The verdict in three sentences
Since 1 September 2026, every VAT-registered company in France must be able to receive B2B invoices electronically through a certified platform, and SMEs must issue them from 1 September 2027. For the French subsidiary of a Berlin group at 4,000 invoices a month, the real issue is not the subscription (50 to 400 EUR a month) but the SAP connector, priced at 5,000 to 15,000 EUR excl. VAT. A well-scoped project closes in 2 to 3 months and removes manual supplier invoice entry along the way.
Timeline and obligations for a French subsidiary
The reform uses a so-called Y model: each company picks a certified platform (formerly called PDP), which exchanges invoices with the supplier's or customer's platform and sends tax data to the French administration. The public portal is no longer a free invoicing platform: it runs the directory and data concentration. Germany's own B2B e-invoicing mandate (receipt since 2025, issuance phased to 2028) means headquarters in Berlin is often already familiar with XRechnung and ZUGFeRD, the German cousin of Factur-X.
| Obligation | Large companies and mid-caps | SMEs and micro-businesses | ERP impact |
|---|---|---|---|
| Receiving e-invoices | 1 September 2026 | 1 September 2026 | automated inbound integration |
| Issuing B2B invoices | 1 September 2026 | 1 September 2027 | Factur-X, UBL or CII generation |
| E-reporting (B2C, cross-border) | 1 September 2026 | 1 September 2027 | transaction data export |
| Lifecycle statuses | from issuance | from issuance | submitted, rejected, paid feedback |
| New mandatory fields (SIREN, nature, delivery address) | mandatory | mandatory | customer master data update |
| Penalty per non-compliant invoice | 15 EUR (cap 15,000 EUR a year) | 15 EUR | data quality controls |
Note that if the French subsidiary belongs to a group that qualifies as a mid-cap or large company, it may already fall under the 2026 issuance deadline. Check the size test at the legal entity level with your tax adviser.
2026 budget: platform, connector and support
Figures are 2026 order-of-magnitude estimates for a volume of 4,000 invoices a month (2,500 suppliers, 1,500 customers), with SAP run from Berlin.
| Item | Light option | Standard option | Integrated option |
|---|---|---|---|
| Certified platform subscription | 50 to 120 EUR a month | 150 to 250 EUR a month | 300 to 400 EUR a month |
| Unit cost above bundle | 0.10 to 0.20 EUR | 0.05 to 0.12 EUR | included up to 5,000 |
| SAP connector | 5,000 EUR (file import) | 9,000 EUR (API) | 15,000 EUR (API + PO matching) |
| Formats handled | Factur-X | Factur-X, UBL | Factur-X, UBL, CII |
| PO and goods receipt matching | manual | simple rules | automatic three-way |
| Training and change management | 1 day | 2 days | 4 days |
| Timeline | 6 weeks | 8 to 10 weeks | 12 weeks |
The connector costs more when SAP is heavily customised or still on ECC rather than S/4HANA. Some platforms offer certified SAP add-ons; a custom IDoc or API integration is required otherwise.
What the connector must do
It must generate the invoice in the right format with the new French fields, send it to the platform, retrieve statuses, ingest received supplier invoices with their structured data and match them against purchase orders and goods receipts. That last step is where productivity comes from: without it, the reform is only a constraint.
10-week method
Weeks 1 and 2: audit customer and supplier master data (missing SIREN, delivery addresses) and choose the platform. Weeks 3 to 6: build the connector and configure formats. Weeks 7 and 8: test with 20 pilot suppliers and 20 pilot customers. Weeks 9 and 10: cutover, training of the accounts payable team in France and the shared service centre in Berlin, rejection monitoring.

Jonas, group finance director at a Berlin precision engineering group, oversees a French subsidiary receiving 2,500 supplier invoices a month. Two accountants spend 70% of their time on them, a loaded cost of 63,000 EUR a year for this task. He picks the integrated option: 15,000 EUR connector, 350 EUR a month of platform fees (4,200 EUR a year).
- Processing time per invoice: from 6 minutes to 1.5 minutes thanks to automatic matching.
- Gain: 75% of the time, about 47,000 EUR a year of freed capacity.
- Net gain: 47,000 minus 4,200, or 42,800 EUR a year.
- Payback: 15,000 divided by 42,800, about 4 months.
FAQ
Must a French subsidiary act in 2026?
Yes, receiving e-invoices is mandatory since 1 September 2026 for every company. Issuance follows on 1 September 2027 for SMEs, but the connector serves both directions and costs less as a single project.
Is a plain PDF still accepted?
Not for domestic B2B invoices. Only Factur-X (PDF with embedded XML), UBL and CII are accepted, and a PDF sent by email no longer counts as a compliant e-invoice.
Can we reuse our German ZUGFeRD setup?
Partly. ZUGFeRD 2.x and Factur-X share the same technical base, so the XML generation can often be reused, but French mandatory fields and platform routing still require 20 to 40% of new work.
What does a compliance error cost?
The fine is 15 EUR per non-compliant invoice, capped at 15,000 EUR a year, plus 250 EUR per e-reporting failure. The hidden cost comes mostly from rejections that delay cash collection.
Do we need a new ERP?
In 90% of cases, no. Only very old systems without structured export justify a migration, with budgets above 40,000 EUR.
