The verdict in three sentences
In an SMB of 300 employees hiring 60 people a year, each new hire takes on average 6 hours of admin work split between HR, IT and managers, and the newcomer often waits one to three days for system access. An onboarding automation project at about 4,000 to 12,000 USD excl. tax (40,000 to 120,000 MAD on our Casablanca reference projects, roughly 15,000 to 44,000 AED) chains the e-signed employment contract, account creation, the training path and social security filing preparation, removing about 70 % of admin time. Setup takes 4 to 8 weeks, and payback is usually under 12 months, in Casablanca as in Dubai.
The automatable steps, one by one
Onboarding starts when the offer is signed and ends at the end of probation. Not every step should be automated, but most repetitive tasks can be.
| Step | Manual time per hire | After automation | Automation level |
|---|---|---|---|
| Contract generation and e-signature | 60 min | 10 min | High |
| Document collection (ID, bank details, diplomas, photo) | 45 min | 5 min (online form) | High |
| Social security registration prep (CNSS in Morocco, GPSSA or MOHRE steps in the UAE) | 40 min | 10 min (prefilled data) | Medium |
| Account creation (email, ERP, business apps) | 60 min | 5 min | High |
| Equipment and badge order | 30 min | 5 min | High |
| Training path and required reading | 45 min | 5 min | High |
| Scheduling check-ins with the manager | 30 min | 0 min (automatic reminders) | High |
| In-person welcome and team introductions | 50 min | 50 min | None (keep it human) |
Total: about 6 hours before, 1.5 hours after, so roughly 70 to 75 % saved. The human welcome stays deliberately out of scope, as it is what drives retention.
What a project costs in 2026
The range depends mostly on how many systems must be connected (HRIS, payroll, Microsoft or Google directory, ERP) and how customized the paths are. Figures below come from our Casablanca projects, with USD equivalents for Dubai buyers.
| Package | Setup price | Monthly cost | Timeline | Scope |
|---|---|---|---|---|
| Essential | 40,000 to 60,000 MAD (4,000 to 6,000 USD) | 800 to 1,500 MAD (80 to 150 USD) | 4 weeks | Candidate form, e-signed contract, automated HR checklist |
| Intermediate | 60,000 to 90,000 MAD (6,000 to 9,000 USD) | 1,500 to 3,000 MAD (150 to 300 USD) | 5 to 6 weeks | + Microsoft 365 or Google account creation, equipment order, training path |
| Complete | 90,000 to 120,000 MAD (9,000 to 12,000 USD) | 3,000 to 5,000 MAD (300 to 500 USD) | 6 to 8 weeks | + payroll connection, social security prep, HR dashboard, reverse offboarding |
| Off-the-shelf HRIS (benchmark) | 10,000 to 30,000 MAD (1,000 to 3,000 USD) | 40 to 120 MAD (4 to 12 USD) per employee per month | 6 to 12 weeks | Standard onboarding module, limited flexibility |
For 300 employees, an HRIS at 80 MAD (8 USD) per employee per month is about 288,000 MAD (28,800 USD) per year. Custom automation makes sense when you already have payroll and tools you do not want to replace.
Legal framework to respect
In Morocco, e-signature of the employment contract is recognized by Law 43-20 on trust services, and the data collected (ID, bank details, family status) falls under Law 09-08 with CNDP declaration, defined retention and HR-only access. In Dubai, electronic signatures are recognized under the UAE Electronic Transactions and Trust Services law, but the MOHRE work permit and contract steps still go through official channels, and personal data falls under the UAE federal data protection law (or DIFC rules for DIFC companies). In both markets, automation prepares the file and a human validates the official filing.
Mini case study
Salma, HR director of a 300-employee distribution company, hires 60 people a year. Each new hire costs her 6 hours of admin work, and newcomers lose on average one day without IT access.

- HR time saved: 60 x 6 h x 70 % = 252 hours per year, at a loaded 250 MAD (25 USD) per hour, so 63,000 MAD (6,300 USD).
- Productive days recovered: 60 days x 800 MAD (80 USD) average daily cost, so 48,000 MAD (4,800 USD).
- Total estimated gain: 111,000 MAD (11,100 USD) per year.
- Chosen project (intermediate package): 75,000 MAD excl. tax, plus 1,500 MAD per month, so 93,000 MAD (9,300 USD) in year one.
- Payback: about 10 months. With Dubai salary levels, typically 1.5 to 2 times higher, payback is even faster.
The same flow, reversed, also handles departures: accounts deactivated and equipment returned on the last day.
FAQ
Is an e-signed employment contract valid?
Yes, Law 43-20 in Morocco and the UAE trust services law both recognize e-signatures. A provider usually costs 300 to 1,500 MAD (30 to 150 USD) per month depending on volume, far less than printing and couriering 60 contracts in several copies.
Can social security filing be fully automated?
Preparation yes, using data entered once by the candidate. The official submission (Damancom in Morocco, government portals in the UAE) is still validated by an HR officer, taking about 10 minutes per employee instead of 40.
Do we need an HRIS to automate onboarding?
No. Automation can run on Microsoft 365 or Google Workspace and your existing payroll software. An HRIS becomes worthwhile beyond 500 employees or if you also want to manage annual reviews.
Will managers actually use the tool?
Yes if little is asked of them: 2 or 3 approvals per hire via email or Teams. In our projects, manager checklist completion rises from about 40 % to over 90 %.
How long does deployment take?
Between 4 and 8 weeks depending on the package, including 1 to 2 weeks of testing on 3 to 5 real hires before rollout.
