Opening a partner API for a platform in Berlin: cost and governance (2026)

The verdict in three sentences

Opening a partner API on a B2B booking platform in Berlin means a budget of EUR 38,000 to 90,000 excl. VAT in 2026, covering design, development and a developer portal. The item that derails projects is governance rather than code: OAuth2 authentication, quotas, versioning and integrator support. With a target of +15% partner revenue, the investment usually pays back in 12 to 20 months if onboarding of the 40 distributors is actively managed.

What a partner-facing API really costs

An API exposed to third parties is very different from an internal API consumed by your own front end. It must be stable, documented, secure and measurable, because each partner builds its own product on top of it. Here is the 2026 order of magnitude for a mid-sized Berlin platform.

Item2026 range (excl. VAT)Scope
API scoping and designEUR 4,000 to 9,000Resources, OpenAPI 3.1 contracts, naming rules
Endpoint developmentEUR 18,000 to 45,000Availability, bookings, rates, webhooks
OAuth2 security and quotasEUR 5,000 to 10,000Client credentials, scopes, per-partner rate limiting
Developer portalEUR 8,000 to 20,000Interactive docs, keys, sandbox, changelog
Partner testing and acceptanceEUR 3,000 to 6,000Contract tests, populated sandbox environment
Monitoring and alertingEUR 200 to 600/monthLatency, errors per client, quota consumption
Total projectEUR 38,000 to 90,000Excluding monthly operations

The low end matches about ten read endpoints and two write endpoints, with a portal generated from the OpenAPI specification. The high end includes confirmation webhooks, a sandbox with realistic data and a custom portal with partner team management.

Governance rules to settle before the first line of code

Most failed partner APIs fail on governance. A partner whose integration breaks because of an unannounced change costs more than a delivery delay. These topics must be decided during scoping.

TopicLight optionRobust optionRecommendation for 40 partners
AuthenticationStatic API keyOAuth2 client credentials + scopesOAuth2, secret rotation every 12 months
QuotasGlobal limitPer-partner, per-endpoint quota600 requests/minute by default, negotiated tiers
VersioningNoneVersion in URL (/v1, /v2)/v1 with 12 months' notice before deprecation
DocumentationPDF or wikiOpenAPI + interactive portalOpenAPI generated from code, tested in CI
SupportAd hoc emailDedicated channel + SLAResponse within 1 business day, public status page
ComplianceImplicitSigned DPA + loggingGDPR DPA with each partner, 12-month logs

Versioning deserves special attention. Commit in writing to a support period for each major version, for example 12 months, and publish a changelog. On GDPR, if the API passes traveller or end-customer data, each partner becomes a processor or joint controller: access logging and a signed data processing agreement are not optional, and German partners will usually ask for them up front.

Typical 3 to 5 month timeline

A well-run project follows four stages. Month 1 covers scoping with 3 or 4 pilot partners, writing the OpenAPI contract and choosing the gateway (Kong, AWS API Gateway, Azure API Management or an in-house layer). Months 2 and 3 cover development, security and the sandbox. Month 4 is dedicated to the developer portal and pilot integrations. Month 5, optional, is the gradual opening to the 40 distributors in waves of 10.

This wave approach avoids overloading your support team: count on 6 to 10 hours of assistance per partner during its first integration.

Lena, product director of a Berlin platform for booking seminar venues, handles EUR 4.2 million of gross bookings a year, EUR 1.6 million of it through distributors who currently re-enter bookings by hand. She budgets EUR 62,000 excl. VAT for the project and EUR 400 a month for monitoring, or EUR 66,800 in year one.

Target: +15% on the partner channel, i.e. EUR 240,000 of extra volume. With a net commission margin of 22%, the annual gain is about EUR 52,800. Add 1,200 hours of avoided re-entry on the support side, valued at EUR 35 per hour, or EUR 42,000. Estimated total gain: EUR 94,800 a year, payback in 8 to 9 months. An order of magnitude, to refine with real conversion data.

FAQ

Do you need a paid API gateway or can you build everything yourself?

For 40 partners, a managed gateway costs EUR 100 to 400 a month and provides quotas, keys and analytics with no development. An in-house layer only makes sense if you already have a platform team and very specific needs.

How much does it cost to maintain a partner API?

Budget 15 to 20% of the initial cost per year, i.e. EUR 6,000 to 18,000 excl. VAT, for changes, security and support. Monitoring adds EUR 200 to 600 a month.

REST or GraphQL for partners?

REST remains the simplest choice for distributors with uneven technical teams: 80% of integrators are comfortable with it. GraphQL makes sense if partners have highly varied read needs.

How do you charge for API access?

Three models dominate: free with a commission on bookings, a subscription of EUR 200 to 1,500 a month depending on volume, or per-call billing above a quota. For a booking platform, commission remains the most common model.

How long until the first partner is live?

With a sandbox and decent documentation, a pilot partner can be in production 3 to 4 weeks after version 1 opens.
