The verdict in three sentences
With 120 hires a year, a Singapore company of 650 employees runs each new joiner as a mini project coordinated by email, with regular slips: access card not ready, laptop ordered too late, Microsoft 365 account created on day one. An automated onboarding workflow triggered by offer acceptance chains contract, e-signature, equipment order, account creation and induction plan. The local market prices it at 30,000 to 60,000 SGD, for about 6 hours saved per hire and go-live in 10 weeks.
The target flow, from yes to day one
The trigger is simple: the candidate accepts the offer in the applicant tracking system, or HR submits the new joiner form. From there, each team gets its task with a deadline calculated from the start date.
| Deadline | Automated task | Owner | Tool |
|---|---|---|---|
| Day -30 | Contract generated from template, key employment terms included | HR | Document generator |
| Day -28 | Sent for e-signature, reminder after 48 h | Candidate and management | Docusign or Adobe Sign |
| Day -21 | Laptop and phone ordered by role | IT and procurement | Internal catalogue |
| Day -10 | Microsoft 365 account, groups and licences created | IT | Microsoft Entra ID via API |
| Day -7 | CPF and payroll setup, insurance, access card, work pass check | HR and facilities | HRIS and forms |
| Day -1 | First week programme sent | Manager | Email and Teams |
| Day +30 | New joiner survey and manager check-in | HR | Form and reminder |
Managers get a dashboard per new joiner showing what is ready and what is blocked. The HR director sees all starts for the month and delays by team.
2026 budget and options
HRIS platforms used in Singapore offer onboarding modules that cover the HR side but rarely connect to the company's IT and procurement. A custom build makes sense when existing tools must stay and talk to each other.
| Option | 2026 order of magnitude (Singapore) | Limits |
|---|---|---|
| Current email coordination | 8 to 10 h per hire across HR, IT and manager | Slips, no consolidated tracking |
| HRIS onboarding module | 4 to 10 SGD per employee per month | Few links to IT and procurement |
| No-code workflow tool | 700 to 2,000 SGD per month plus 8,000 to 15,000 SGD setup | Fragile beyond 10 steps |
| Custom automated workflow | 30,000 to 60,000 SGD | 10 week project |
| E-signature | 1 to 3 SGD per envelope, or annual plan | Depends on volume |
| Maintenance and hosting | 250 to 600 SGD per month | Template and rule updates |
Companies can check eligibility for local digitalisation support schemes, which change regularly. At Kolonell, this workflow falls under our custom application grid: medium complexity 4,000,000 to 7,000,000 FCFA (6,100 to 10,670 EUR), complex 7,000,000 to 15,000,000+ FCFA (10,670 to 22,870+ EUR) when connecting HRIS, payroll, Microsoft 365 and procurement. Maintenance is 35,000, 75,000 or 120,000 FCFA per month (53, 114 or 183 EUR).
Points specific to a mid-sized company
Contract templates. A company this size often uses 10 to 20 templates by role level, contract type and entity. Under the Employment Act, key employment terms must be issued in writing within 14 days of starting, so the generator applies them automatically and keeps an HR review step for special cases.
Account creation. Creating the account in Microsoft Entra ID, assigning licences and adding Teams and SharePoint groups runs through the Microsoft Graph API. Access rights are defined per role profile, approved once with IT, then applied automatically. The same flow handles offboarding to cut access on the last day.
PDPA. The workflow handles sensitive documents: NRIC or work pass details, bank account, emergency contacts. They are stored encrypted, visible to HR only, and deleted according to retention periods set in line with the Personal Data Protection Act.
The new joiner experience. A simple portal lets the new hire upload documents, sign, see the first week programme and the name of their buddy. It is often the part managers notice most.

Mei Ling, HR director of the Singapore company, currently measures 9 hours of coordination per hire across HR, IT and managers. The workflow brings that to 3 hours, saving 6.
Over 120 hires, that is 720 hours a year. At an average loaded cost of 70 SGD per hour, the saving reaches 50,400 SGD a year. The project costs 45,000 SGD, plus 450 SGD a month for maintenance and hosting and 1,500 SGD a year of e-signatures, 6,900 SGD recurring per year.
Net annual gain: 43,500 SGD. Payback comes in just over 12 months. Mei Ling also tracks two quality indicators: the share of joiners whose setup is ready on day -1, up from 70 % to 98 %, and attrition during probation.
FAQ
Do we need to replace our HRIS?
No. The workflow reads from and writes to your existing HRIS by API or file, and adds the IT and procurement steps it does not handle. Without an API, a daily file exchange is usually enough.
Is an e-signed employment contract valid in Singapore?
Yes, the Electronic Transactions Act recognises electronic signatures for employment contracts. Unit cost typically stays under 3 SGD per contract.
What if the start date changes?
All deadlines recalculate automatically and the teams involved are notified. In practice this affects 15 to 20 % of hires.
Can we also handle leavers and internal moves?
Yes, with the same building blocks. Offboarding usually adds 2 weeks to the project and reduces the risk of access kept after departure.
How soon do we see results?
The first hires go through the flow from week 10. Full gains are measured over a quarter, about 30 joiners.
