The verdict in three sentences
A luxury real estate agency in Singapore that asks for website quotes without a written specification will typically see answers from about SGD 8,000 to 80,000 (roughly USD 6,200 to 61,500), because the listings feed, Mandarin pages and CEA advertising details are each priced on a different assumption. A specification covering audiences, templates, the listings feed, CEA-compliant ad details, PDPA and Do Not Call handling, ownership and acceptance tests brings quotes onto one basis. Price the listings feed as its own line and treat photography, video and floor plans as third-party costs.
The checklist to send before asking for quotes
Copy these blocks into a two or three page document. Each line should come back priced, or explicitly excluded.
1. Goals and audiences
- Who you sell and lease to: local owners upgrading, permanent residents, foreign buyers and tenants in District 9 and 10, Orchard, Holland Village, Bukit Timah and Sentosa Cove.
- Two measurable goals, for example qualified viewing requests and owner valuation requests.
2. Pages and templates
- Listing detail, listing search, neighbourhood guides, Good Class Bungalow and prime condominium hubs, sell with us, team, insights, contact, legal.
- Count templates (often 7 to 10), not only pages.
3. Content ownership and compliance sign-off
- Who writes neighbourhood and property copy, who approves it, and who checks each advert against CEA rules (agency licence number, salesperson registration numbers, no misleading claims about a property).
- Foreign buyer rules (stamp duties, limits on landed homes) described generally, with links to official sources.
4. Languages
- English at launch; Mandarin for selected pages or the full site (Premium, the multilingual tier, languages set in the quote).
5. Integrations, one line each
- Listings feed from your CRM or a portal feed; enquiry routing to salespersons; viewing booking calendar; newsletter. Complex ones on quote.
6. Accessibility, data protection, ownership
- WCAG 2.2 AA on templates, galleries and forms.
- PDPA: purpose stated at each form, minimal fields, separate marketing consent; Do Not Call checks before calls or messages to Singapore numbers.
- Domain, hosting, CMS and analytics accounts registered to the agency.
7. SEO migration, acceptance criteria, timeline and budget
- Existing URLs exported, 301 map approved by you, Search Console checks for 6 weeks.
- Acceptance: listings update from the feed within the agreed delay, every listing page shows the required CEA details, forms reach the right salesperson, images stay light on mobile.
- Target go-live date and a budget range.
What changes between a vague and a precise brief?
Figures are a 2026 ballpark from typical Singapore agency quotes, converted at about SGD 1.30 per US dollar and rounded.
| Line | Vague brief: "luxury site with listings, English and Chinese" | Precise brief |
|---|---|---|
| Listings | "Listings module" of unknown source | CRM feed, field list attached, update every 24 hours, priced separately |
| Feed integration | Often missing, then SGD 5,000 to 25,000 (USD 3,800 to 19,200) as a change request | Separate line from the start |
| Mandarin | Machine translation, or the full site doubled in price | 12 named pages, native reviewer identified |
| CEA details on ads | Not mentioned | Licence and registration fields built into every listing template |
| Forms and consent | One form collecting NRIC or passport "for qualification" | Name, email, phone, interest; no NRIC; marketing consent separate |
| Media | Agency photographer bundled at an opaque rate | Photography, video, floor plans as third-party costs |
| Total range | SGD 8,000 to 80,000 (USD 6,200 to 61,500) | SGD 18,000 to 40,000 (USD 13,800 to 30,800) |
How do you score three quotes?
Weighted points = weight x score / 5, scores from 1 to 5, weights fixed before you open the quotes.

| Criterion | Weight | Quote A, local agency, SGD 48,000 (USD 36,900) | Quote B, template platform, SGD 12,000 (USD 9,200) | Quote C, remote studio, USD 8,900 plus feed on quote |
|---|---|---|---|---|
| Listings feed approach | 25 | 5 (25) | 4 (20) | 4 (20) |
| CEA details in templates | 15 | 5 (15) | 3 (9) | 4 (12) |
| Design and image handling for prime homes | 20 | 5 (20) | 2 (8) | 4 (16) |
| PDPA and Do Not Call handling | 15 | 4 (12) | 3 (9) | 4 (12) |
| Ownership of domain, hosting, data | 10 | 3 (6) | 2 (4) | 5 (10) |
| Price clarity | 15 | 3 (9) | 4 (12) | 5 (15) |
| Total | 100 | 87 | 62 | 85 |
Before reading cost per point (about USD 424 for A, 148 for B, 105 for C), add the feed quote to C so you compare complete projects. A strong local agency may still win if you want a team that also shoots and edits property video every week.
How the Kolonell grid maps to this checklist
The international offer prices the website on a fixed grid; the feed and media stay outside it.
| Checklist block | Starter, USD 2,900 | Growth, USD 4,900 | Premium, USD 8,900 |
|---|---|---|---|
| Languages | One | One | The multilingual tier, languages set in the quote |
| Templates | Compact site, featured listings added manually | Full template set, neighbourhood guides | Full set per language |
| Copywriting | Native English | Native English | Native English; Mandarin by a native translator (third-party cost) or your team |
| Listings feed, booking calendar, CRM | On quote | On quote | On quote |
| Photography, video, floor plans | Third-party cost | Third-party cost | Third-party cost |
| Delivery and support | 3 to 4 weeks once content is ready, 3 months of support | Same | Same, maintenance afterwards on quote |

Mini case study
Illustrative example. Grace Lim runs "Tanglin Keys Realty", a fictional boutique agency focused on prime condominiums and landed homes. Her first email ("a luxury site with listings, English and Chinese") brought quotes of SGD 9,000, 35,000 and 78,000 (about USD 6,900, 26,900 and 60,000).
With the checklist, the second round reads:
- Local agency: SGD 38,000 (about USD 29,200) including feed integration.
- Kolonell Premium (the multilingual tier, languages set in the quote): USD 8,900, plus a native Mandarin reviewer at USD 800 (third-party cost), so USD 9,700, with the CRM feed on quote.
- Rule she sets: the feed quote must come back before she compares totals. If it lands at USD 4,000, the Kolonell route totals USD 13,700, against USD 29,200 for the agency that also bundles workshops in Singapore.
FAQ
Which advertising details must appear on listing pages?
CEA rules require estate agents' advertisements to identify the agency and salesperson, including licence and registration numbers; build those fields into every listing template. Check the current CEA guidelines, which can change; this is not legal advice.
Can our enquiry form ask for an NRIC number?
Avoid it. Under the PDPA and PDPC guidance, NRIC collection is restricted to specific cases, and a website enquiry needs only 4 or 5 fields such as name, email, phone and property interest.
Why price the listings feed separately?
Because it is the line that varies most: locally from about SGD 5,000 to 25,000 depending on the CRM or portal. Keeping it apart lets you compare the website itself on equal terms.
Do we need Mandarin?
Only if your buyers and sellers read it. Many agencies start with 10 to 15 key pages in Mandarin rather than the whole site, set in the Premium quote.
How long from specification to go-live?
Count 1 to 2 weeks to agree the scope, then 3 to 4 weeks of build once content is ready, plus feed testing. Six weeks of Search Console monitoring follow if an old site is replaced.
Let's scope your project. Send us your checklist, your CRM or feed details and your languages, and we will map it to a tier, quote the feed line and confirm a 3 to 4 week build. See the international offer or request a free quote: detailed reply within 48 hours.
