The verdict in three sentences
A bureau running 14,000 payslips a month from emails and spreadsheets pays for re-keying every cycle: around 25% of input errors come straight from the files clients send. A custom client portal with validated payroll inputs, a payslip vault and an export to the payroll engine you already run removes most of that re-keying and frees about 2 FTEs. Plan for 4 to 6 months and a Kolonell range of 2,500,000 to 15,000,000+ FCFA (3,810 to 22,870+ EUR) depending on complexity, with the details set in the quote.
Where the bureau loses time today
The bureau serves 450 client companies, from a 4-person bakery to a 300-employee manufacturer. Between the 18th and the 25th of each month, every client sends its inputs: overtime, absences, bonuses, starters and leavers, advances, rate changes. Each uses its own format: a home-made spreadsheet, a scanned timesheet, or a plain email. Payroll staff chase, decode and re-key, then discover the gaps when payslips are checked.
The cost comes in two forms. Time first: in the input and control team, two full positions mostly turn messy files into usable data. Risk second: a shifted column, a wrong employee ID or a missing absence produces a wrong payslip, then a correction run, an adjustment and an unhappy client.
| Cycle step | Current process | With the portal | Estimated gain (2026 order of magnitude) |
|---|---|---|---|
| Input collection | Emails, mixed spreadsheets, phone chasing | Online form per employee, cut-off date and automatic reminders | 2 to 3 fewer days of chasing per cycle |
| Consistency checks | Visual, by the payroll officer | Automatic rules: hour caps, overlapping absences, unknown ID | 25% of file errors blocked at source |
| Payroll engine import | Manual re-keying | Export in the engine's import format | About 1.2 FTE |
| Payslip distribution | PDFs by email, zipped archives | Vault with employer and employee access | About 0.3 FTE |
| Client questions | Calls and emails asking about status | Live cycle status | About 0.5 FTE |
| Archiving | File server | Time-stamped archive, configurable retention | Simpler compliance |
Portal building blocks and their weight in the budget
The portal rests on six blocks. The employer area handles multi-entity accounts and delegated access (owner, accountant, HR lead). Input capture mirrors each client's pay elements and collective agreement rules, with blocking checks or soft warnings. The connector produces the import file your payroll engine expects (Sage, ADP, Silae, IRIS and similar) or uses the vendor API where one exists: it is the most sensitive block and should be validated on at least three live cycles.
The payslip vault must follow local rules. In France, electronic payslips are allowed unless the employee objects and must stay accessible for 50 years or until the employee turns 75; in the UK, employers keep payroll records for at least 3 years. Payroll data is sensitive under GDPR, so EU or UK hosting, encryption and an access log belong to the core build, not to the options.
| Block | Complexity | Watch points | Project level |
|---|---|---|---|
| Employer area and roles | Low | Multiple entities, delegations, two-factor login | Simple |
| Input capture and checks | Medium | Per-client pay elements, collective agreements | Medium |
| Payroll engine connector | Medium to high | Import format, vendor API, tests over 3 cycles | Medium to complex |
| Payslip vault | Medium | Long retention, employee opt-out | Medium |
| Employee area | High | About 14,000 accounts, authentication, support | Complex |
| Bureau dashboard | Low to medium | Cycle progress per client and per officer | Simple to medium |
On the Kolonell grid, a simple application (employer area, input capture, export) sits between 2,500,000 and 4,000,000 FCFA (3,810 to 6,100 EUR). A medium one, with advanced checks and the vault, sits between 4,000,000 and 7,000,000 FCFA (6,100 to 10,670 EUR). The full scope, with an employee area for 14,000 people and an API connector, is complex: 7,000,000 to 15,000,000+ FCFA (10,670 to 22,870+ EUR). Hosting and specific integrations are priced in the quote. Maintenance runs at 35,000, 75,000 or 120,000 FCFA per month (53, 114 or 183 EUR).
A typical plan takes 4 to 6 months: 3 weeks of scoping and pay element inventory, 6 to 8 weeks of design and core development, a pilot with 20 clients over two payroll cycles, then rollout in waves of 100 clients.
Mini case study
Helen runs the bureau and starts from two input positions at 40,000 EUR fully loaded each, or 80,000 EUR a year. She budgets the top of the complex range, 22,870 EUR, plus Premium maintenance at 183 EUR a month, 2,196 EUR a year. First-year cost: 25,066 EUR.

On quality, errors hit 1.5% of payslips, or 210 a month. If the portal blocks the 25% caused by files, 52 corrections disappear every month at 30 minutes each: 26 hours recovered. By moving the two officers to billable HR advisory work, Helen pays back the project in about 4 months after go-live.
FAQ
Do we need to change payroll software to use the portal?
No. The portal generates the import file for your current engine or uses its API. The connector is tested on at least 3 live cycles before switchover.
How long does it take to onboard 450 clients?
With a 20-client pilot then waves of 100, expect 3 to 4 months after go-live. A 5-minute video guide and automatic reminders are enough for most small businesses.
Are electronic payslips compliant?
In most European markets, yes, provided employee opt-out and retention rules are respected (50 years in France, at least 3 years for UK payroll records). The vault handles both.
Where is payroll data hosted?
With an EU or UK provider, encrypted and with an access log. The hosting choice and cost are set out in the quote.
Can we start with a smaller scope?
Yes. A first simple release, employer area, input capture and export, between 2,500,000 and 4,000,000 FCFA (3,810 to 6,100 EUR), can be live in 3 months, with the employee area added later.
