The verdict in three sentences
Since 1 September 2026, every VAT-registered business in France must receive supplier invoices electronically through an approved platform (plateforme agréée, PA), and French SMEs must issue them electronically from 1 September 2027. A seller established outside France is in principle outside the mandatory scope, but if you have a French establishment or VAT fixed establishment you are in, and in every case your French buyers' accounts payable teams will increasingly ask for Factur-X, UBL or CII files they can ingest automatically. Budget, as a 2026 order of magnitude, EUR 3,000 to 15,000 (GBP 2,600 to 13,000) for store and ERP changes and 4 to 8 weeks, and decide before the spring 2027 rush.
What the reform means for a foreign B2B store
The French mandate covers transactions between taxable persons established in France. A UK, Belgian or Moroccan wholesaler invoicing French clients from abroad does not have to route invoices through a PA. That is the legal answer. The commercial answer is different: once a French buyer receives 90 % of its invoices as structured data, a PDF from a foreign supplier becomes the exception that someone has to key in by hand. Large French buyers already write structured-invoice requirements into supplier onboarding.
There is also a scope trap. If your company holds a French VAT number through a warehouse, a sales office or a fixed establishment that takes part in the sale, you are treated as established for those transactions, and the full obligation applies.
| Date | Who | Obligation |
|---|---|---|
| 1 September 2026 | All French taxable businesses | Receive e-invoices |
| 1 September 2026 | Large and mid-size French companies | Issue e-invoices and e-report |
| 1 September 2027 | French SMEs and micro-businesses | Issue e-invoices and e-report |
| Ongoing | Foreign sellers with a French fixed establishment | Same as French companies |
| Ongoing | Foreign sellers without establishment | Outside mandate, buyer pressure |
| On breach | Issuer in scope | EUR 15 per non-compliant invoice, capped at EUR 15,000 a year |
Choosing a platform and pricing the store work
If you decide to send structured invoices to French customers, you can either connect to a French approved platform or use a Peppol access point, since most PAs also exchange through Peppol. For a seller issuing 300 to 3,000 invoices a month, here are 2026 orders of magnitude.
| Item | Low | High | Note |
|---|---|---|---|
| Approved platform or Peppol access point | EUR 20 / GBP 17 a month | EUR 300 / GBP 260 a month | Volume and connectors |
| ERP or accounting connector | EUR 0 (native) | EUR 3,000 | Often included by major vendors |
| Store changes (SIREN capture, billing addresses) | EUR 1,500 | EUR 5,000 | Forms, account area, Sirene API check |
| Factur-X or UBL generation from the store | EUR 1,000 | EUR 3,500 | If the store invoices directly |
| Customer data clean-up | EUR 500 | EUR 2,000 | Depends on account count |
| Testing with the platform | EUR 0 | EUR 1,500 | 50 to 100 test invoices |
| Total project | EUR 3,000 / GBP 2,600 | EUR 15,000 / GBP 13,000 | 4 to 8 weeks |
The most common weak point is data, not format. French customer accounts created years ago rarely hold a verified SIREN number, and without it a French platform cannot route the invoice. A check against the public Sirene API at sign-up costs a few hundred euros of development and removes most rejections.
Before signing with a provider, check four things: official registration or Peppol certification, support for all three formats, life-cycle statuses (submitted, rejected, paid) pushed back into your store, and reversibility so you can switch provider without losing history.
Mistakes that cost money
Treating the topic as an accounting setting is the first. Payment statuses must flow back to the customer account area, otherwise your support desk answers avoidable calls. Credit notes are the second: a partial return creates a credit note that must follow the same structured route. Monthly summary invoicing, common in B2B, is the third and needs specific configuration.
Mini case study
Sarah is COO of a packaging wholesaler in Manchester that sells online to 600 French restaurants and caterers, around 500 invoices a month. Two large French catering groups have told her they will stop paying PDF invoices manually from 2027. She connects her ERP to a Peppol access point at GBP 90 a month, pays GBP 2,200 for the connector, and GBP 3,800 to add SIREN capture and French billing fields to her B2B store. Clean-up and testing: GBP 1,700. First-year total: 2,200 + 3,800 + 1,700 + (90 x 12) = GBP 8,780.

The upside: the two catering groups represent GBP 41,000 of monthly revenue. If structured invoicing shortens their payment delay from 52 to 38 days, Sarah frees about 41,000 x 14 / 30 = GBP 19,100 of working capital. Keeping those accounts alone justifies the project.
FAQ
Am I legally required to issue French e-invoices from abroad?
Not if you have no establishment in France taking part in the sale. But if you hold a French fixed establishment, the 2026 and 2027 deadlines apply to you exactly as to a French company, with a EUR 15 fine per non-compliant invoice.
Can I use Peppol instead of a French platform?
In most cases yes, because French approved platforms exchange through Peppol. Check with your two or three largest French buyers which identifier they expect, usually SIREN-based.
How long does the project take?
As a 2026 order of magnitude, 4 weeks for a store linked to a compatible ERP, 8 weeks when customer data and invoice generation must be rebuilt. Platforms will be saturated in spring 2027.
Do I need a new e-commerce platform?
Rarely. In about 80 % of cases, targeted changes to forms, account area and ERP flow are enough. A rebuild only makes sense if your platform is no longer maintained.
Which format should I pick?
Factur-X (PDF plus embedded XML) suits French SMEs that still read PDFs, while UBL fits buyers on Peppol. A good provider generates both from the same data at no extra cost.
