The verdict in three sentences
For a Tunisian SME selling to European buyers, with Amsterdam as its main hub, no single gateway is ideal: ClicToPay or Konnect handle Tunisian cards in TND and can accept foreign cards, while collecting EUR with Dutch-friendly methods like iDEAL usually means Stripe through an entity outside Tunisia. Fees range from 1.5 to 3.5% and payouts from 2 to 7 days, but the deciding factor is compliance with Central Bank of Tunisia (BCT) foreign exchange rules and repatriation of export revenue. The right setup combines two gateways behind one checkout on your site.
The three options side by side
ClicToPay, run by Société Monétique Tunisie, is the incumbent gateway backed by Tunisian banks. Konnect is newer, focused on quick integration, e-wallets and an interface built for online merchants. Stripe does not open accounts for Tunisian companies: you need an entity in Europe or the US, for instance a Dutch BV, which immediately raises the question of repatriating funds.
| Criterion (2026 estimate) | ClicToPay | Konnect | Stripe (Dutch BV) |
|---|---|---|---|
| Fee on Tunisian cards | 1.5 to 2.2% | 1.5 to 2.5% | Not applicable |
| Fee on foreign cards | 2.5 to 3.5% depending on bank | 2.5 to 3.5% | 1.5% + EUR 0.25 (standard EU cards) |
| Setup fee | TND 200 to 600 depending on bank | Low or none depending on plan | EUR 0 |
| Payout delay | 2 to 5 business days | 2 to 4 business days | 2 to 7 days depending on country |
| Collection currency | TND, foreign currency via bank | TND, foreign currency via option | EUR and other currencies |
| Extra methods | CIB cards, e-Dinar | Wallet, e-Dinar, cards | iDEAL, Apple Pay, Google Pay, SEPA |
| Onboarding time | 3 to 6 weeks (bank file) | 1 to 3 weeks | 1 to 2 weeks after entity setup |
Exchange control, BCT and repatriation: the deciding point
A company resident in Tunisia must repatriate export revenue within the deadlines set by exchange control rules. Collecting euros on the Stripe account of a Dutch subsidiary is legal if the subsidiary is genuinely operated and declared, but flows to the Tunisian company must then be invoiced and domiciled correctly. Many SMEs therefore stay on ClicToPay or Konnect with the international card option and a foreign currency business account, accepting 0.5 to 1 extra point of fees.
| Setup | Indicative 2026 cost | Benefits | Watch-outs |
|---|---|---|---|
| ClicToPay alone, local and foreign cards | 1.5 to 3.5% | Simple, BCT-compliant by design | No iDEAL, lower Dutch conversion |
| Konnect alone | 1.5 to 3.5% | Fast integration, local wallets | Check currency option with your bank |
| ClicToPay or Konnect in Tunisia + Stripe via Dutch BV | 1.5 to 2.2% local, 1.5% + EUR 0.25 in Europe | iDEAL and SEPA, better Dutch conversion | BV cost, accounting, transfer pricing |
| European marketplace (Bol.com, Amazon, Etsy) | 8 to 15% commission | Instant traffic | Lower margin, dependency |
| Bank transfer only | Fixed bank charges | No intermediary | High B2C abandonment |
On the Kolonell side, building a multi-gateway checkout into a custom store is a simple application, 2,500,000 to 4,000,000 FCFA (EUR 3,810 to 6,100), or medium complexity, 4,000,000 to 7,000,000 FCFA (EUR 6,100 to 10,670), once B2B accounts, dual currency and accounting sync are added. Maintenance is 35,000, 75,000 or 120,000 FCFA a month (EUR 53, 114 or 183). Hosting and specific connectors are set in the quote.
What really lifts conversion in the Netherlands
Three things matter more than the fee: showing prices in euros with Dutch VAT handled correctly, offering iDEAL, which still accounts for well over half of Dutch online payments, and avoiding slow redirects to an external page. A well-built checkout reaches 2 to 3% mobile conversion, against under 1% for a slow redirect without iDEAL.
Mini case study
Youssef runs a Sfax SME selling olive oil, dates and harissa, with a sales partner in Amsterdam. Online sales reach EUR 180,000 a year: 40% in Tunisia (about EUR 72,000 equivalent in TND) and 60% in Europe (EUR 108,000).

Setup 1, ClicToPay alone: 72,000 × 1.8% + 108,000 × 3.2% = 1,296 + 3,456 = EUR 4,752 in fees. Setup 2, ClicToPay in Tunisia plus Stripe via a Dutch BV: 1,296 + 108,000 × 1.8% (average with fixed fee) = 1,296 + 1,944 = EUR 3,240. The EUR 1,512 annual saving does not cover a BV costing EUR 2,500 to 3,500 a year. But adding iDEAL lifts Dutch conversion from 1.1 to 1.8%: if half of European sales are Dutch, that is +64% on EUR 54,000, about EUR 34,500 extra. Here the BV pays off through conversion, not fees.
FAQ
Can a Tunisian SARL open a Stripe account?
No, Tunisia is not a supported country in 2026. You need an entity in a covered country, with annual accounting and registered office costs of roughly EUR 2,000 to 3,500.
How long does ClicToPay take to activate?
Allow 3 to 6 weeks: bank file, site validation, sandbox testing. Konnect is often live within 1 to 3 weeks.
Can euros be collected on a Tunisian account?
Yes, through a foreign currency business account and the gateway's international option, subject to your bank's approval. Export revenue must be repatriated within BCT deadlines.
What fee should we negotiate?
Above roughly EUR 90,000 of annual volume, a 0.2 to 0.5 point reduction is often possible. Bring your sales history and chargeback rate.
Is iDEAL really necessary for Dutch buyers?
For B2C, yes: many Dutch shoppers abandon a checkout without it. For B2B buyers, SEPA transfer or card on invoice is usually enough.
