The verdict in three sentences
A patient portal for a network of 4 dialysis centres in Casablanca costs 250,000 to 550,000 MAD (about 23,000 to 51,000 EUR) depending on integration with the dialysis software and the laboratory. With 600 patients on 3 sessions a week, the value lies in session scheduling, notifications and access to lab results, not in design. The project only holds up if it complies with Law 09-08, CNDP authorisation and an approved host for health data, with a realistic timeline of 4 months.
What the portal must do, and what it costs
A dialysis network handles around 7,800 sessions a month for 600 patients. Every slot change, every monthly blood panel and every missing prescription currently goes through the front desk phone. The portal must absorb these flows without creating a new data risk.
| Module | Function | Indicative 2026 budget (MAD excl. VAT) |
|---|---|---|
| Patient area and strong authentication | SMS OTP login, consent, profile | 35,000 to 60,000 |
| Session scheduling | Slot display, change request, nurse validation | 60,000 to 120,000 |
| SMS and WhatsApp notifications | D-1 reminder, change alert, blood test reminder | 25,000 to 50,000 |
| Lab results | HL7 or PDF import from the lab, Kt/V, haemoglobin, phosphorus history | 50,000 to 130,000 |
| Medical back office | Validation before release, access log, roles per centre | 40,000 to 90,000 |
| Security and compliance | Encryption, audit trail, penetration tests, CNDP file | 40,000 to 100,000 |
| Total | 4-centre network | 250,000 to 550,000 |
The low end assumes PDF results validated by the physician. The high end includes an HL7 interface with the lab and synchronisation with the existing dialysis software. Add 4,000 to 9,000 MAD a month for approved hosting, monitoring and SMS (2026 estimate, about 0.25 to 0.40 MAD per SMS).
Data security: Law 09-08 in practice
Dialysis data is health data, therefore sensitive under Law 09-08. Processing requires prior CNDP authorisation, clear patient information and hosting with a provider offering documented guarantees, ideally in Morocco. The portal must log every record access: who, when, from which centre.
The issues that fail an audit are well known: nurses sharing accounts, results sent unencrypted over WhatsApp, Excel exports stored on a personal computer. The portal replaces them with named accounts, time-limited secure links and logged exports.
Measuring impact: missed sessions and front desk calls
The medical director should track simple indicators before and after go-live. The figures below are 2026 estimates for a 600-patient network.
| Monthly indicator | Before portal | After 6 months | Change |
|---|---|---|---|
| Sessions missed or moved without notice | 160 | 70 | -56% |
| Inbound calls to the front desk | 3,400 | 1,500 | -56% |
| Front desk time spent on scheduling | 220 h | 95 h | -125 h |
| Blood panels delivered late | 90 | 20 | -78% |
| Patients logging in at least monthly | 0 | 55 to 70% | n.a. |
| Complaints about slots | 45 | 15 | -67% |
Elderly patients will not all use the portal: plan a caregiver access (an authorised relative) and SMS reminders that work without an app.

Dr Benjelloun, medical director of a 4-centre network in Casablanca, chooses a portal at 380,000 MAD excl. VAT plus 6,500 MAD a month to run it. Saving 125 front desk hours a month, valued at 70 MAD per loaded hour, is worth 8,750 MAD. The 90 avoided missed sessions free slots that can be reassigned: at 850 MAD per billed session, even 30 recovered sessions bring in 25,500 MAD a month. Net monthly gain: 8,750 + 25,500 - 6,500 = 27,750 MAD. Payback: about 14 months.
FAQ
How long does it take to launch the portal?
Allow 4 months: 3 weeks of scoping and CNDP filing, 10 weeks of development, 3 weeks of testing with a pilot centre. Rolling out to the other 3 centres then takes 2 to 4 weeks.
Can the data be hosted outside Morocco?
Transfers outside Morocco require a specific CNDP authorisation and complicate the file. Most networks choose a certified Moroccan host, for 3,000 to 7,000 MAD a month depending on redundancy.
Are results published automatically?
No, we recommend medical validation before release. The physician validates a batch of panels in 10 to 15 minutes per centre per week.
Is a native mobile app needed?
Rarely at the start. An installable web app (PWA) covers 90% of use cases and costs 30 to 40% less than an iOS and Android app.
How do you handle patients without a smartphone?
SMS reminders work on any phone, and a relative can receive caregiver access. The front desk keeps an entry screen for requests received by phone.
