The verdict in three sentences
For a humanitarian NGO following 40,000 to 80,000 people in Burkina Faso, beneficiary and distribution management software costs between 12 and 30 million FCFA (about 18,300 to 45,700 EUR) in 2026, depending on the number of sites, the depth of deduplication and donor reporting requirements. The return comes first from fewer duplicates, which commonly account for 3 to 8% of rations handed out from paper or Excel lists. The second argument is donor compliance: individual traceability of each handover, ECHO or USAID reports generated in a few hours, and data protection for vulnerable people.
The features that matter in the field
The coordinator of an NGO based in Ouagadougou often works in areas without stable coverage (Centre-Nord, Est, Sahel). The tool must therefore run offline and sync as soon as the tablet gets a connection back.
| Feature | Without software (Excel, paper lists) | With dedicated software |
|---|---|---|
| Registering a household | 8 to 12 minutes, rekeyed at the office | 3 to 4 minutes on a tablet, offline |
| Identification at distribution | Roll call, ID documents often missing | QR code card scan and photo, 20 seconds |
| Duplicate detection | Manual, after the fact | Automatic (name, age, village, head of household, photo) |
| Observed duplicate rate | 3 to 8% | Under 0.5% |
| Monthly donor report | 4 to 6 days of consolidation | 2 to 4 hours, indicator export |
| Beneficiary complaints and feedback | Notebook, rarely used | Tracked accountability mechanism |
| Access to sensitive data | Files shared on USB keys | Roles, encryption, access log |
An open source tool such as KoboToolbox remains excellent for surveys. It reaches its limits once you need the full cycle: eligibility, card, rations per cycle, stock reconciliation and reports per grant.
2026 budget and running costs
| Item | Pilot (1 region) | Multi-site | Full multi-donor |
|---|---|---|---|
| Offline tablet app (Android) | 3,500,000 FCFA | 5,000,000 FCFA | 7,000,000 FCFA |
| Central database and deduplication | 3,000,000 FCFA | 4,500,000 FCFA | 6,500,000 FCFA |
| QR code cards and field printing | 1,000,000 FCFA | 1,500,000 FCFA | 2,500,000 FCFA |
| Distribution and stock management | 2,000,000 FCFA | 3,000,000 FCFA | 5,000,000 FCFA |
| Donor reports (ECHO, USAID, WFP) | 1,500,000 FCFA | 2,500,000 FCFA | 4,500,000 FCFA |
| Security, data protection, training | 1,000,000 FCFA | 2,000,000 FCFA | 4,500,000 FCFA |
| Indicative total | 12,000,000 FCFA | 18,500,000 FCFA | 30,000,000 FCFA |
| Rugged tablets (per unit) | 180,000 FCFA | 180,000 FCFA | 180,000 FCFA |
| Annual hosting and maintenance | 1,800,000 FCFA | 2,700,000 FCFA | 4,200,000 FCFA |
Timeline is 10 to 16 weeks for a pilot, then 4 to 8 weeks per additional region. These amounts are eligible in most grant budgets under an "information systems and M&E" line, provided they are planned from the proposal stage.
Data protection: a deal-breaker criterion
Donors now require a data protection impact assessment for registries of displaced people. The software must apply data minimisation (collect only what is needed), on-device encryption, separate roles for field agents and monitoring officers, and a deletion procedure at project close. In Burkina Faso, law 001-2021 on personal data protection and the CIL regulator govern this processing.
Mini case study
Issa, coordinator of an NGO in Ouagadougou, distributes food kits worth 25,000 FCFA each month to 12,000 households (60,000 people). With an estimated 5% duplicate rate, 600 kits a month go to the wrong place, i.e. 15,000,000 FCFA per month and 180,000,000 FCFA per year. The multi-site project costs 18,500,000 FCFA, plus 20 tablets (3,600,000 FCFA) and 2,700,000 FCFA maintenance, 24,800,000 FCFA in the first year. By bringing duplicates down to 0.5%, the NGO recovers about 162,000,000 FCFA of rations it can redistribute: the system pays for itself in under 2 months of distributions. The quarterly ECHO report also drops from 5 days to half a day.

FAQ
Does the app work without coverage for several days?
Yes, each tablet stores up to 20,000 encrypted households and syncs as soon as a 3G or satellite link is available. Conflicts are resolved server-side with a full log.
Can we use biometrics (fingerprints)?
It is possible for an extra 3 to 6 million FCFA, but it makes the risk assessment much heavier. In 80% of cases, a QR code card with a photo is enough to get below 0.5% duplicates.
How do we produce ECHO and USAID indicators without rework?
Indicators from each logframe are configured per grant. One household can be linked to two funding sources, and the report splits beneficiaries automatically without double counting.
Where is the data hosted?
On a server chosen by the NGO, usually with a certified host in Europe or on headquarters infrastructure. Hosting is included in the 1.8 to 4.2 million FCFA annual cost.
Can we import our existing Excel lists?
Yes, the initial import with deduplication is included. Allow 1 to 2 weeks for 60,000 rows, with a report of probable duplicates for field teams to validate.
