The verdict in three sentences
With 1,500 invoices a month spread across 7 sites, the paper or email invoice approval circuit costs the group between EUR 180,000 and 270,000 a year in processing time. A custom workflow with three-way matching (purchase order, goods receipt, invoice) costs in order of magnitude EUR 15,000 to 45,000 excluding VAT and brings the unit cost down to EUR 2 to 5. Since 1 September 2026, every French company must be able to receive electronic invoices through an approved platform: the right moment to rebuild the approval circuit.
Why invoice approval stalls
The CFO of a 7-site group receives 1,500 invoices per month. Accounts payable keys them in, then emails them to the site manager or requester for approval. Managers are on the floor, reminders pile up, and some invoices wait up to 3 weeks. The result: late payment penalties (a EUR 40 flat fee per invoice plus interest in France), lost early-payment discounts and unhappy suppliers.
| Step | Manual circuit (estimate) | Automated workflow |
|---|---|---|
| Receipt and data entry | 4 to 6 min per invoice | Automatic reading of the Factur-X or UBL feed |
| PO and receipt matching | 5 to 8 min, often skipped | Automatic, configurable 1 to 2 % tolerance |
| Approval circuit | 5 to 20 days | 2 to 4 days, automatic reminders |
| Full cost per invoice | EUR 10 to 15 | EUR 2 to 5 |
| Invoices paid late | 15 to 30 % | Under 5 % |
| Visibility of commitments | Month end | Real time per site |
Three-way matching is the core of the system: if the invoice matches the purchase order and the approved receipt within tolerance, it goes straight to approved-for-payment with no human step. In practice, 50 to 70 % of PO-backed invoices can follow this touchless path.
Workflow scope and budget
An off-the-shelf tool usually charges by subscription, often EUR 0.50 to 2 per invoice processed or EUR 500 to 2,000 per month. Custom development makes sense when the group has site-specific approval rules, an in-house ERP or many non-PO purchases.
| Module | Content | 2026 order of magnitude (EUR excl. VAT) |
|---|---|---|
| Approved platform connection | Factur-X, UBL, CII receipt, lifecycle statuses | 3,000 to 8,000 |
| Three-way matching | Lines, quantities, prices, tolerances, variances | 4,000 to 12,000 |
| Approval circuit | Rules by site, amount, cost centre, delegations, mobile | 3,000 to 10,000 |
| ERP and accounting integration | POs, receipts, journal export, payment status | 3,000 to 10,000 |
| CFO dashboard | Blocked invoices, delays per approver, payment schedule | 2,000 to 5,000 |
| Total | Depending on number of ERPs and rules | 15,000 to 45,000 |
Add to this the subscription to the chosen approved platform (often a few hundred euros a month at this volume), hosting and maintenance. The scoping phase mainly serves to write the delegation matrix: who approves what, up to which amount, and who stands in for whom during holidays.
Mini case study
Illustrative scenario: Nathalie, CFO of a 7-site industrial group in Auvergne-Rhône-Alpes, processes 1,500 invoices a month at EUR 12, i.e. EUR 216,000 per year. After rollout, 60 % of invoices go through automatic matching and the average cost drops to EUR 4: EUR 72,000 per year, a EUR 144,000 saving. She also captures a 1 % discount on EUR 2 million of purchases paid faster, i.e. EUR 20,000. With a EUR 38,000 project and EUR 8,000 of annual running costs, payback comes in under 4 months. Actual gains depend on the share of PO-backed invoices.

FAQ
What does the 1 September 2026 deadline actually change?
Every VAT-registered company in France must be able to receive electronic invoices through an approved platform. Issuing becomes mandatory for large and mid-sized companies on that date, and for SMEs and micro-businesses on 1 September 2027.
What about non-PO invoices such as energy or overheads?
They follow an approval circuit by cost centre, with reference contracts or subscriptions. For recurring amounts, a 5 to 10 % tolerance versus the previous month often allows automatic approval.
How long does it take to roll out across 7 sites?
Allow 10 to 16 weeks, with a pilot site live after 6 to 8 weeks. The remaining sites then go live at a pace of one or two per week.
Will site managers really approve faster?
Yes, if approval is a single tap on mobile with the PO and receipt displayed. Automatic reminders at D+2 and escalation to the manager's superior at D+5 usually bring the average delay under 4 days.
Do we need to replace our ERP?
No, the workflow reads POs and receipts from the ERP and sends back approved entries. Different ERPs across sites remain manageable, with one connector per system at EUR 3,000 to 6,000 excluding VAT.
