Health Data Hosting Cost for a Web App in Europe (2026)

The verdict in three sentences

Any app that stores patients' health data on behalf of a third party in France must use an HDS-certified host (Hébergeur de Données de Santé), costing EUR 300 to 2,500 a month in 2026. The premium reaches 2 to 4 times the price of standard cloud, plus encryption, access logging and a GDPR data protection impact assessment billed at EUR 3,000 to 8,000. Plan 4 to 8 weeks of compliance work before onboarding the first patients.

Why HDS hosting is mandatory

Article L.1111-8 of the French Public Health Code requires anyone hosting personal health data, collected during prevention, diagnosis, care or follow-up, on behalf of a professional or a patient, to hold HDS certification. A patient monitoring app falls squarely within that scope. Hosting such data on a standard server exposes the publisher to CNIL fines of up to 4% of global revenue and, more immediately, to flat rejection by hospital and clinic clients. Other EU countries have their own regimes, but France's is the strictest and the most common reference for European e-health buyers.

The HDS framework in force since 2024 tightens location requirements: data must be stored within the European Economic Area, with transparency about possible access from third countries.

What certified hosting costs

App profileStandard cloud (EUR/month)HDS hosting (EUR/month)Multiplier
MVP, under 1,000 patients80 to 150300 to 500x 3 to 4
Growing app, 1,000 to 10,000 patients200 to 400600 to 1,200x 2.5 to 3
Established app, 10,000 to 50,000 patients400 to 8001,200 to 2,500x 2 to 3
Fully managed HDS (24/7 monitoring)Not applicable2,000 to 5,000Not applicable
Outsourced HDS backups20 to 5080 to 250x 3 to 5

Major providers offer certified services (OVHcloud, Scaleway, Outscale, and French regions of US hyperscalers), but certification often covers infrastructure only. If you administer the servers yourself, you remain responsible for the application layers. Managed HDS, more expensive, transfers that responsibility to the provider.

Compliance costs beyond hosting

ItemIndicative 2026 cost (EUR)Timeline
Data protection impact assessment (DPIA)3,000 to 8,0002 to 4 weeks
Encryption at rest and in transit2,000 to 5,000 (development)1 to 2 weeks
Access logging and audit trail2,500 to 6,0001 to 2 weeks
Strong authentication for clinicians (Pro Santé Connect or 2FA)3,000 to 9,0002 to 3 weeks
Hosting contract and GDPR clauses1,000 to 3,000 (legal)1 week
Penetration test before launch4,000 to 10,0001 to 2 weeks

These workstreams run in parallel, hence the overall 4 to 8 weeks. A penetration test is not required by law, but most hospitals and clinics demand one in their tenders.

Mini case study

Julian founds a post-operative follow-up app in Lyon and targets 3,000 patients in year one. On standard cloud he would have paid EUR 250 a month. With HDS, his quote reaches EUR 850 a month, or EUR 10,200 a year, plus EUR 1,400 of outsourced backups.

He adds a DPIA at EUR 5,000, encryption and logging at EUR 7,000, and a penetration test at EUR 6,000. First-year cost: EUR 29,600, of which EUR 18,000 is one-off. Spread over 3,000 patients, that is under EUR 10 per patient per year, comfortably covered by a subscription billed to clinics at EUR 15 per monitored patient per month.

FAQ

Does my app need HDS if patients enter their own data?

Yes, as soon as you host that data on behalf of patients or health professionals. Only purely local storage on the phone, with no server, escapes the requirement.

Can I use a US cloud provider?

French regions of US hyperscalers hold HDS certification, at EUR 500 to 2,000 a month depending on size. The 2024 framework still requires documenting extra-European access risks, and some hospitals prefer a sovereign provider.

How long does migration from standard cloud to HDS take?

Plan 3 to 6 weeks for a simple app, including one week of testing. Migration costs EUR 4,000 to 12,000 depending on architecture.

Is the DPIA mandatory?

Yes for large-scale health data processing or vulnerable patients, under the list published by the CNIL. It costs EUR 3,000 to 8,000 when handled by a specialist firm.

Do I need a data protection officer?

Yes if processing health data at scale is a core activity. An outsourced DPO costs EUR 300 to 1,200 a month.
