The verdict in three sentences
To collect payments from Moroccan customers, CMI remains essential: it accepts local cards and settles in dirhams to a Moroccan bank account. For a large European customer base, Stripe through a European entity converts best, but requires a legal structure and discipline around foreign exchange regulations. PayPal is a trust-building add-on for foreign consumers, not a primary gateway, with an effective cost close to 4 to 6% once FX is included.
The three gateways side by side
The choice depends first on where your customers are and where the money needs to land. A company invoicing 80% in Morocco has different needs from a European firm that sells into Morocco or a services agency earning half its revenue in France.
| Criterion | CMI | Stripe (EU entity) | PayPal |
|---|---|---|---|
| Indicative 2026 fee | 1.5 to 2.5% | 1.5% EU cards, up to 3.25% non-EU cards | About 3.4% + fixed fee |
| Onboarding fees | Application and integration fees depending on bank | 0 | 0 |
| Moroccan cards | Yes, natively | Accepted as international cards | Depends on issuer |
| Payout currency | MAD to a Moroccan account | EUR to a European account | Account currency, 3 to 4% conversion |
| Payout delay | 1 to 3 business days | 2 to 7 days | Instant to balance, then withdrawal |
| Mobile conversion | Fair, bank 3-D Secure page | Very good, Apple Pay and Google Pay | Good for account holders |
| Main constraint | Heavier bank integration | Entity and account outside Morocco | High cost, buyer-friendly disputes |

Real annual cost: a worked simulation
Headline fees do not tell the full story. Add fixed per-transaction fees, FX losses and amortized integration cost. Simulation for a business collecting MAD 1,200,000 a year, average basket MAD 1,500, split 60% Morocco and 40% Europe.
| Scenario | Annual fees | FX and extras | Integration (one-off) | First-year total |
|---|---|---|---|---|
| CMI only | MAD 24,000 (2%) | MAD 0 | MAD 15,000 to 25,000 | MAD 39,000 to 49,000 |
| Stripe only (EU entity) | About MAD 31,000 | EU entity running costs | MAD 15,000 to 25,000 | Variable, structure to fund |
| PayPal only | MAD 41,000 (3.4%) | MAD 15,000 to 20,000 FX | MAD 5,000 to 10,000 | MAD 61,000 to 71,000 |
| CMI (Morocco) + Stripe (Europe) | About MAD 26,500 | Low | MAD 30,000 to 40,000 | MAD 56,500 to 66,500, then MAD 26,500 |
| CMI + optional PayPal | About MAD 27,000 | MAD 3,000 | MAD 20,000 to 30,000 | MAD 50,000 to 60,000 |
The mixed CMI + Stripe setup costs more in year one, then becomes the cheapest for a genuine European customer base, because it avoids FX losses and improves conversion on foreign cards.
FX regulations and compliance
A Moroccan company collecting revenue abroad must repatriate its service export proceeds in line with Office des Changes rules. Selling through a European subsidiary is legal but requires real substance (contracts, invoicing, separate accounts) and a clear service agreement with the Moroccan company. A foreign company selling into Morocco can usually keep its existing Stripe account, adding CMI only if it opens a local entity. On data, Law 09-08 and the CNDP govern customer data processing; no card data should touch your servers, which hosted payment pages from CMI and Stripe guarantee (PCI DSS compliance).

Youssef runs a translation agency in Casablanca invoicing MAD 1,200,000 a year, 40% of it to clients in France and Belgium. With PayPal alone he was losing about MAD 60,000 a year to fees and FX. He moves Moroccan clients to CMI and European clients to Stripe through his partner's Belgian company, with an integration costing MAD 35,000. Estimated recurring cost: MAD 26,500. Annual saving: MAD 33,500, integration paid back in 13 months, not counting the conversion gain: checkout abandonment drops from 18% to 9%.
FAQ
Does CMI accept foreign cards?
Yes, CMI accepts Visa and Mastercard cards issued outside Morocco, usually at a higher fee than local cards. With 40% or more foreign customers, a second provider often pays off.
Can a company open a Stripe account directly in Morocco?
Stripe does not currently onboard companies registered in Morocco; you need an entity in a supported country. That structure carries accounting costs, to weigh against 1 to 2 points of fees saved.
How much does integrating a gateway on an existing site cost?
Budget MAD 15,000 to 25,000 for one gateway, MAD 30,000 to 40,000 for two with automatic reconciliation. Lead time is 3 to 6 weeks, CMI certification being the longest step.
Is PayPal still worth it?
As a secondary option for foreign consumers, yes: it reassures buyers and can add 3 to 5% conversion. As a main gateway, its 4 to 6% effective cost including FX is hard to justify.
What about monthly subscriptions?
Stripe handles recurring billing and dunning natively. With CMI, recurring payments are possible but require custom development of MAD 10,000 to 20,000.
Let's scope your project. We integrate CMI, Stripe or both on your site, reconciliation included, for an indicative budget of MAD 15,000 to 40,000 and a 3 to 6 week timeline. Detailed quote within 48 h. WhatsApp +221 77 596 93 33.
