Medical Laboratory LIMS in Senegal: Custom Build and 2026 Cost

Digital Africa

The verdict in three sentences

For a private lab in Dakar or another West African capital receiving 350 patients a day across 3 collection sites, a custom LIMS at FCFA 20 to 35 million excl. VAT (about EUR 30,500 to 53,400) costs less over 5 years than an imported license, while handling what no European product handles well: employer health schemes (IPM), local insurers, Wave payments and results delivered over secure WhatsApp links. Connecting the 8 analyzers removes manual re-entry, the main source of errors and delays. Average turnaround improves by about 2 hours per case.

Why imported LIMS struggle in West Africa

European and North American solutions are strong on the technical core, but they are billed in euros, assume stable connectivity and ignore local payment channels. Labs end up with a LIMS for the bench and an Excel file for insurer billing, which doubles the cashier's workload.

Scope of a LIMS for 350 patients a day

The project breaks into six modules. The hardest is analyzer interfacing: each model speaks its own protocol (ASTM, HL7, sometimes flat files), and bidirectional links are needed so the analyzer receives its worklist without re-keying.

ModuleContentShare of budget (estimate)Timeline
Reception and collectionPatient record, scanned prescription, barcode labels15%4 weeks
Interfacing 8 analyzersHematology, chemistry, immunology, coagulation, bidirectional ASTM/HL730%8 to 10 weeks
Biological validationAuto-validation rules, critical values, dual sign-off15%4 weeks
BillingFee schedule, IPM, insurers, Wave, Orange Money, multi-site cash desk20%5 weeks
Results distributionSigned PDF, secure link, physician portal10%3 weeks
Quality and traceabilityQC, audit log, ISO 15189 readiness10%3 weeks

A realistic schedule is 6 to 8 months with a staged rollout: first one collection site and two analyzers, then the rest.

Health data: what Senegal's Law 2008-12 requires

Lab results are sensitive data under Law 2008-12 on personal data protection. The lab must declare the processing to the CDP (Senegal's data protection authority), obtain authorization for health data, and guarantee confidentiality and traceability. In practice, the LIMS includes encryption at rest and in transit, role-based access (front desk, technician, biologist), a tamper-proof audit log and documented hosting location in the CDP file. Links sent to patients expire after 30 days and require a code delivered separately.

Mini case study

Dr Ndiaye, biologist and director of a private lab in Dakar with sites in Mermoz, Grand Yoff and Rufisque, processes 350 cases a day. Today, 4 technicians spend about 2.5 hours each per day re-keying analyzer results, 10 hours daily. With interfacing, that falls below one hour. Over 300 working days, this frees 2,700 hours a year, the equivalent of 1.5 positions at FCFA 450,000 a month, about FCFA 8.1 million a year. Add better tracking of IPM receivables: recovering 3% of currently missed invoices on FCFA 600 million of revenue brings in FCFA 18 million. A LIMS at FCFA 28 million excl. VAT pays back in under 14 months.

FAQ

Our analyzers are from different brands. Is that a problem?

No, that is the case in almost every lab. We interface each analyzer through its ASTM or HL7 protocol, about 1 to 2 weeks per model including validation tests.

What happens during an internet outage?

Each site keeps a local database and keeps registering samples. Sync resumes automatically when the connection returns, with no data loss, usually within 5 minutes.

Does the LIMS help with ISO 15189 accreditation?

It provides the required traceability: who collected, analyzed and validated, with timestamps. Accreditation remains a 12 to 24 month quality effort, but the audit log covers a large part of it.

How is the project paid?

Typically 30% at kickoff, 40% when the first site goes live and 30% at final acceptance, over 6 to 8 months.

Do we need CDP authorization?

Yes, for any health data processing. We prepare the technical documentation, and review usually takes 2 to 3 months.
