Laboratory Information System for a Medical Lab: Dubai 2026 Costs

Digital Africa

The verdict in three sentences

A lab with 4 sites and 450 patients a day that re-types analyser output loses technician hours daily and carries a real transcription error risk that DHA inspectors look for. The first priority is analyser integration and barcode labelling, ahead of any patient app. An off-the-shelf LIS in Dubai costs 250,000 to 700,000 AED, while a scoped custom build fits local insurer billing and the Riayati and NABIDH data exchange requirements more closely.

Diagnosing a 450 patient a day lab

The lab director runs a central lab in Al Barsha with 12 analysers (haematology, chemistry, immunoassay, coagulation, electrolytes) and 3 collection points in Deira, JLT and Al Qusais. Tubes are hand labelled, analyser printouts are copied into a spreadsheet, then into a report template.

StepCurrent situationTime per patientWith a connected LIS
Registration and labellingManual entry, handwritten label6 min2 min, printed barcode

Medical validationFull report re-read3 min1.5 min, critical value alerts

At 450 patients and about 300 working days, removing re-typing alone saves 450 x 5 min = 37.5 hours a day, the equivalent of 4 to 5 technicians.

Off-the-shelf LIS or custom build

International LIS products used in the UAE are strong on analytics. They are expensive to license, charge per analyser interface and often require paid customisation for local insurers and DHA reporting.

A simple application at 2,500,000 to 4,000,000 FCFA (3,810 to 6,100 EUR) fits a single site lab without analyser links. With 12 analysers, 4 sites and insurance billing, the project sits at the top of the medium range or in the complex range. Servers, label printers and scanners are priced in the quote.

The essential building blocks

Analyser integration. Most recent analysers speak ASTM or HL7. The LIS sends worklists to the analyser in bidirectional mode and retrieves results with units and reference ranges. Older unidirectional devices connect via serial port and a gateway.

Barcode traceability. One label per tube, printed at registration and scanned at each step, with transport time and temperature tracked from each collection point.

Validation and alerts. Critical values flagged to the pathologist, delta checks against the patient's previous result, two step technical and medical validation, as expected under DHA laboratory standards and ISO 15189 accreditation.

SMS results. The patient receives an SMS with a secure link and one time code. Bulk SMS in the UAE costs roughly 0.10 to 0.20 AED per message through a licensed aggregator with a registered sender ID.

Billing. Price lists per insurer, co-pay and coverage rules, claims submitted through eClaimLink. Health data stays in the UAE as required by federal health data law, with access logs and encryption.

Mini case study

Dr Mariam, lab director of a medical lab in Dubai, chooses a complex application: 12 analysers, 4 sites, SMS results and insurance claims.

  • Re-typing removed: 37.5 hours a day over 300 days, 11,250 hours a year.
  • Faster registration: 450 x 4 min x 300 = 9,000 hours a year.
  • Total: about 20,000 hours, equivalent to 10 positions at 2,000 hours.
  • At a loaded cost of 60 AED an hour for a technician, the gain is around 1,200,000 AED a year.
  • Claims: cutting insurer rejections from 8 % to 3 % on 6,000,000 AED of insured revenue recovers about 300,000 AED a year.

Even at the top of the custom range, the project pays back within weeks, with no per analyser licence fee.

FAQ

Can all our analysers be connected?

In about 90 % of cases yes, via ASTM, HL7 or serial port. The initial audit checks each model and its mode before pricing.

What does SMS delivery cost?

Around 0.10 to 0.20 AED per message, so 45 to 90 AED a day for 450 patients. A secure link avoids sending medical data in plain text.

Does it meet DHA requirements?

The design covers result traceability, critical value notification, audit trails and data residency in the UAE. Your quality manager validates the procedures for inspection and accreditation.

How long to go live?

Plan 4 to 7 months depending on analyser count: registration and barcodes by month 2, analysers in batches, then SMS and claims.

Who owns the data?

The lab. Source code and database are handed over, and hosting stays within the UAE.
