterdam, plus 0.05 to 0.30 euros per invoice. Plan 8 to 12 weeks, starting with your Belgian customers, who can already refuse PDF invoices.
What the rules mean for a Dutch wholesaler
In the Netherlands, e-invoicing is mandatory only for invoices to central government, through Peppol or Digipoort. Domestic B2B remains optional in 2026. The pressure comes from your export markets and your large customers, many of whom already require Peppol for accounts payable automation.
| Flow | Requirement | Date | Format |
|---|---|---|---|
| Invoices to Dutch central government | Mandatory e-invoice | In force since 2017 | Peppol BIS 3 or SI-UBL |
| Invoices to Belgian business customers | Mandatory structured e-invoice | 1 January 2026 | Peppol BIS 3 |
| Invoices to German business customers | Recipient must accept, issuing phased in | Receiving since 2025, issuing 2027 to 2028 | XRechnung, ZUGFeRD or Peppol |
| Domestic Dutch B2B | Optional, strongly requested by large buyers | Expected with ViDA | Peppol BIS 3 |
| EU cross-border B2B | Mandatory e-invoice and digital reporting | 1 July 2030 under ViDA | EN 16931 compliant formats |
| Supplier invoices received | Ready to receive via Peppol | Recommended now | UBL, mapped into your app |
Formats and what the integration really does
Peppol BIS Billing 3.0 is a UBL-based XML format aligned with the European standard EN 16931. ZUGFeRD, the German equivalent of Factur-X, is a PDF with embedded XML; CII is another XML syntax. Your app does not have to produce all of them: it sends invoice data to the access point in one format, the provider converts where needed, delivers through the Peppol network and returns statuses.
The real work is data quality. A Peppol invoice is rejected if the customer's Peppol ID or KvK or VAT number is missing, if the address is incomplete, if VAT codes are inconsistent or if discount lines do not add up. In a base of 3,000 business customers, it is common to find 10 to 15% of records needing correction before switching.
| Item | 2026 order of magnitude (Amsterdam) | Note |
|---|---|---|
| Peppol send and receive, simple case | 15,000 to 20,000 euros | Modern app, clean data |
| Full integration with credit notes, statuses, multi-country | 24,000 to 30,000 euros | Belgium, Germany, Netherlands, returns |
| Access point fees | 0.05 to 0.30 euros per invoice | Volume-based, often monthly bundles |
| Customer data clean-up (VAT, KvK, Peppol ID) | 2 to 4 weeks in-house | 10 to 15% of records |
| Automatic posting of received invoices | Included or 4,000 to 8,000 euros | Purchase order and receipt matching |
| Overall timeline | 8 to 12 weeks | Including 3 weeks of testing with the provider |
Choosing an access point and running the cutover
Compare providers on four points: price at your real volume, API quality (documentation, sandbox, status webhooks), coverage of German and Belgian formats, and data portability if you switch. At 18,000 invoices a month, the gap between 0.05 and 0.30 euros is 54,000 euros a year, so negotiate on volume.
Cut over in three steps: receiving first, then sending to a pilot group of 50 Belgian customers, then general rollout to all Peppol-registered customers. During the pilot, watch the rejection rate, which should fall below 1% before scaling. Access to the provider portal and your app should be named and MFA-protected, which enterprise SSO makes easier.
Mini case study
Sanne, CFO of a hospitality supplies wholesaler in Amsterdam, handles 18,000 outgoing and 2,500 incoming invoices a month. A quarter of sales go to Belgium, and 30% of invoices still go out by post or as plain PDF that customers re-key.

- Full Peppol integration: 26,000 euros, delivered in 10 weeks.
- Access point negotiated at 0.08 euros: 20,500 invoices × 0.08 = 1,640 euros a month.
- Post avoided: 5,400 invoices × 1.10 euros print and postage = 5,940 euros a month.
- Supplier invoice entry: 2,500 invoices × 4 minutes = 167 hours at 40 euros loaded, 6,680 euros a month, cut by 80%, saving 5,344 euros.
Net gain: 5,940 + 5,344 − 1,640 = 9,644 euros a month. The integration pays back in under 3 months, and Belgian customers, now legally required to receive structured invoices, pay faster because their systems process them automatically.
FAQ
Is e-invoicing mandatory for Dutch businesses in 2026?
Only for invoices to central government. But if you invoice Belgian businesses, Peppol has been mandatory for those invoices since 1 January 2026.
What is Peppol BIS Billing 3.0?
It is the standard Peppol invoice specification, UBL-based and compliant with EN 16931. It is accepted in the Netherlands, Belgium and most EU countries.
How much does a Peppol access point cost?
As a 2026 order of magnitude, 0.05 to 0.30 euros per invoice, often sold as monthly bundles. Above 15,000 invoices a month, rates under 0.10 euros are negotiable.
What happens when an invoice is rejected?
The access point returns a rejection with the reason, often a missing VAT number or Peppol ID. Your app should surface that status so the team fixes it within 24 to 48 hours.
Do we need to handle German formats too?
Yes if you sell to German businesses: they must accept e-invoices since 2025 and issuing becomes mandatory from 2027 for larger firms. Most access points convert Peppol to XRechnung or ZUGFeRD.
