The verdict in three sentences
A London forwarder running 300 shipments a month through spreadsheets, shared inboxes and the CDS declaration system loses most of its margin in two places: demurrage and detention nobody saw coming, and disbursements that never make it onto the invoice. A custom forwarding platform costs roughly £60,000 to £180,000 in 2026 (order of magnitude) and takes 4 to 6 months, while an enterprise suite such as CargoWise is faster to start but charges per user and per transaction. With around 30 % less demurrage and complete disbursement billing, a mid-sized forwarder usually pays back a custom build in under two years.
Where a UK forwarder's margin leaks
Since the full move from CHIEF to the Customs Declaration Service in 2024, every import and export declaration goes through CDS, often via a software provider or a customs intermediary. The shipment itself still runs through a long chain: booking, bill of lading, arrival at Felixstowe, Southampton or London Gateway, declaration, duty and VAT handling, release, haulage and delivery. Each step creates a document, a date and a cost.
Three leaks appear in almost every forwarder we audit. Free time on containers expires unnoticed and the shipping line bills demurrage day after day. Port, haulage and inspection costs are paid but only partly recharged. And the customer service team spends its day answering where is my container.
| Item | Spreadsheets and email | Dedicated platform |
|---|---|---|
| Free-time tracking | manual, missed alerts | countdown per container, alert at D-3 |
| Demurrage paid per month | £8,000 to £15,000 (order of magnitude) | around 30 % lower |
| Unbilled disbursements | 2 to 4 % of total | under 0.5 % |
| Invoice lead time after delivery | 7 to 14 days | 1 to 2 days |
| Data entry per shipment | 2 to 3 hours | 1 to 1.5 hours |
| Customer status calls per day | 50 to 80 | cut by two thirds with a portal |
These are 2026 estimates from forwarders of comparable size; your baseline depends on your import and export mix and your main carriers.
Features and budget split
The core is a shipment workflow: every step has an owner, a target date and attached documents (bill of lading, commercial invoice, certificate of origin, customs entry, duty statement). The modules that drive the return on investment sit around it.
| Module | Scope | Share of budget (order of magnitude) |
|---|---|---|
| Shipments and workflow | job creation, milestones, documents, team assignment | 20 % |
| CDS connection | declaration status via your software provider or API, MRN tracking | 20 to 25 % |
| Containers and demurrage | carrier free-time rules, alerts, automatic day count | 15 % |
| Disbursement and fee billing | duty, VAT, port charges, haulage, margin per line | 15 % |
| Customer portal | live status, documents, invoices, history | 15 % |
| Management dashboard | margin per customer, average clearance time, debtors | 10 % |
The CDS link is the most sensitive part. Many forwarders keep their accredited declaration software and connect the platform to it, which avoids a full HMRC software accreditation project and keeps the budget at the lower end.
Custom build, CargoWise or an off-the-shelf UK tool?
| Option | Upfront cost 2026 | Running cost | Lead time | Main limit |
|---|---|---|---|---|
| Spreadsheets and email | none | staff time | immediate | no overview, billing errors |
| UK off-the-shelf forwarding tool | £10,000 to £30,000 setup | £60 to £120 per user per month | 1 to 3 months | limited fit with your own processes |
| CargoWise-type enterprise suite | £30,000 to £100,000 implementation | per-user and per-transaction fees | 3 to 9 months | heavy, costly for under 30 users |
| Custom platform | £60,000 to £180,000 | maintenance contract | 4 to 6 months | needs serious scoping |
All figures are 2026 market orders of magnitude. Kolonell's own scope and price for a custom build are set in the quote after a scoping workshop.
A typical plan runs in four phases: scoping and process mapping (3 to 4 weeks), workflow and billing build (8 to 10 weeks), CDS link and customer portal (4 to 6 weeks), then migration of live shipments and team training (2 to 3 weeks).

Mini case study
Tom runs a 25-person forwarder in East London: 300 shipments a month, 10 operators, 3 customer service staff. Over the last year around 50 shipments a month incurred demurrage, on average 3 days at £75 per day per container, roughly £11,250 a month. Part is recharged, but about a third is disputed and absorbed.
With free-time alerts and per-container tracking, the goal is 30 % less demurrage: £3,375 saved per month, about £40,500 a year. Recovering forgotten disbursements adds more: on £1.2 million of annual disbursements, moving from 3 % to 0.5 % leakage is worth £30,000 a year. Against a £110,000 build, payback lands at around 19 months, before counting the operator time saved. A CargoWise rollout for 13 users would avoid the build cost but add recurring fees that, over five years, often reach a similar total.
FAQ
How much does freight forwarding software cost in London in 2026?
A custom platform runs roughly £60,000 to £180,000 depending on the CDS link and the number of modules. Off-the-shelf UK tools start lower, around £10,000 to £30,000 setup plus £60 to £120 per user per month.
Do we need our own HMRC software accreditation for CDS?
Not necessarily. Most forwarders connect the platform to an already accredited declaration tool, which saves several months and a large part of the budget.
Is CargoWise better than a custom build?
CargoWise suits large networks that need global standard processes. For 10 to 30 users with specific customers and pricing, per-user and per-transaction fees often make a custom build competitive within 4 to 5 years.
How quickly can demurrage be reduced?
Forwarders that track free time per carrier and alert at D-3 and D-1 typically see 20 to 35 % less demurrage in the first year.
How long until the platform is live?
Allow 4 to 6 months from scoping to go-live, with the shipment and demurrage module usable from month three.
