The verdict in three sentences
A freight forwarder handling 300 to 1,500 files a month, whether in Lomé with corridors to Burkina Faso, Niger and Mali, or in Rotterdam and Dubai, mostly loses money on demurrage and disbursements that are never recharged, not on software. CargoWise is the global benchmark, but its licences and configuration are sized for international groups. Custom software (12,000,000 to 25,000,000 FCFA, about 18,300 to 38,100 EUR) with container tracking, free-time alerts and disbursement invoicing pays off once it prevents around twenty days of demurrage a month.
CargoWise, Excel or custom software
At the Port of Lomé, a forwarding file goes through the manifest, customs declaration via the single window, duty payment, release, then bonded transit to Ouagadougou, Niamey or Bamako. Each step has a cost and a deadline. In Rotterdam or Jebel Ali the steps differ, but the logic of free time and deadlines is the same.
| Criterion (2026 order of magnitude) | Excel and email | CargoWise | Custom software |
|---|---|---|---|
| Upfront cost | Almost nil | 15,000,000 to 40,000,000 FCFA (configuration and training) | 12,000,000 to 25,000,000 FCFA |
| Recurring cost | 0 FCFA | Usage-based licences, often 3,000,000 to 10,000,000 FCFA a month for 20 to 40 users | 250,000 to 500,000 FCFA a month (maintenance and hosting) |
| Time to go live | Immediate | 4 to 9 months | 4 to 6 months |
| Container and free-time tracking | Manual, often late | Complete | Targeted, alerts at D-3 and D-1 before free time ends |
| Inland corridors (bonded transit, escorts) | Separate sheets | Configurable with effort | Native steps per corridor |
| Disbursement invoicing | Re-keyed, frequent omissions | Integrated | Integrated, with supporting documents |
| Support | In-house | Certified partner, often abroad | Team in West Africa |
CargoWise remains relevant for a forwarder that belongs to a global network. For an independent firm of 15 to 60 people, the cost and complexity often exceed real needs.
The hidden cost: demurrage and forgotten disbursements
Beyond the free time granted by the shipping line, every day a container stays at the port generates demurrage, then storage charges. A few days of document delay is enough.
| Indicator (forwarder with 600 files a month, 2026 estimate) | No dedicated tool | With custom software |
|---|---|---|
| Containers handled per month | 800 | 800 |
| Containers with avoidable demurrage | 6% (48) | 2% (16) |
| Average avoidable demurrage per container | 120,000 FCFA | 120,000 FCFA |
| Monthly avoidable demurrage | 5,760,000 FCFA | 1,920,000 FCFA |
| Disbursements not recharged | 1.5% of disbursements | 0.3% of disbursements |
| Amount not recharged on 150,000,000 FCFA of monthly disbursements | 2,250,000 FCFA | 450,000 FCFA |
| Total monthly loss | 8,010,000 FCFA (12,200 EUR) | 2,370,000 FCFA (3,600 EUR) |
Depending on container type and shipping line, avoidable demurrage costs 50,000 to 200,000 FCFA per container, and often more per day in Rotterdam or Dubai. Even if our assumptions are halved, the saving exceeds 2,800,000 FCFA a month.
Useful modules and integrations
| Module | Function | Indicative budget |
|---|---|---|
| Files and documents | Bill of lading, invoices, certificates, declaration, release order | 2,500,000 to 5,000,000 FCFA |
| Container tracking | Arrival date, free time, alerts, status per container | 2,000,000 to 4,000,000 FCFA |
| Corridors and transit | Lomé to Ouagadougou, Niamey, Bamako legs, hauliers | 2,000,000 to 4,500,000 FCFA |
| Charges and disbursements | Rate card per client, recharging, supporting documents | 2,000,000 to 4,500,000 FCFA |
| Invoicing and accounting | Invoices, accounting export, payment reminders | 1,500,000 to 3,500,000 FCFA |
| Client portal and notifications | Online tracking, WhatsApp or email alerts | 2,000,000 to 3,500,000 FCFA |
Exchanges with the foreign trade single window and the customs system are usually done through file import or assisted entry. An automatic interface depends on the access granted by the authorities and is priced case by case.

Mr Agbeko, managing director of a forwarder in Lomé, handles 700 files and about 900 containers a month, 40% of them in transit to Burkina Faso and Niger. He estimates that 50 containers a month fall into demurrage through lack of tracking, at 110,000 FCFA on average. He orders custom software at 19,000,000 FCFA, with 380,000 FCFA of monthly maintenance.
With free-time alerts, avoidable demurrage drops to 18 containers a month. The saving reaches 32 containers × 110,000 FCFA, i.e. 3,520,000 FCFA a month (about 5,370 EUR). After maintenance, the net gain exceeds 3,100,000 FCFA a month: the software pays back in about 6 months.
FAQ
Can the software connect to the single window and the customs system?
An automatic connection depends on the access granted by the authorities. Otherwise, the software prepares the data and imports the responses, which already removes most re-keying.
How long does deployment take?
Allow 4 to 6 months, with a first release (files, containers, alerts) usable from month three. Migrating open files takes 1 to 2 weeks.
Is container tracking automatic?
Arrival and free-time dates can be imported from shipping line notices or entered once. Alerts are then sent at D-3 and D-1 before free time ends.
Can importers get online access?
Yes, a client portal shows the status of each file and the available documents. This module costs 2,000,000 to 3,500,000 FCFA and greatly reduces follow-up calls.
What does monthly maintenance include?
At 250,000 to 500,000 FCFA a month, it covers hosting, backups, bug fixes and a few hours of enhancements. New corridors or integrations are quoted separately.
