EUDR cocoa traceability software for a cooperative: cost (2026)

Digital Africa

The verdict in three sentences

The EU Deforestation Regulation (EUDR) applies to large operators from 30 December 2026: without plot geolocation and lot-by-lot traceability, a cooperative risks seeing its exporter buyers reduce or suspend volumes. For a cooperative of 2,000 to 5,000 farmers, a complete traceability system costs FCFA 12 to 35 million (EUR 18,000 to 53,000), plot mapping included. The most underestimated cost is not the software but the field survey of polygons and training of field delegates.

What the EUDR concretely requires from a cooperative

The European exporter or trader files a due diligence statement for each lot. It needs data only the cooperative can produce.

The full scope usually covers: farmer and plot register, offline weighing app on tablets with Bluetooth scales, receipts, payment through Orange Money, MTN MoMo, Moov Money or Wave, stock tracking per warehouse, data export in the format buyers expect and a sustainability premium dashboard. Hardware comes on top: 30 to 50 tablets at FCFA 120,000 to 180,000 each, and connected scales at FCFA 250,000 to 450,000 each.

Mobile money payment brings a direct benefit: it reduces cash transport to sections and leaves proof of payment at the farmgate price, around FCFA 2,800 per kilo in the 2025-2026 season, which is useful for certification audits.

Mini case study

Mr Koné, director of a cocoa cooperative near Soubré, groups 3,200 farmers and 4,100 plots, for about 4,800 tonnes per season. His main buyer requires complete EUDR data before the next season. Chosen budget: full custom software at FCFA 28 million, survey of 4,100 plots at FCFA 3,500 each, or FCFA 14.4 million, 40 tablets for FCFA 6 million and FCFA 4 million of annual maintenance.

Initial investment: about FCFA 48 million (EUR 73,000). Against this, the negotiated sustainability and traceability premium reaches FCFA 25 per traceable kilo, or FCFA 120 million per season on 4,800 tonnes. Above all, untraceable volumes risk a discount or rejection. Even with only half the volume earning the premium, the project pays back in less than one season. These amounts remain a 2026 order of magnitude, to confirm against your buyer contracts.

FAQ

Is a polygon needed for every plot?

No, a GPS point is enough for plots of 4 ha or less, which often covers 70 to 85% of an Ivorian cooperative's plots. A polygon remains advisable when the buyer asks for it, for FCFA 1,000 to 2,000 more per plot.

Does weighing work without a network in remote areas?

Yes, the app records weighings and receipts offline, then syncs as soon as 3G or warehouse Wi-Fi is available. A tablet keeps several weeks of data without a connection.

Who owns the data?

With custom software, the cooperative. With an exporter's tool, check the contract: switching buyers may force you to survey plots again, for FCFA 10 to 15 million.

Is the software compatible with the Conseil du Café-Cacao national system?

It has to be: the farmer card number serves as the identification key. An export or API interface costs FCFA 1.5 to 4 million depending on the required format.

How long does it take to be ready?

Allow 8 to 12 weeks for the essential software and 3 to 5 months to survey all plots with 10 to 15 trained delegates. Starting 6 months before the season is prudent.
