Pension Fund Website Redesign Cost in Dublin: Budget and Timeline for 2026

The verdict in three sentences

For a pension fund, a full redesign is justified as soon as the member portal, accessibility or the CMS slows your teams down: expect a 2026 ballpark of 30,000 to 70,000 EUR in Dublin and 14 to 20 weeks of work. A visual refresh alone costs two to three times less, but it leaves accessibility gaps and manual re-keying into the administration system untouched. The right call is made on the 3-year total cost, including maintenance at 15 to 20% of the build, not on the initial quote alone.

Full redesign or visual refresh: what you are really buying

A visual refresh changes the skin of the site: new brand guidelines, new templates, same structure and same CMS. It works when content is up to date, the technical platform is sound and the accessibility audit is already good. In a pension fund, that is rarely the case: scheme pages have piled up for ten years, PDFs are not tagged and the member portal runs on a separate tool that sends people to the phone as soon as a question falls outside the script.

A full redesign takes everything back: content audit, journeys for members, employers and advisers, an accessible design system, a CMS with approval workflow and connectors to the administration system. Here are the gaps observed on the market in 2026 (estimates, not Kolonell prices).

What tips the decision is often regulatory. Under the EU Web Accessibility Directive, bodies with a public-interest mission must publish an accessibility statement and a conformance level against WCAG. Since the European Accessibility Act came into force in June 2025, consumer-facing online services are also under scrutiny. A site at 40% conformance does not jump to 75% with a new colour palette: components, forms and documents all have to be reworked.

The detailed budget of an institutional redesign in 2026

To read a quote, split it into work packages. An offer that does not detail content migration and accessibility testing almost always underestimates the final bill by 20 to 30%.

Work packageShare of budgetFrance range (EUR excl. VAT)
Scoping, audit of existing site, workshops8 to 12%3,000 to 6,000
UX, sitemap, wireframes15 to 20%5,000 to 11,000

Testing, accessibility audit, fixes10 to 15%4,000 to 8,000
Go-live, redirects, training4 to 6%1,000 to 3,000

In Dublin, add roughly 10 to 15% to each line for local agency rates. The member portal is a separate project. Secure login with two-factor authentication, scheme and benefit lookup, certificate downloads, claims tracking and document upload: budget 15,000 to 35,000 EUR depending on the quality of the APIs your administration system exposes. If it exposes nothing, plan an extra integration package on the vendor side, often billed separately with a 6 to 10 week lead time.

Mini case study

Helen, head of communications at a pension fund in Dublin (illustrative scenario), runs a 90-page site for 85,000 members. The contact centre receives 4,000 calls a month, 35% of them about a certificate or claim tracking, which is 1,400 calls.

She chooses a full redesign at 48,000 EUR and a member portal at 25,000 EUR, a total of 73,000 EUR. If the portal absorbs half of those calls, 700 calls are avoided each month. At an average cost of 6 EUR per handled call, savings reach 4,200 EUR per month, or 50,400 EUR a year. The portal pays for itself in about 6 months. Over 3 years, with maintenance at 18% of the build (13,140 EUR a year), total cost comes to 112,420 EUR against 151,200 EUR of estimated savings.

FAQ

How much does an accessibility audit cost for a pension fund site? Expect 4,000 to 8,000 EUR for a sample of 15 to 25 representative pages, forms and member portal included. A re-audit after fixes adds 1,500 to 3,000 EUR.

Can we keep our current CMS? Yes, if its version is supported and it handles roles and editorial approval. Otherwise workarounds quickly exceed the 5,000 to 10,000 EUR a clean migration costs.

What timeline with a member portal? The site alone takes 14 to 20 weeks. With a portal connected to the administration system, add 4 to 8 weeks depending on vendor API availability.

What annual maintenance budget? Plan 15 to 20% of the build, so 7,500 to 10,000 EUR a year for a 50,000 EUR site. This covers security updates, monitoring and a small allowance for minor changes.

Is the accessibility statement mandatory? For bodies in scope, yes: it states the conformance level, exemptions and a contact point. It must be updated after every major change and reviewed at least once a year.
